INVESTIGATION NO. 022-20054 BY KRAZAN & ASSOCIATES, INC., DATED JUNE 25, 2020.
2. PRIOR TO THE START OF ANY PHASE OF CONSTRUCTION, THE CITY CONSTRUCTION INSPECTION DEPARTMENT SHALL BE GIVEN AT LEAST 24 HOURS NOTICE. PHONE (661)
326-3049.
3. CONTRACTOR SHALL OBTAIN ALL NECESSARY PERMITS BEFORE START OF CONSTRUCTION.
4. CONTRACTOR AGREES THAT HE SHALL ASSUME SOLE AND COMPLETE RESPONSIBILITY FOR THE JOB SITE CONDITIONS DURING THE COURSE OF CONSTRUCTION OF THE
PROJECT INCLUDING THE SAFETY OF ALL PERSONS AND PROPERTY, THAT THIS REQUIREMENT SHALL APPLY CONTINUOUSLY AND NOT BE LIMITED TO NORMAL WORKING
HOURS: THAT THE CONTRACTOR SHALL DEFEND, INDEMNIFY, AND HOLD THE OWNER AND THE ENGINEER HARMLESS FROM ANY AND ALL LIABILITY, REAL OR ALLEGED, IN
CONNECTION WITH THE PERFORMANCE OF WORK ON THIS PROJECT EXCEPTING FOR LIABILITY ARISING FROM THE SOLE NEGLIGENCE OF THE OWNER OR ENGINEER.
5. IF THE CONTRACTOR IS IN DOUBT AS TO THE MEANING OF ANY PART OF THE PLAN AND SPECIFICATIONS, OR FINDS DISCREPANCIES IN, OR OMISSIONS FROM THE
DRAWING, HE SHALL SUBMIT A WRITTEN REQUEST FOR AN INTERPRETATION, OR A CORRECTION THEREOF PRIOR TO FILING HIS BID FOR THE PROJECT TO THE DESIGN
ENGINEER.
6. SHOULD ANY CULTURAL MATERIALS BE DISCOVERED DURING ANY GRADING OR DEVELOPMENT, ALL WORK SHALL BE HALTED AND A QUALIFIED ARCHAEOLOGIST/HISTORIAN
SHALL BE CONTACTED TO ASSESS THE FINDS AND IMPOSE MITIGATION MEASURES, IF NECESSARY, PRIOR TO THE RESUMPTION OF CONSTRUCTION.
7. IF, DURING GRADING OR CONSTRUCTION, ANY PLUGGED, ABANDONED, OR UNRECORDED WELLS ARE UNCOVERED OR DAMAGED, THE DEPARTMENT OF
CONSERVATION/DIVISION OF OIL, GAS, AND GEOTHERMAL RESOURCES SHALL BE CONTACTED TO INSPECT AND APPROVE ANY REMEDIATION REQUIRED.
8. THE CONTRACTOR SHALL REMOVE/ OR RELOCATE ALL OBSTRUCTIONS WITHIN THE STREET RIGHT OF WAY AS DIRECTED BY THE CITY ENGINEER.
9. UNDERGROUND SERVICE ALERT SHALL BE CONTACTED AT LEAST TWO (2) WORKING DAYS PRIOR TO CONSTRUCTION (811).
10. EXISTING UTILITY LOCATIONS SHOWN ON THE PLANS ARE APPROXIMATE. THE CONTRACTOR IS HEREBY NOTIFIED THAT ALL EXISTING BURIED UTILITIES MAY OR MAY NOT BE
SHOWN AND THAT THE CONTRACTOR IS RESPONSIBLE FOR LOCATING AND REPAIRING ANY UTILITIES DAMAGED AS A RESULT OF CONSTRUCTION OPERATIONS.
11. CONTRACTOR SHALL RESTORE CONSTRUCTION LIMITS TO ORIGINAL OR BETTER CONDITION TO ENSURE PROPER DRAINAGE
12. CONTRACTOR SHALL USE CARE WHEN WORKING ADJACENT TO PRIVATE PROPERTY TO NOT DAMAGE GRASS, TREES, SHRUBS, ETC. OUTSIDE OF THE IMMEDIATE WORKING
AREA. ALL ITEMS DAMAGED OR REMOVED BY THE CONTRACTOR AS A RESULT OF CONSTRUCTION PROCEDURES SHALL BE REPLACED WITH LIKE MATERIALS AT THE
EXPENSE OF THE CONTRACTOR
13. OPERATIONS ALONG HIGHWAYS OR PUBLIC STREETS SHALL BE PERFORMED IN SUCH A MANNER THAT ALL EXCAVATED MATERIALS BE KEPT OFF THE PAVEMENT AT ALL
TIMES, AS WELL AS OPERATING EQUIPMENT.
14. CONTRACTOR SHALL SAWCUT ALL PAVED SURFACES ENCOUNTERED, UNLESS SHOWN OTHERWISE.
15. CONTRACTOR SHALL REMOVE AND DISPOSE OF ALL SURPLUS RECLAIMED ASPHALT PAVEMENT (R.A.P.) NOT INCORPORATED INTO THE PROJECT.
16. NO BUILDING PERMITS SHALL BE ISSUED UNTIL ADEQUATE ACCESS AND ADEQUATE WATER SUPPLY FOR FIRE PROTECTION PURPOSES IS PROVIDED, AS APPROVED BY THE
KERN COUNTY FIRE DEPARTMENT.
