The Fire Department Civil Service Meeting commenced on Monday, September 13, 2021 at
3:00 p.m., at Fire Station # 1.
Commissioners Present:
Administrative Staff Present:

Thomas Edmonds, Chairman
Ron Eaves, Commissioner
William Ballard, Deputy Fire Chief
Coleen Blair, Fire Department Secretary
Shayla Woods -Collins, Human Resources Supervisor
Tracy Sunkes, Human Resources Analyst
Asia Wofford, Human Resources Analyst
Joshua H. Rudnick, Deputy City Attorney
Present: Commissioners Thomas Edmonds and Ron Eaves. Commissioner George was
absent.
2. Public Statements:
None.
3. Approval of the Minutes of the Regular Meeting of August 9, 2021 of the Bakersfield Fire
Department Civil Service Board.
Upon a motion by Commissioner Ron Eaves, seconded by Tom Edmonds, to approve
the Minutes of the Regular Meeting of August 9, 2021 of the Fire Department Civil Service
Board was APPROVED, All AYES.
4. New Business
A. Fire Engineer (Promotional) 401554 Recruitment
Shayla Woods -Collins, Human Resources Manager, presented the Fire Engineer
(Promotional) #01554 Recruitment to the board and a Waiver to allow the Department to
administer the Fire Engineer exam to personnel who will become eligible for promotion
on January 10, 2022,
Upon a motion by Commissioner Tom Edmonds, seconded by Ron Eaves to approve the
Fire Engineer (Promotional) #01554 Recruitment and the Waiver was APPROVED, ALL
AYES.
5. Commissioner Statements
Commissioner Edmonds commended the Bakersfield Fire Department (BFD) for the
excellent job on the 20 -Year Anniversary Ceremony of 9/11 and how spectacular it was.
Commissioner Eaves agreed and congratulated the BFD and BFD Historical Society for
making it such a special event including the jet fly over. He thanked everyone involved
for the amount of hard work that went into making it so special.
6. Adjournment
There being no further business to come before the Board, Chairman Edmonds
adjourned the meeting at 3:08 p.m.

3. Approval of the Minutes of the Regular Meeting of September 13, 2021 of the Bakersfield
Fire Department Civil Service Board.
Approval of the Minutes of the Regular Meeting of September 13, 2021 were postponed
due to only one commissioner from the meeting of September 13, 2021 being present at
the meeting of November 8, 2021.
4. New Business
A. Certification of Firefighter Trainee (Open) #01504 Eligibility List
Tracy Sunkes, Human Resources Analyst, presented the Certification of Firefighter
Trainee (Open) #01504 Eligibility List to the board. There were 58 candidates certified. HR
thanked Captain Christopher Borden and Captain Scott Dragoun for their work as oral
board appraisers.
Upon a motion by Commissioner Mike George, seconded by Thomas Edmonds to
approve the Certification of Firefighter Trainee (Open) #01504 Eligibility List was
APPROVED, ALL AYES.
B. Nepotism Waiver Request for Firefighter Trainee Candidate(s)
The Nepotism Requests for Ryan Darbee, Joshua Fontes and Drew Herridia were
reviewed and approved by Fire Chief Anthony Galagaza.
Upon a motion by Commissioner Thomas Edmonds, seconded by Mike George to
approve the Nepotism Waiver Request for Firefighter Trainee Candidate(s) was
APPROVED, ALL AYES.
5. Commissioner Statements
Chairman Edmonds thanked Human Resources for their work on the recruitment of the
58 candidates that were certified as Firefighter Trainees.
6. Adjournment
There being no further business to come before the Board, Chairman Edmonds
adjourned the meeting at 3:09 p.m.
