A RESOLUTION OF THE COUNCIL OF THE CITY OF BAKERSFIELO
ADOPTING THE 2020 URBAN WATER MANAGEMENT PLAN
ANO THE 2020 WATER SHORTAGE CONTINGENCY PLAN
WHEREAS, the California Legislature enacted Assembly Bill 797 (Water Code
Section 10610 et seq_, Known as the Urban Water Management Planning Act)
during the 1983-1984 Regular Session, and as amended subsequently, which
mandates that every supplier providing water for municipal purposes to more
than 3,000 customers or supplying more than 3,000 acre foot of water annually,
prepare on Urban Water Management Pion (UWMP), the primary objective of
which is to plan for the conservation and efficient use of water; and
WHEREAS, the City of Bakersfield is an urban supplier of water providing
water to a population of over 1 60,000; and
WHEREAS, the UWMP shall be periodically reviewed at least once every five
years in years ending in five or zero, and that the City shall make any amendments
or changes to its plan which ore indicated by the review; c+nd
WHEREAS, the Water Shortage Contingency Plan (WSCP) provides on
action plan during periods of drought cond/or water supply issues; and
WHEREAS, the WSCP is considered a standalone document and is included
as on appendix to the UWMP; cond
WHEREAS, the UWMP and the WSCP must be adopted after public review
and hearing, and filed with the California Department of Water Resources; and
WHEREAS, the City has, therefore, prepared and circulated for public
review a final draft UWMP and WSCP, and a properly noticed public hearing
regarding said plans was held by the City of Bakersfield Water Resources
Department on November 1 0, 2021 ; and
WHEREAS, on November 10, 2021, the City Water Board unanimously
recommended that the City Council approve a resolution to adopt the 2020
UWMP and 2020 WSCP; and
NOW, THEREFORE, BE IT RESOLVEO, by the Council of the City of Bakersfield
as follows=

1. The 2020 Urban Water Management Plan and the 2020 Water
Shortage Contingency Plan are hereby adopted and ordered filed with the Clerk
of the City Council;
2. The Water Resources Manager is hereby authorized and directed to
implement the Water Conservation Programs as set forth in the 2020 Urban Water
Management Plan and 2020 Water Shortage Contingency Plan, which includes
water shortage contingency analysis and recommendations to the City of
Bakersfield Water Board regarding necessary procedures, rules, and regulations
to carry out effective and equitable water conservation and water recycling
programs.
3. In a water shortage, the Water Board is hereby authorized to declare
a Water Shortage Emergency according to the Water Shortage Stages and
Triggers indicated in the WSCP and implement necessary elements of the WSCP.
