October 2021 for the Save the Date.

c. Save the data flyer link can be used on Facebook.
d. To post live links on Instagram you must have 10,000 followers. There is a
link to the KBB landing page on the Instagram bio page.

e. Jessica Felix goes over how to access the KBB landing page and sponsorship
tiers.
Staff prefers donations by check, however PayPal is also an option.
Make sure sponsors memo its for KBB 20th anniversary and GAC.
KBBC idea to have a form for sponsors to fill out to confirm
sponsorship for the hardcopy sponsor package and website.

5. Budgets & Fundraising for the 20th Anniversary Luncheon & Great American
Cleanup (GAC)
a. Currently working on the cost for the luncheon. The venue is set at
$2,000.00.
B. Saturday, April 30, 2022: 19th Annual GAC — Paul Yanez
1. 2:00 PM Thursday, November 18: Meeting in City Hall — South, Mayor's
Conference Room
Task: Paul Yanez will ask Mayor Goh if meetings can be moved to 12 p.m. starting in December.
2. There are positions that still need to be filled prior to the meeting and what is
expected at GAC.
3. Paul showed the open positions to the committee to see if anyone wanted to
volunteer.
a. Zoom/online meetings may be scheduled if no voting occurs and it's just
for planning purposes.
C. Clean California Initiative & Grant Opportunity: Brianna Carrier
1. Local grant program will open in December 2021 and close in February 2021.
a. Purpose of program is to prevent litter, illegal dumping, and encourage
people to do more cleanups.
b. Currently looking at city -owned property like Kentucky Street in Old
Town Kern.
C. Property cannot be purchased for this program.
d. Tentative project areas: Lake Street Canal in Old Town Kern, Remanence
Road Property, and Belle Terrace behind Martin Luther King, Jr. Elementary
School.
e. City Manager's Office is wanting a letter of support from KBBC and
assistance with cleanup activities at the project area(s).
D. Thursday, December 2, 2021: Bakersfield Christmas Parade — Paul Yanez
1. Approval Request to Purchase New Banner(s)
Motion to approve up to $300 for a banner(s) for the Christmas

1. Jessica Felix showed the budgets/funding on PowerPoint to the Committee.
2. Staff received the GET Bus waste baskets. Today, GET plans to sign the
agreement and pick up the waste baskets.
F. Schedule January 2022 KBBC Retreat — Paul Yanez
1. Tentative dates: January 8, 2021, or January 22, 2021 (both Saturdays) from 8
a.m. to 12 p.m.

G. Recap Saturday, October 16, 2021: 17' Annual Make a Difference Day — KBBC
1. There are photos on Instagram and Facebook from the event. Jessica Felix
showed the photos online to KBBC.
2. Ward 7 had 30 to 40 volunteers at the gardens.
3. It's estimated that there were over 200 volunteers that day.

a. Three solar lights were installed at Greenfield Walking Group Garden.
b. One solar light for Seeds of Inspiration has been purchased by another
sponsor rather than through KBB. The light has not been installed yet.
C. The 10 GET Bus waste baskets arrived. Six will be placed by GET within
the City in Old Town Kern and they will have 4 extras for replacements
as needed.
2. Graffiti Abatement Subcommittee October Report: Monica Cater
a. Approval Request for Chester Ave. & Truxtun Ave. Utility Box Mural Theme
i. The theme would be "Downtown the Heart of a Vibrant
Community".
b. Approval Request for Chester Ave. Utility Box Murals Project
Motion to approve the posting for 1 to 8 boxes along the Chester Ave.
corridor. That selected artist(s) would have 3 month to complete their

V. Staff Comments
• Jessica Felix: Please think of GAC and how you would like to volunteer for it. In January,
KBBC will select the new chair and vice chairperson. If interested. let Jessica know.
• Brianna Carrier: At the next City Council Meeting there will be a presentation at 3:30pm
on the Downtown Street Corridor enhancement study. There is a consultant on board
for the City of Bakersfield.
Viri: There was a meeting with the Planning Commission on expanding the mutli-use
path (bike trail) from Truxtun and Calloway to Snow RD (approximately 6 miles).
VI. KBBC and Advisory Board Comments
• Theresa Olson: Glad we are back at it because we need it.
• John Enriquez: Thanked Jessica Felix and Paul Yanez for their help with the project with
State Farm Agency. On October 31, 2021, there were 20 volunteers from the River and
Way Church to help with a cleanup downtown.
• Heather Pennella: Impressed with what's going on and thanked everyone. Feels like the
organization is going forward in a positive way.
• Monica Cater: Going to start a Friends of Jastro Park group through City of Bakersfield
Adopt A Park program. Meeting on December 9, 2021, at 5 p.m. if interested in joining.
• Sophia Felix: Still are not allowed into the schools in person. An option at one school is to
compact the presentation and do it through Zoom.
• Ray Scott: Saturday, November 13, 2021, is America Recycles Day at Mechanics Bank
Arena from 8 a.m. to 12 p.m.

