HomeMy WebLinkAboutRES NO 199-2021199-2027' RESOLUTION NO. A RESOLUTION DISPENSING WITH BIDDING PROCEDURES DUE TO LIMITED TIME TO COMPLETE THE REMODEL AND AUTHORIZING RYMAC GENERAL CONTRACTING 8. CONSTRUCTION SERVICES (RYMAC) TO PROVIDE DESIGN AND REMODEL UNDER SECTION 3.20_060 OF THE BAKERSFIELD MUNICIPAL CODE RELATING TO DESIGN/BUILD FOR TENANT IMPROVEMENTS TO THE BRUNDAGE LANE NAVIGATION CENTER_ WHEREAS, On November 6, 2018, Measure N, the Public Safety and Vital Services Measure (PSVS) was passed by the City of Bcokersfield voters, increasing the sales and use tax within the City of Bakersfield from 7.25 to 8.25 percent; and WHEREAS, the funding from PSVS has been allocated by the City to address top community priorities, including reducing homelessness through partnerships with service providers to increase outreacF-i, sheltering and construction of affordable housing; and WHEREAS, on January 22, 2020 the City Council approved the purchase of 1 7 acres of property at 1900 E Brundage Lone for the development of a 150 -bed emergency shelter known cis the Brundage Lane Navigation Center (BLNC); and WHEREAS, initial tenant improvements of the BLNC were completed in October 2020, the first guests were welcomed on October 26, 2020 and since then the BLNC has provided hundreds of individuals with wrap-around health, mental health and housing services: cond WHEREAS, on various nights in 2021, the BLNC reached capacity for individuals and pets; and WHEREAS, it is the intent of the City to research and possibly perform additional tenant improvements to the BLNC to expand capacity for individuals and pets; and WHEREAS, the use of design/build methodologies hos been shown to be an effective method of reducing construction costs; and WHEREAS, the use of design/build joins the construction and design of a project under one single legal entity thereby reducing conflicts; cond A Resolution Dispensing with Bidding (Remodel BLN(:::-RYMAC) o-lvnii J�aO� Pope 7 of 3 S s6�Ntl0�o WHEREAS, the City Council believes the use of design/build is appropriate for certain unique projects where specialized design or construction methods are necessary or special design expertise must be employed; and WHEREAS, due to time constraints to complete the remodel of the facility, such work can only be reasonable obtained from one vendor because of the restricted availability of such work that can be done on an accelerated time schedule; and WHEREAS, RYMAC designed and constructed various portions of the BLNC in 2020, and is willing to provide the necessary design and construction for the remodel and expansion of the BLNC; and WHEREAS, the Public Works Director recommends the Council dispense with bidding requirements, in accordance with subsection D.2 of Section 3.20.060 of the Bakersfield Municipal Code. NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Bakersfield as follows: The City Council finds and declares that the foregoing recitals are true and correct and are hereby incorporated fully as a material part of this Resolution and based upon such matters, the City Council makes the additional findings set forth herein below. 2. The Finance Director is authorized to dispense with bidding in accordance with Section 3.20.060 of the Bakersfield Municipal Code. 3. The Brundage Lane Navigation Center Tenant Improvements project justifies an exception to the bidding process and the City Council hereby determines that the work, supplies, equipment, and material can best be obtained through the design/build construction procurement process. 4. The expenditure of funds for RYMAC to provide the necessary conceptual design development and cost estimating services for the remodel of the selective areas within the Facility shall not exceed Fifty -Eight Thousand Two Hundred and Seventy -Four Dollars ($58,274). 5.
