a. Proclamation to Katrina Starman, Treasurer for the HIRE Committee
of Kern County, declaring National Disability Employment
Awareness Month in Bakersfield during October 2021.
Ms. Starman accepted the proclamation and made comments.
5. PUBLIC STATEMENTS
a. Curtis Bingham gave blessings the City and Law Enforcement.
b. Margarito Micheal Espinoza spoke in favor of a fair contract for
essential workers.
C. Emma de la Rosa, Leadership Counsel for Justice and
Accountability, made comments regarding the rental assistance
program.
d. Kristen Urquidez made comments regarding Casa Esperanza and
neighborhood security concerns during construction.
Vice -Mayor Weir requested staff contact Casa Esperanza and request the
installation of a construction fence.
e. Marion Vargas spoke in opposition to E -bikes on the equestrian and
hiking trails.

a. Brundage Lane Navigation Center (BLNC):
1. Resolution dispensing with bidding procedures due to limited
time to complete the remodel of the BLNC expansion.

2. Design/ Build Construction Agreement with RYMAC General
Contracting (RYMAC), Inc. (not to exceed $58,274), to
provide conceptual design, exploratory demolition and cost
estimating services for the remodel of selective portions of
the BLNC.

City Manager Clegg made staff comments.
Assistant to the City Manager Valdez made staff comments and
provided a PowerPoint presentation.
Motion by Councilmember Arias to adopt the resolution and
approve the agreement and that each phase of expansion will
return to Council for approval. Motion passed with Councilmember
Gray absent.
14. COUNCIL AND MAYOR STATEMENTS
Councilmember Gonzales passed along positive comments from the
Assistance League who are property owners in Downtown Bakersfield
since 1956. The League complimented the city for the rapid response as it
relates to graffiti removal.
Councilmember Freeman requested staff research the possibility of
acquiring property in the downtown area to strategize the City's space
needs and present its findings to the Committee.
Councilmember Arias requested staff discuss expanding the boundaries
of the North of the River Recreation and Parks District transportation
service for seniors and people with accessibility needs to include people
south of the river (Wards 1, 2, 6, and 7) with GET, via the City Appointee, as
they consider taking over the program.

14. COUNCIL AND MAYOR STATEMENTS continued.
Councilmember Parlier made comments regarding an event at the Jonah
Community Garden that was held by the Greenfield Walking Group.
Improved lighting was installed, and many members of the community
participated including 50 members from the Light of the World Church. He
further expressed his appreciation for the assistance city staff provided.
Vice Mayor Weir requested staff to evaluate the possibility of developing a
performance retention bonus system for the entire organization.
Mayor Goh made additional comments regarding Make a Difference
Day and the community members who participate in clean up efforts
throughout the city.
