MINUTES OF THE SPECIAL
MEETING OF THE
WATER BOARD - CITY OF BAKERSFIELD
Monday, June 21, 2021 - 2:00 p.m.

I. CALL TO ORDER
Chairman Smith called the meeting to order at 2:00 p.m.
2. ROLL CALL
Present: Chairman Smith, Member Freeman
Absent: Member Parlier
3. PUBLIC STATEMENTS
Dennis Fox spoke regarding the need for homeless amenities along the Kern
River, golf courses using Ag water, and snow pack evaporation.
Tammy Johnson, California Water Service Company District Manager introduced
herself to the Water Board Members and Staff.
4. MINUTES
A. Approval of the Minutes of the Regular Meeting of March 10, 2021 for
approval.
Motion by Member Freeman to approve the Minutes of March 10,
2021.
APPROVED With Member Parlier absent.

6. REPORTS
A. Water supply/management updated for 2021 (drought year)
Kristina Budak, Water Resources Director and Miguel Chavez,
Hydrographic Supervisor, presented an overview for Kern River flows,
Kern River basin snowpack accumulation, City's water supply, the use of
the City's water supply, and management decisions made based on the
low water supply of 2021. Mr. Chavez reported peak storage level in
Isabella reservoir was 96,354 acre-feet (ac -ft) which is only 27 percent of
the allowable storage capacity. Snowpack accumulation is extremely low,
and the Department of Water Resources forecasts the April -July snow
melt runoff to be 17% of normal, which is the 2nd driest year in 128 years
of records. Ms. Budak discussed management decisions based on 2021
water supplies and demands. Ms. Budak reported the City will use all its
available water supply in 2021.

7. NEW BUSINESS
A. Proposed increase to O&M Agreement No. 92-250 with California Water
Service Co., in the amount of 2.9% for 2020 (effective July thru December
2020) and 2% for 2021 (effective January 2021) year for a cost of $237,986.41
Art Chianello, Water Resources Manager, presented staff recommendations
based upon the annual negations that occur between the City and California
Water Service Company under the Operations and Maintenance Agreement.
After considering CPI, increased operation and maintenance costs, and all
expenses incurred by California Water Service in performing its operation and
maintenance duties, staff recommends a monthly per meter fee increase from
$13.26 to $13.64 (2.9% starting July 2020) and from $13.64 to $13.91 (2%
starting January 2021).
Motion by Member Freeman to approve Proposed increase to O&M
Agreement No. 92-250 with California Water Service Co.

Member Freeman discussed the public promotion of water conservation efforts
and asked if the media will help get the conservation message out to the public.
Mr. Chianello responded that both City Water and Cal Water have promoted
increased water conservation efforts in the media. Ms. Johnson said Cal Water
will be launching campaigns through multiple media channels targeting the fixing
of leaks, broken sprinklers, and leaky faucets.

Chairman Smith recessed the regular meeting to Closed Session at 2:30 p.rn.
Chairman Smith adjourned Closed Session and reconvened to the regular
meeting at 3:41 p.m.
10. CLOSED SESSION ACTION
City Attorney Gennaro stated there is no reportable action regarding Closed
Session on Item A. or Item B.
11. ADJOURNMENT
