Dennis Fox spoke regarding the need for homeless amenities along the Kern
River, golf courses using Ag water, and snow pack evaporation.
Tammy Johnson, California Water Service Company District Manager introduced
herself to the Water Board Members and Staff.
4. MINUTES
A. Approval of the Minutes of the Regular Meeting of March 10, 2021 for
approval.
Motion by Member Freeman to approve the Minutes of March 10,
2021.

6. REPORTS
A. Water supply/management updated for 2021 (drought year)
Kristina Budak, Water Resources Director and Miguel Chavez,
Hydrographic Supervisor, presented an overview for Kern River flows,
Kern River basin snowpack accumulation, City's water supply, the use of
the City's water supply, and management decisions made based on the
low water supply of 2021. Mr. Chavez reported peak storage level in
Isabella reservoir was 96,354 acre-feet (ac -ft) which is only 27 percent of
the allowable storage capacity. Snowpack accumulation is extremely low,
and the Department of Water Resources forecasts the April -July snow
melt runoff to be 17% of normal, which is the 2nd driest year in 128 years
of records. Ms. Budak discussed management decisions based on 2021
water supplies and demands. Ms. Budak reported the City will use all its
available water supply in 2021.

7. NEW BUSINESS
A. Proposed increase to O&M Agreement No. 92-250 with California Water
Service Co., in the amount of 2.9% for 2020 (effective July thru December
2020) and 2% for 2021 (effective January 2021) year for a cost of $237,986.41
Art Chianello, Water Resources Manager, presented staff recommendations
based upon the annual negations that occur between the City and California
Water Service Company under the Operations and Maintenance Agreement.
After considering CPI, increased operation and maintenance costs, and all
expenses incurred by California Water Service in performing its operation and
maintenance duties, staff recommends a monthly per meter fee increase from
$13.26 to $13.64 (2.9% starting July 2020) and from $13.64 to $13.91 (2%
starting January 2021).
Motion by Member Freeman to approve Proposed increase to O&M
Agreement No. 92-250 with California Water Service Co.

8. WATER BOARD STATEMENTS
Member Freeman discussed the public promotion of water conservation efforts
and asked if the media will help get the conservation message out to the public.
Mr. Chianello responded that both City Water and Cal Water have promoted
increased water conservation efforts in the media. Ms. Johnson said Cal Water
will be launching campaigns through multiple media channels targeting the fixing
of leaks, broken sprinklers, and leaky faucets.

RECOMMENDATION:
Staff recommends to receive and file the report.
BACKGROUND:
On October 19, 2021, the Governor's Proclamation stated: "To preserve the State's
surface and groundwater supplies and better prepare for the potential for continued dry
conditions next year, local water suppliers are directed to execute their urban Water
Shortage Contingency Plans."
Staff will present a report to discuss the Governor's Proclamations and Executive Order
relating to water use conservation and the City's response and recommended actions in
accordance with its Water Shortage Contingency Pian.

Hearing to consider adoption of City's 2020 Urban Water Management Plan
(UWMP)
RECOMMENDATION: For Board Review and Action
BACKGROUND: A public hearing is required to adopt the City's 2020 Urban Water Management
Plan (UWMP).
The 2020 UWMP was prepared in accordance with the California Urban Water Management
Planning Act (Act) which was established in 1983. The Act requires every "Urban Water Supplier"
to prepare and adopt an UWMP, to periodically review its UWMP at least once every five years,
in years ending in five and zero, and make any amendments or changes which are indicated by
the review. An "Urban Water Supplier" is defined as a supplier, either publicly or privately owned,
providing water for municipal purposes either directly or indirectly to more than 3,000 customers
or supplying more than 3,000 acre-feet of water annually. The primary objective of the Act is to
direct Urban Water Suppliers to prepare a Plan that describes and evaluates sources of supply,
reasonable and practical efficient uses, reclamation, and demand management activities.
This 2020 UWMP combines both the retail (Domestic Water System) and wholesale (Wholesale
Water System) activities of the City and is an update to the previously prepared and adopted
Plan. This 2020 UWMP follows California Department of Water Resources' (DWR's) "Urban Water
Management Plan Guidebook 2020" (Guidebook) dated March 2021.
The City has coordinated the preparation of this UWMP with the appropriate agencies, including
other local water purveyors and agencies that receive water from the City. A notification letter
was sent to these agencies at least 60 days prior to this public hearing. The UWMP was also posted
on the City's website and was made available for review at the City's Water Resources
Department office. A public notification of the hearing was published in the newspaper on
October 27th and November 3rd. To date, the City has not received any comments.

Several additional requirements have been passed by the Legislature since the City of
Bakersfield's most recent 2015 Urban Water Management Plan update. A summary of the new
requirements is detailed below.
• Modify the dry -year water reliability planning from a "multiyear" time period to a
"drought lasting five consecutive water years" designation.
• Assess water supply reliability over a five-year period from 2021 to 2025.
• Address seismic risk to various water system facilities and have a mitigation plan.
• Include estimated amounts of energy used for operations.
• Include the past five years of water loss audit reports.
• Create a separately adopted Water Shortage Contingency Plan.
• Be consistent with the local Groundwater Sustainability Plan.
• Include a lay description of the fundamental determinations of the UWMP
City Staff recommends the Water Board approve and recommend the plan for formal adoption
at the December 15th City Council meeting. If adopted by Council, the plan will be submitted to
the DWR and the California State Library within 30 days after adoption.