Old Town Kern
• TREES — KBB had previously discussed partnering with the Tree Foundation of Kern to provide
pots for tree planting on 19th Street near Luigi's Restaurant. However since then, Luigi's has
already planted street trees near their business. The original plan was the tree foundation
would enter into agreement with the business, provide the trees, and establish an agreement
with the city on maintenance, KBB was to provide pots, mulch, and volunteers for planting.
Jessica resent the drafted agreement with the tree foundation to Monica in early September
2021. Monica will reengage with the tree foundation to see if there is still interest in partnering
and planting along the rest of the 19" Street corridor.
• GET BUS TRASH CANS —KBB had approved purchasing 10 trash cans for 6 GET Bus locations in
Old Town Kern, the 4 additional trash cans would be available to replace the 6, as needed. GET
Bus is expected to install the trash cans and maintain them. Jessica Felix reached out to
Michelle Mendenhall with the City of Bakersfield Public Works Department on September 29,
2021 to verify the existing permits allowed for waste baskets to be bolted at the 6 locations GET
Bus will install them (Soutbound: Baker & Niles, Baker & Montgomery, Baker & East 21St, Baker
& Monterey and Nortbound: Baker & East 211t, Baker & Monterey, and Baker & Pacific). An
agreement is ready for a GET Bus representative to sign so the trash cans can be released for
their use.
Community Gardens
• SEEDS OF INSPIRATION GARDEN — KBB approved funding for (1) solar light to be installed at the
garden. The solar light has arrived and an installation date is pending. The garden will have a
volunteer opportunity on October 16, 2021 for Make a Difference Day. The garden is also
partnering with all local Lowe's Home Improvement stores for October 20th and 2111 volunteer
days. Lowes will be fulfilling some of the garden's wish list requests, however which items are
currently unknown. The garden also mentioned a potential donor who may gift a Lowe's gift
card for supplies. Paul to follow up with Seeds of Inspiration on their light installation. Lowe's
built raised planter beds and installed lattice fencing along the perimeter of the garden.
• GREENFIELD WALKING GROUP GARDEN - KBB approved funding for (3) solar lights to be
installed at the garden. Paul is coordinating with the garden on the light pole installation date,
however we are hoping for an install date for Make a Difference Day (10/16/21). Paul will also

look into having before & after photos of the project impact at night. Greenfield Walking Group
is pleased with the new lights and are looking to raise additional funds for more lights.
5 Year Lone Term Goals
• Assist the Greenfield Walking Group Community Garden complete their pathway project
• Assist the Seeds of Inspiration Garden complete their accessible garden pathway project
• Partner with the Seeds of Inspiration Garden on securing their tools and equipment
• Partner with the Tree Foundation of Kern on identifying areas for concentrated tree planting
projects

Utility Boxes
• M + 19"' Street — Theme: Local Flora & Fauna, KBB Board approved funds via the mural
maintenance funds. The Graffiti Subcommittee will request the KBB Board approve the theme
of "Local Flora & Fauna" at the next KBB Board Meeting. Board approved the theme request
and call to artist post has been issued.
City Hall - Theme: TBD, KBB Board approved funds via the mural maintenance funds. The
Graffiti Subcommittee to discuss potential theme at the next meeting. Subcommittee
recommending the City Hall box be included in the Chester Corridor project, Monica to follow
up with Mayor Goh on comments for this plan.
Chester Corridor—Theme: TBD, funds potentially available through the Virginia and Alfred
Harrell Foundation Small Grant award. Jessica will send Monica information on the grant and
previous submission information. The Graffiti Subcommittee discussed the merits of a single
artist: a strong style with consistency in a concentrated area, a significant artist commission to
be awarded a prominent area and multiple boxes vs the merits of multiple artists: developing
relationships with multiple artists to support the Chester corridor project and other
commissions in the city, and opportunity for multiple artists. The Graffiti Subcommittee will
request feedback from the KBB Board at the next board meeting and further develop the
requirements at the next subcommittee meeting. Subcommittee to submit the following for
KBB Board consideration and vote for the Chester Corridor Project:
- Theme: Downtown Bakersfield, the heart of a vibrant community
- Murals for 1- 8 boxes along the Chester Avenue between Truxtun and 24th Street
- Duration: 3 months for all boxes
5 Year Lone Term Goals
• Fundraise and advertise with the goal of painting at minimum 5 new utility boxes per year
• Identify locations for new utility box murals, propose themes for boxes, and rank boxes in
priority for new projects
• Partner with BPD and General Services on how the Graffiti Abatement Subcommittee can best
support their organizations

