HomeMy WebLinkAboutRES NO 222-2021RESOLUTION NO. 2 2 2- 2 0 2 1 A RESOLUTION OF THE BAKERSFIELO CITY COUNCIL DISPENSING WITH FORMAL BIE>E>ING PRO(--Er>URES IN THE PURCHASE OF A PETERBILT 520 2 AXLE VACUUM TRUCK FROM GOLE>EN STATE PETERBILT ANE) AUTHORIZING THE USE OF COOPERATIVE PROCUREMENT CONTRACTS FOR THE PURCHASE OF THE EQUIPMENT, NOT TO EX( --EEM $429,500_ WHEREAS, this Resolution supersedes Resolution 4067-2021 approved by Council on May 5, 2021; and WHEREAS, the City may enter into cooperative procurement contracts for work, supplies, equipment or mcotaricols without competitive bidding pursuant to Bakersfield Municipal Code Section 3.20.060(x) (7); and WHEREAS, prices offered through national cooperative procurement contracts are generally less expensive than the prices for work, supplies, equipment or materials the City is currently paying; and WHEREAS, purchasing work, supplies, equipment, or materials for the City through national cooperative procurement contracts is to the City's economic c!dvc!ntage and in the (--ity's best interests; and WHEREAS, Bakersfield Municipal Code Section 3.20.0600) (7) allows the City to dispense with bidding procedures when it is determined that work, supplies, equipment or materials are available from a local vendor that has successfully obtained a contract that was competitively awarded by another governmental agency within the lost 36 months or is one that is still active and valid, as a participant in a cooperative procurement contract, and that it is in the best interests of the city, and to the city's economic advantage to purchase such work, supplies, equipment or materials from that vendor at the lowest possible cost for the quality needed; and WHEREAS, the process used to determine the vendors for the cooperative procurement contracts herein substantially comply with the City's procurement process, including public advertisement for sealed bids and awards determined on the basis of best value_ O�pPKEys. - Poge 1 of 3 Pc!Des - y `^ 0 `-O R!G IN L.L NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: 1. The above recitals are true and correct and are incorporated herein by reference. 2. The Council finds that work, supplies, equipment, or materials are available from a local vendor that has successfully obtained a contract that was competitively awarded by another governmental agency within the last 36 months, or is one that is still active and valid, as a participant in a cooperative procurement contract, and that it is in the best interests of the city, and to the city's economic advantage to purchase such work, supplies, equipment, or materials from that vendor at the lowest possible cost for the quality needed. 3. The Finance Director or his designee is authorized to dispense with bidding in accordance with section 3.20.060(D)(7) of the Bakersfield Municipal Code. 4. The Finance Director or his designee is authorized to purchase a Peterbilt 520 vacuum truck at Sourcewell Contract #060920 -PMC pricing through a local vendor, Golden State Peterbilt and to negotiate the purchase of same, not to exceed $429,500. 5.
