MANAGEMENT UNITS
WHEREAS, Resolution No. 160-19 sets salaries and related benefits for
employees of the General Supervisory, Police Supervisory, and Management Units,
NOW, THEREFORE, BE IT RESOLVE0' by the Council of the City of
Bakersfield that effective immediately following Council action, the Salary Schedule, a
part of the Resolution No. 160-19 is hereby amended as follows:
1 . Resolution No. 160-19 is hereby amended by including and revising
the salaries Of the following class titles in the General Supervisory, Police Supervisory,
and Management Units:

CLASS TITLE: DEPUTY PUBLIC WORKS DIRECTOR
CLASS CHARACTERISTICS:
Under administrative direction, plans, organizes, coordinates, and provides functional
policy direction to divisions of the Public Works Department; represents the department
with inter -agency, vendor and community groups; promotes staff development and
mentorship; monitors regulatory provisions and advises on impacts; administers
operating and capital budgets; acts as the Public Works Director as assigned; and
performs other work as required.
REPRESTATIVE DUTIES:
The following typical tasks and responsibilities are representative of the position's
essential duties. They are descriptive, not limiting.
Essential Duties:
• Recommends departmental policy and confers with departmental leadership on
matters of the department;
• Facilitates training and development for core programs of the department and
staff;
• Counsels on compliance measures related to policy and regulatory matters for
department;
• Provides technical advice to, commissions, committees and higher level
members of City management in matters related to a wide variety of public
works related activities and programs;
• Collaborates with divisions to assess risk factors, develop action plans and
implement change;
• Assists in planning, organizing, and activities of significant complexity related to
engineering;
• Answers public inquiries regarding policy; makes studies, investigations, and
reports to various internal and external stakeholders;
• Meets and confers with the general public, contractors, or representatives of
other departments or governmental agencies to discuss agreements, policies,
budget items, and programs of the department;
• Prepares or reviews capital improvement and departmental budgets;
• Directs and reviews draft cooperative agreements with other agencies.
DISTINGUISHING CHARACTERISTIC:
The Deputy Public Works Director functions as an administrator of department policy,
budget management and compliance matters. The class differs from the Public Works
Director who is the department head with responsibility for the entirety of the Public
Works Department operations. The position is further distinguished form the Assistant
Public Works Director in that the latter has specific division/section oversight, working
with superintendents on operating standards and objectives.

construction of general public works;

• Advanced principles and concepts for municipal budgeting and capitol
improvement funds;
• Principles and practices of land surveying and mopping;
• Public administration of principles and practices;
• City policies, procedures and practices:
Ability to-
• Pion and supervise the work of technical cond professional personnel:
• Review and check complex engineering computations, engineering plans and
specifications:
Analyze and interpret data, reports, rules, and regulations relating to public
works programs;
• Prepare and make effective public presentations relating to economic
development objectives, before high ie l administrative and legislative bodies;

development:
• Establish and maintain effective working relationships with co variety of City
official's, community groups, cond the public;
• Express ideas on technical subjects clearly and concisely, both orally and in

Troininst and Experience:
• A Bachelor's Degree from an accredited college or university in Civil Engineering,
Business or Public Administration, or co closely related field; and
• Six (6) years of management and administrative experience in the direction of
varied public works programs or other related mancogerial experience, of which
four (4) years must be cot division management level 'r above: OR
• An equivalent combination of training, certification cond experience may be
substituted for the above requirements
Licenses, Gertific otes or Soeciol Reaaiirements:
• Registration as a Civil Engineer in the State of California.
• A valid Colifornico Class "C" driver's license-
• Must be able to pass a background check-

Physical Conditions or Special Working Conditions:
• Standard office environment and working conditions.
• Intermittent travel to meetings, workshops, and off -site visits.
• May work evenings or weekends for meetings and projects as needed.
