Staff recommends the Youth. Commission continue its discussion to
explore ideas regarding social community activities, specifically those
that drive innovation and social good within the aakersfield community.
City staff will be prepared t0 answer questions and provide additional
ideas to the Commission as needed/desired_

Regular Meeting - 4:00 P.M.
1. ROLL CALL
Present: Commissioners: Emily Bell, Braeden Burrow, Sanjna Mizar, Sophia
Resolme, Isaac Morgan
Alternate Members: Carter Beardsley, Aditya Kakarla, Ethan Taft (arrived at
4:10 p.m.) Jordyn Toler, Indiana Vargas
2. PUBLIC STATEMENTS
None from general public.
Mayor Goh and City Manager Clegg appeared and welcomed the
Commissioners and thanked them for their service and participation.
3. SUMMARY REPORT
a. Adoption of the June 28, 2021 Youth Commission Minutes.
Motion by Commissioner Burrow second by Commissioner Morgan to
approve. Motion was unanimously approved.
4. NEW BUSINESS
a. Youth Commission overview and introductions
Management Assistant, Nathan Gutierrez introduced himself
and gave an overview of the Youth Commission's purpose and
overall goals.
Deputy City Attorney, Ashley Zambrano, showed a PowerPoint
and provided on overview of the Brown Act and Roberts Rules
of Order governing the Youth Commission meetings.
b. Nominate and vote for Youth Commission Chair and Vice Chair.
Commissioner Morgan and Commissioner Bell were nominated
for Chair.
Vote by ballot. Commissioner Bell will serve as Chair by a vote
of 3-2.
4. NEW BUSINESS continued
Commissioners' Resolme, Mizar, and Burrow were nominated
for Vice Chair.
Vote by ballot ended with a tie between Commissioners'
Resolme and Burrow, 2-2-1.
Vote by ballot in run-off. Commissioner Burrow will serve as
Vice Chair: final vote 3-2-0.
c. Discussion and vote setting the dates of the regular Youth
Commission meetings for the calendar year 2022.
Motion by Commissioner Resolme, second by Commissioner
Mizar to approve the draft regular meeting calendar for the year
2022. Motion unanimously approved.
d. Begin initial discussions for the Youth Commission project FY
2021-2022.
Commissioners generally discussed various ideas and topics for
the focus of the FY 2021-2022 project.
Commissioner Toler expressed concern regarding preteens
being isolated due to the pandemic and not having the
opportunity to interact with others and develop social skills.
Commissioner Vargas identified struggles/issues for teens to
safely handle social media, identify warning signs.
Commissioners Taft, Resolme, Mizar, and Burrow provided
additional commentary and discussion.
Commissioner Resolme suggested planning an event with a
variety of activities, such as art, to get teens active and involved
and off their phones and around other teens. Vice Chair Burrow
added that an outdoor event/gathering would be nice, and
Commissioners joined in additional discussion.
Commissioner Morgan suggested creating a survey targeting
teens in Bakersfield either through their high schools or using
something like Survey Monkey to get a feel for what concerns
might be. Other Commissioners provided additional
commentary and discussion, including whether to include junior
high students.
5. STAFF COMMENTS
Management Assistant Gutierrez thanked the group for their hard
work and participation and informed the group he will talk to Chair
Bell about possibly calling a special meeting for December.
Deputy City Attorney Zambrano stated it was great to meet
everyone and offered to answer any questions.
6. COMMISSION COMMENTS
Commissioner Burrow stated it's great to see a bunch of new faces
and he's very happy that we have a lot of involved members this
term.
Chair Bell stated it was a great first meeting and praised everyone
for the work already accomplished.
Commissioner Vargas stated it was nice to meet everyone that's
new and to see everyone from last year.
Commissioner Toler thanked the returning members for welcoming
everyone and for providing a sense of leadership.
Commissioner Beardsley stated he has wanted to be an active
community member since he was young and sharing that passion
with others is inspiring and expressed a hope to grow a friendship
outside the commission.

STAFF RECOMMENDATION:
Staff recommends the Youth Commission continue its discussion to explore ideas regarding
social community activities, specifically those that drive innovation and social good within the
Bakersfield community. City staff will be prepared to answer questions and provide additional
ideas to the Commission as needed/desired.
BACKGROUND:
During the November 29, 2021 Youth Commission meeting, the Commission began developing
ideas of interest about concerns local teens have in the community for their annual project.
A general topic of interest to the commission pertained to youth isolation during the pandemic
and the safe/appropriate use of social media, and desire to provide opportunities or an event for
youth the engage outside and with each other. The Commission also discussed using social
media platforms to engage in research and local conversations with youth more broadly to
determine issues teens/youth care about.