Welcome and Introductions
The meeting was called to order at 1:02 pm. In attendance were Jessica Felix, Mayor Karen
Goh, Maria Montoya, John Enriquez, Carola Enriquez, John Liu, Brooks Douglass, Cody
Miller, Curt Hatton, Douglas McNeice, Edward Offereding, Heather Pennella, Jay Asistin, Sal
Moretti, Paul Yang, Alicia Gutierrez, Beau Alanis, Steve Montgomery, Clay Lomax and Derek
Morris.
2. Caltrans Weekly Litter Report and Look Ahead — John Liu
John referred his remarks for the Clean California update.
3. Clean California Update — Caltrans
John announced that the focus of the showcase grant would be the Garces Circle area. A walk
through will be organized to solicit additional input on the ideas for the area. The recordings of
the Thursday, November 13 Local Agency Meeting, as well as prior workshops, are available
at the California Clean website. Caltrans is working hard to hire the budgeted maintenance
employees. John reminded us that there is a $300 Million pot for local agency projects up to $5
Million, so he hopes many competitive grant requests will be coming in from Bakersfield and
Kern County.
4. Caltrans Project Update — Caltrans
Clay Lomax said most projects requiring lane closures in the area were done, except for some
work at the junction of Hwy 58 and Hwy 99. Highway 99 will be four lanes in each direction
very soon from Olive Drive to the junction of 58 and 99. Clay said the new connector between
Ming Avenue and 99 should open soon and the onramp northbound off Wible Road would be
permanently closed by next summer. The Centennial Corridor from Mohawk to Westchester
should be complete by early 2023. It will take 300 working days to lower the roadway under
bridges to accommodate trucks.
5. Adopt a Highway Update — Cody Miller
Cody reported that rebates of up to $250 per month per adoption group can be processed now
for November and December. Less amounts are available for off ramps and just one side of a
road. Some groups will use the funds to purchase snacks or meals for their volunteers to show
appreciation. Maria Montalvo was introduced as the new South Region Adopt a Highway
coordinator.
6. Illegal Dumping — John Enriquez
John Enriquez asked John Liu if Illegal dumping was a problem on the state right of way. He
said it was very bad. Clean California Saturday free dump days to be offered, may provide a
solution. Local projects to be proposed could cover litter removal more often along highways or
in new areas to combat the problem. April 16th will be advertised as a free dump day statewide.
Sal remarked that the Rapid Response Teams cannot clean private property where a lot of
illegal dumping occurs. Mayor Goh said she gets lots of calls about dumpsites. She said we
must change our culture, not just clean up the same areas again and again. Sal reported that
an increase in dump fees will increase funding for 5 crews to deal with illegal dumping. Jay
said that there seems to be more dumping at on and off ramps where crews are seen working,
particularly on Hwy 178. We need to educate the public about this problem. He reported that
Bakersfield does one cleanup of the Westside Parkway, and Caltrans does two, for a total of
three a week. Jay hopes to see big improvements in the appearance of highways under Clean
California.
7. Freeway Litter Partnership Update
Derek Morris said the Veterans Outreach program was still in recruitment mode and hopes to
plan another project in Bakersfield which will make an impact. He is seeking training
opportunities for veterans as well.
8. Subcommittee Member and Public Comments
Alicia reported that the Keep Kern Beautiful board will have Brown Act training soon.
Jessica shared Keep America Beautiful litter survey findings that suggest people are generally
aware that litter is pollution and a problem, but there is a disconnect in how litter impacts
individuals.
Planning for the 19th Annual Great American Cleanup will start Thursday. Jessica/Steve will
send a link to the group regarding recycling food and new recycling laws.
Sal reported that he is trying to get one point person at various county departments to make
sure Clean California opportunities are maximized.
Beau reported on upcoming church volunteer activities, including canned food and coat drives.
They may want to do a cleanup in September.
Heather reported that April 6th will be the Keep Bakersfield Beautiful 20th Anniversary
celebration luncheon.
