Home My WebLink About12/17/2021CC OFFICE OF THE CITY MANAGER Dec. 17, 2021 TO: Honorable Mayor and City Council FROM: Christian Clegg, City Manager SUBJECT: General Information Notable Items  The City continues its efforts to help curb homelessness as the City Council on Wednesday, Dec. 15, approved moving forward with the expansion of the Brundage Lane Navigation Center. The expansion will allow for the creation of a new men’s dorm, which will ultimately lead to increasing capacity from 150 individuals to about 260. The dining area, parking lot, case worker offices and kennel are also included in the expansion. More than $5.8 million from Public Safety & Vital Services Measure funds will be transferred over to the Public Works Department’s Capital Improvement Project budget to help with the expansion. The City continues to explore ways to leverage state and federal funding to help recoup those PSVS funds.  The Bakersfield Fire Department has reached a major milestone as it has completed the final phase of the accreditation process through the Center for Public Safety Excellence. General Information Dec. 17, 2021 Page 2 Accreditation through CPSE is an all-hazard, quality improvement model based on risk analysis and self-assessment that promotes the establishment of community-adopted performance targets for fire and emergency service agencies. BFD is in rarified air as only 292 agencies worldwide have achieved this status and only 12 percent of the U.S. population is protected by accredited agencies. BFD is just the 14th municipal fire department in California to become accredited.  As the City looks to increase affordable housing opportunities, we’ve created a virtual workshop through the Bakersfield Affordable Housing Strategy. The goal of the workshop is to help the City better understand the needs of the community, utilizing the feedback to help develop our affordable housing strategy. Surveys will be available until Jan. 14.  This week the Bakersfield Police Department continued its long-standing tradition of helping those in need during the holidays. BPD, along with the Kern County Sheriff’s Office and High Desert Distribution, hosted the 37th annual Family to Family Christmas Basket event on Wednesday, Dec. 15. The agencies dispersed 250 Christmas baskets to families in need. About 80 members of BPD distributed the baskets and toys to families. All referrals were made by staff or community group partners.  This year proved to be a very busy and productive one for the Public Works Solid Waste Division’s bulky item drive-thru events. General Information Dec. 17, 2021 Page 3 In all, more than 730,000 pounds of waste was collected at the Clean City Initiative pop-up events in 2021. That included 36,153 pounds of recycling, 552,838 pounds of trash, 43,680 pounds of wood and 100,520 pounds of metal. That’s not including the nearly 900 mattresses and more than 100 tires. More than 3,600 vehicles showed up to the monthly events, which wrapped up for the year last Saturday, Dec. 11. Plans are in place to continue the bulky item drive-thru events in 2022. Through Jan. 7, residents are asked to bring any used cooking oil and grease to one of two drop-off locations for proper disposal. Pouring the oil and/or grease down home drains can result in clogged pipes, causing backups and costly repairs. This free service provides a place to dispose of the oil and grease in a safe and environmentally friendly way. General Information Dec. 17, 2021 Page 4  The City Council is recruiting nine individuals to serve on the Bakersfield Public Safety & Vital Services Measure Citizens Oversight Committee. The Committee acts in an advisory capacity to review the expenditure of revenues generated by the tax imposed by Measure N. It also provides independent verification that the revenues collected pursuant to the measure are expended in such a manner that is consistent with the priorities of the measure. The term is for three years, which expires in February of 2025. Applicants must be at least 18 years old and a resident of the City. Applications are available at the City Clerk’s Office or on the City’s website. The deadline to submit an application is 5 p.m. Wednesday, Jan. 5, 2022. Traffic Advisories  Partial closure of Palm Street Scheduled A partial closure of Palm Street is scheduled to begin Monday, Dec. 20. Public Works will close the stretch of Palm Street between A Street and B Street to install new cross gutters. The street will be closed from 7 a.m. to 5 p.m. through Thursday, Dec. 23. Community House @ Central Park (Event Set-Up) • The RRT assisted with park clean-up in preparation for a City scheduled event. • The RRT removed and transported tables and chairs that were set up for the event back to the MLK Center. 2. Mesa Marin Sports Complex (Electrical Cabinet Modification – Vandalism) • The RRT completed fabrication and installation of a new metal enclosure around the existing electrical cabinet at the basketball/pickleball court due to vandalism. • Work began on 12/01/2021and was completed on 12/11/2021. 3. Sumner Storage Facility (Building Repair – Vandalism) • 12/6/21 – The RRT secured the northside damaged wall of the storage building and installed new door locks due to vandalism caused by homeless to gain illegal entry to the building. • 12/11/21 – The RRT re-secured the northside wall of the storage building due to continuous vandalism by the homeless to gain illegal entry to the building. 4. MLK Park (Encampment Clean-Up) • The RRT assisted Code Enforcement with trash removal from homeless encampments set up on the north east side of the park along the chain link fence. • 3 sites were addressed. • Trash load was taken to Bena Landfill for disposal (total weight 920 lbs.). 5. Sumner Storage Facility (Perimeter Fence Repair – Vandalism) • The RRT secured the existing northside chain link fence that was vandalized by the homeless to gain illegal access into the property. Miscellaneous 1. San Miguel Grove (Parking Lot Boulder Relocation – Vandalism) • The RRT relocated parking lot perimeter landscape boulders that were vandalized and moved to gain illegal entry into the riverbed. 2. MLK Park (Drinking Fountain Repair – Vandalism) • The RRT repaired and capped off a damaged drinking fountain located at the ball diamond due to vandalism. 3. Patriots Park (Restroom Security Gate Repair – Vandalism) • The RRT repaired the men’s restroom security gate due to vandalism. 4. 1600 Truxtun Avenue (Office Furniture) • The RRT assembled and installed a new table with mirror on the 3rd floor adjacent to the elevator doors. 5. Bike Path @ Chester Avenue (Bollard Post Replacement – Vandalism) • The RRT replaced two damaged bollard posts located at the bike path entrance on the west side of Chester Ave. due to vandalism. 6. Wayside Park (Restroom Door Repair – Vandalism) • The RRT rewelded the existing door at the men’s restroom due to vandalism. 7. City Corporation Yard (Green Wast Removal) • The RRT removed 3 loads of green waste and transported to the City’s Green Waste Recycling Facility. 8. Bike Path @ Coffee Road (Tumbleweed Removal) • The RRT removed tumbleweeds adjacent to the bike path at Coffee Rd. & Truxtun Ave. Ongoing Projects 1. Greystone Park (Trash Enclosure Modification) • The RRT will schedule fabrication and installation of a new cover on the existing trash enclosure. 2. On Wednesday December 15th the Bakersfield Fire Department accomplished a significant step in upholding these values by completing the final phase of accreditation process through the Center for Public Safety Excellence. Accreditation through CPSE is an all-hazard, quality improvement model based on risk analysis and self-assessment that promotes the establishment of community-adopted performance targets for fire agencies. City Manager Christian Clegg, Fire Chief John Frando, and Deputy Chief Bill Ballard went before the CPSE Board of Commissioners to answer a few final questions, before being granted accreditation status. CPSE Commissioners evaluated the BFD’s Community Risk Assessment Standards of Cover, community driven Strategic Plan, and Self-Assessment Manual to confirm validity with all documents. Bakersfield Fire Department very honored and pleased to reach this milestone.
