M., December 7, 1976. The meeting was called to order by Mayor Hart by the Pledge of Allegiance. Present: Absent: followed Councilman The City Clerk called the roll as follows: Mayor Hart. Councilmen Strong, Barton, Christensen, Medders, Rogers, Sceales Bleecker New Business. Bank, roll Ayes Noes Absent: and rejecting all other bids, call vote: Councilmen Strong, Barton, Sceales None Councilman Bleecker was adopted by the following Christensen, Medders, Rogers, Adoption of Resolution No. 94-76 of the Council of the City of Bakers- field, California, awarding $15,500,000 General Obligation Bonds of said City to the best bidder and rejecting all other bids. Mr. Carl Hensley, representing L. F. Rothschild & Co. and Bache Halsey Stuart, Inc., recapped the low bid for the Water Bonds, as follows: SECURITY PACIFIC BANK IN ASSOCIATION WITH CROCKER NATIONAL BANK: Amount of Bid $15,500,885.90 Less Premium $ 885.90 Total Net Interest Cost $16,546,810.00 Average Net Interest Cost 5.3636337% Mr. Hensley stated that the bids were outstanding and the City was most fortunate in coming to the market at this time under excellent conditions. Upon a motion by Councilman Rogers, Resolution No. 94-76 of the Council of the City of Bakersfield, California, awarding $15,500,000 General Obligation Bonds of said City to the best bidder, Security Pacific Bank in association with Crocker National Bakersfield, California, December 7, 1976 - Page 2 357 Councilman Rogers stated that a lot of hard work, above and beyond the call of duty, has gone into reaching this historic point in the City of Bakersfield and he would like to thank the staff, Mr. Hensley and the many other persons involved. City Attorney Hoagland stated that the Board of the Kern Delta Water District is awarding their bonds tonight for the purchase of the Kern River Canal from the City of Bakersfield for $3,500,000.00. Councilman Rogers, member of the Governmental Efficiency and Personnel Committee, read Report No. 18-76 regarding City Water Department and Employees, as follows: Based on decisions relayed to us by representa- tives of North Kern and Kern Delta Water Districts not to participate with the City of Bakersfield in the maintenance of the various canal systems, the Governmental Efficiency and Personnel Committee is recommending the establishment of a new City Department to be known as the Department of Water. Attached to this report is a proposed organi- zational chart for this new department. This plan will involve an additional twenty permanent employees at an annual cost of approxi- mately $300,000, which is within the amount budgeted. At last night's City Council meeting the Council gave tentative approval to create a Water Department with two possible organiza- tional plans; tentative approval for hiring employees and their benefits for vacation and sick leave. Tonight we are requesting final City Council approval as follows: 1. Creation of a new City Department to be known as the Department of Water. 2. Approval of the attached organizational plan for the Department of Water. Approval of the job specifications for classifications of Water Manager; Assistant Water Manager; Water Superintendent; Water Dispatcher I; Water Dispatcher II; Hydro- grapher; Canal Tender; Weed Controller; Equipment Operator III; Laborer; and Accountant II. Approval to bring into the work force of the City without examination, those employees of Tenneco West, Inc., whose primary duties were confined to the operation of the water and canal system. Bakersfield, California, December 7, 1976 - Page 3 Approval to credit said employees with five days sick leave for each full year of employment with Tenneco West, Inc., up to the maximum allowable to all City employees. Approval for vacation eligibility as follows: From and after January 1, 1977, said employees shall be credited with the length of time employed by Tenneco West, Inc., as if they had worked for the City during said period. Accrual and use of such vacation rights shall be in accordance with the City's vacation ordinance from and after January ~, 1977. In order to implement this report we are recom- mending approval of the above items and approval of the attached salary resolutions and emergency ordinances. Councilman Sceales stated that it should be emphasized, for the record, that the City offered to operate North Kern Water Storage District's and Kern Delta Water District's systems and they refused this offer. After discussion, upon a motion by Councilman Rogers, Report No. 18-76 of the Governmental Efficiency and Personnel Committee regarding Water Department and Employees, was accepted; and the six recommendations as outlined in the report, were approved, by the following roll call vote: Ayes: Councilmen Strong, Barton, Christensen, Medders, Rogers, Sceales Noes: None Absent: Councilman Bleecker Adoption of Emergency Ordinance No. 2308 New Series of the Council of the City of Bakersfield adding Chapter 1.45 to the Municipal Code creating the Department of Water. Upon a motion by Councilman Rogers, Emergency Ordinance No. 2308 New Series of the Council of the City of Bakersfield adding Chapter 1.45 to the Municipal Code creating the Department of Water, was adopted by the following roll call vote: Ayes: Councilmen Strong, Barton, Christensen, Medders, Rogers, Sceales Noes: None Absent: Councilman Bleecker Bakersfield, California, December 7, 1976 - Page 4 359 Adoption of Emergency Ordinance No. 2309 New Series of the Council of the City of Bakersfield amending Chapter 3.18 by adding new Sections 3.18.200 (1) (Sick Leave) and 3.18.195 (Vacation). Upon a motion by Councilman Rogers, Emergency Ordinance No. 2309 New Series of the Council of the City of Bakersfield amending Chapter 3.18 by adding new Sections 3.18.200 (1) (Sick Leave) and 3.18.195 (Vacation), was adopted by the following roll call vote: Ayes Councilmen Strong, Barton, Christensen, Medders, Rogers, Sceales Noes None Absent: Councilman Bleecker Adoption of Resolution No. 95-76 of the Council of the City of Bakers- field amending Resolution No. 46-76, setting salaries and related benefits for Officers and Employees of the City of Bakersfield. Upon a motion by Councilman Rogers, Resolution No. 95-76 of the Council of the City of Bakersfield amending Resolution No. 46-76, setting salaries and related benefits for Officers and Employees of the City of Bakersfield, was adopted by the following roll call vote: Ayes: Councilmen Strong, Barton, Christensen, Medders, Rogers, Sceales Noes: None Absent: Councilman Bleecker Mayor Hart stated that he would like to concur with Councilman Rogers' statement relative to the importance of the City's future in the actions taken by the Council tonight. 36O Bakersfield, California, December 7, 1976 - Page 5 Adjournment.
