HomeMy WebLinkAbout11/15/1976 MINUTES CC324 Bakersfield, California, November 15, 1976 Minutes of a regular meeting of the Council of the City of Bakersfield, California, held in the Council Chambers of City Hall at 8:00 P.M., November 15, 1976. The meeting was called to order by Mayor Hart followed by the Pledge of Allegiance and Invocation by Mr. Howard O. Campbell, General Executive of the Y.M.C.A. The City Clerk called the roll as follows: Present: Mayor Hart. Councilmen Rogers, Sceales, Strong, Bleecker, Medders Absent: Councilmen Barton, Christensen Mayor Hart welcomed and Acting City Manager Buell introduced the student counterparts for the Office of Mayor and members of the Council who are participating in the Annual Teenage Student Government Day on Wednesday, November 17, 1976. Minutes of the regular meeting of November 8, 1976 were approved as presented. Council Statements. Mayor Hart announced that he has appointed Mr. Gene Grinstead as Chairman of the Mayor's Committee for Employment of the Handicapped and a letter of commendation for a job well done has been sent to retiring Chairman Donald S. Hopkins. Consent Calendar. The following items were listed on the Consent Calendar: (a) Allowance of Claims Nos. 1747 to 1830 inclusive, in the amount of $ 492,767.69. (b) Street Easement from Richard H. Hixson and Evelyn L. Hixson providing street right-of-way for Lum Avenue as required by the Planning Commission for Parcel Map No. 3734. (c) Map of Tract No. 3785 and Improvement Agreement for construction of improve- ments therein - located east of Ashe Road and north of Fraser Road. (d) Map of Tract No. 3801 and Improvement Agreement for construction of improve- ments therein - located south of Ming Avenue and east of Ashe Road. Bakersfield, Caifornia, November 15, 1976 - Page 2 325 (e) Notice of Completion and Acceptance of Work on street and sewer improvements under Parcel Map No. 2248 - with Hugh Curran. (f) Request from Jim Gibbons for annexation of property located at the corner of Manor Street and the Kern Island Canal. (Refer to Planning Commission for study and recommendation) Upon a motion by Councilman Strong, Items (a), (b), (c), (d), (e) and (f) of the Consent Calendar, were adopted by the following roll call vote: Ayes: Councilmen Rogers, Noes: None Absent: Councilmen Barton, Sceales, Strong, Bleecker, Medders Christensen Action on Bids. Upon a motion by Councilman Medders, bid of Charles for Fire Damage Demolition, Bracing and Repairs to building Miller at 808 - 16th Street, was rejected. Upon a motion by Councilman Medders, low bid of Barber Pontiac for 23 Police Special 4-Door Sedans, was accepted and all other bids rejected. Upon a motion by Councilman £elde Ford for one 23,000 lb. and two and Three-Way Chevrolet for one 25,000 lb. Tilt Cab Truck, were accepted and all other bids rejected. Upon a motion by Councilman Medders, low bids of Haber- felde Ford for one 6,000 lb. and one 10,000 lb. Trucks and Three- ~ay Chevrolet for one 7,200 lb. Truck and seven ½ Ton Pickups, were accepted and all other bids rejected. New Business. Adoption of Resolution No. 88-76 of the Council of the City of Bakers- field, California, approving the Official Statement relating to City of Bakersfield 1976 Water Bonds. The City's Financial Consultants in cooperation with the City's auditors have prepared an Official Statement to serve as a Sceales, low bids of Haber- 25,000 lb. Conventional Trucks Bakersfield, California, November 15, 1976 - Page 3 Bond Prospectus for the sale of the City of Bakersfield's 1976 Water Bond issue of $15,500,000. Councilman Rogers mentioned several errors in Statement. City Attorney Hoagland stated that the errors in the Official Statement are in the process of being corrected and the blank spaces are being filled in. Upon a motion by Councilman Rogers, Resolution No. 88-76 of the Council of the City of Bakersfield, California, approving the Official Statement relating to the City of Bakersfield 1976 Water Bonds, was adopted by the following roll call vote: Ayes: Councilmen Rogers, Sceales, Strong, Bleecker, Medders Noes: None Absent: Councilmen Barton, Christensen Councilman Strong stated that Councilmen Barton and Christensen indicated that they would like the record to show that they are in complete accord with the Bond Prospectus and Official Statement. Adoption of Resolution No. 89-76 of the Council of the City of Bakers- field, California, providing for the issuance of City of Bakersfield 1976 Water Bonds in the amount of $15,500,000; prescribing the date and form of the Bonds and of the Coupons to be attached thereto; fixing the maximum rate of interest on the Bonds, and prescribing the maturities thereof and redemption provisions therefor; authorizing the execution of the Bonds and Coupons; providing for the levy of a tax to pay the principal and interest thereof; and directing Notice of Sale of the Bonds to be given. The City's Legal Bond Counsel has prepared a resolution which voted by the people on November 2, and for the sale of those bonds by the Official 1976 in the amount of $15,500,000 competitive bidding. is necessary for the issuance of the City's 1976 Water Bonds Bakersfield, California, November 15, 1976 - Page 4 327 Upon a motion by Councilman Rogers, Resolution No. 89-76 of the Council of the City of Bakersfield, California, providing for the issuance of City of Bakersfield 1976 Water Bonds in the amount of $15,500,000; prescribing the date and form of the Bonds and of the Coupons to be attached thereto; fixing the maximum rate of interest on the Bonds, and prescribing the maturities thereof and redemption provisions therefor; authorizing the execution of the Bonds and Coupons; principal and interest the Bonds to be given, providing for the levy of a tax to pay the thereof; and directing Notice of Sale of was adopted by the following roll call vote: Ayes: Noes: Absent: Councilmen Rogers, None Councilmen Barton, Sceales, Strong, Bleecker, Medders Christensen Councilman Rogers commended the staff, Citizens Advisory Committee, Council and voters of the City for their support on the Water Bond Measure.