17. CORNERSTONE ENGINEERING INC. SHALL NOT BE RESPONSIBLE OR LIABLE FOR UNAUTHORIZED CHANGES TO, OR USES OF, THESE PLANS.
18. IN THE EVENT CONSTRUCTION STAKING BASED ON CONSULTANT'S PLANS, DRAWINGS OR OTHER DOCUMENTS IS ACCOMPLISHED BY OTHER THAN THE CONSULTANT, CLIENT
AGREES TO HOLD CONSULTANT HARMLESS AND RELEASE CONSULTANT FROM ALL LIABILITY ARISING FROM THE USE OF SAID PLANS, DRAWINGS OR OTHER DOCUMENTS.
19. IF A PROBLEM SHOULD ARISE DURING THE COURSE OF CONSTRUCTION, IT IS THE RESPONSIBILITY OF THE CONTRACTOR TO NOTIFY THE ENGINEER IMMEDIATELY PRIOR TO
ANY FURTHER WORK.
20. IF THE CONTRACTOR IS IN DOUBT AS THE MEANING OF ANY PART OF THE PLAN AND SPECIFICATIONS OR FINDS DISCREPANCIES IN OR OMISSIONS FROM THE DRAWINGS,
HE SHALL SUBMIT A WRITTEN REQUEST FOR AN INTERPRETATION OR A CORRECTION THEREOF, PRIOR TO FILING HIS BID PRICE FOR THE PROJECT.
21. COMPACTION TESTS SHALL BE THE RESPONSIBILITY OF THE DEVELOPER/SUBDI\ADER/CONTRACTOR. THE NUMBER AND LOCATION OF REQUIRED TESTS SHALL BE
DETERMINED BY THE CITY ENGINEER.
22. AN OPEN STREET PERMIT SHALL BE OBTAINED FROM THE CITY OF BAKERSFIELD PUBLIC WORKS DEPARTMENT FOR ANY WORK PERFORMED WITHIN EXISTING ACCEPTED
STREET RIGHT OF WAY. UNLESS SECURED BY A SUBDIVISION AGREEMENT, SECURITY BASED ON AN APPROVED ENGINEER'S ESTIMATE FOR THE WORK PERFORMED WITHIN
THE RIGHT OF WAY AND INSURANCE AS REQUIRED SHALL BE PROVIDED PRIOR TO ISSUANCE OF A PERMIT.
23. MAXIMUM SLOPE RATIO FROM BACK OF SIDEWALK TO FACE OF WALL OR STRUCTURE SHALL BE 4.1, EXCEPT FOR TWO FEET BEHIND THE SIDEWALK WHERE THE MAXIMUM
SLOPE SHALL BE 2X ALTERNATIVELY, THE CITY ENGINEER MAY APPROVE CURBING BEHIND THE SIDEWALK OR OTHER METHOD TO PREVENT EROSION ONTO THE SIDEWALK.
24. ANY ITEMS IN PUBLIC RIGHT-OF-WAY THAT ARE DAMAGED OR DO NOT MEET CURRENT STANDARDS SET BY PUBLIC WORKS WILL REQUIRE REPAIRING AND/OR UPGRADING
AS PER CITY ENGINEER. ANY PUBLIC FACILITIES IN THE STREET RIGHT-OF-WAY WITHIN THE PROPERTY FRONTAGE WHICH ARE SUBSTANDARD OR DAMAGED WILL REQUIRE
RECONSTRUCTION OR REPAIR AS DETERMINED BY THE CITY ENGINEER.
GRADING IMPROVEMENT NOTES
ALL GRADING, EXCAVATION AND SOILS PREPARATION SHALL BE DONE IN CONFORMANCE WITH THE 2019 CALIFORNIA BUILDING CODE APPENDIX J, REQUIREMENTS OF THE CITY OF BAKERSFIELD AND SHALL CONFORM
TO THE RECOMMENDATIONS CONTAINED AND MADE A PART HEREOF IN THE GEOTECHNICAL ENGINEERING INVESTIGATION NO. 022-20054 BY KRAZAN & ASSOCIATES, INC., DATED JUNE 25, 2020, AND AS NOTED IN
THE GENERAL NOTES BELOW-
1. ANY REVISIONS MADE TO THE APPROVED GRADING AS SHOWN ON THE GRADING PLANS MUST BE SPECIFICALLY APPROVED BY THE DESIGN CIVIL ENGINEER & SOILS ENGINEER & CITY ENGINEER.
2. ELEVATIONS PROVIDED ARE FINISHED SURFACE (FS) UNLESS OTHERWISE NOTED PER LEGEND.
3. ALL INTERIOR GRADING SHALL BE COMPLIANT WITH 28 CFR PART 36. ACCESSIBLE PATHS SHALL NOT EXCEED 5.0% LONGITUDINALLY OR 2.0% TRANSVERSE.
4. ALL RAMPS SHALL BE COMPLIANT WITH 28 CFR PART 36. REFER TO ARCHITECTURAL PLANS FOR DETAIL
5. ALL CUT OR FILL SLOPES SHALL BE 2:1 OR FLATTER UNLESS OTHERWISE NOTED.
6. FILLS SHALL BE COMPACTED THROUGHOUT TO 90% OF MAXIMUM DRY DENSITY, AS DETERMINED BY ASTM TEST METHOD D1557A, AND CERTIFIED BY THE SOILS ENGINEER.
7. AREAS TO RECEIVE FILL SHAL BE PROPERLY PREPARED AND APPROVED BY THE CITY ENGINEER OR HIS REPRESENTATIVE PRIOR TO PLACING FILL.
8. NO ROCK OR SIMILAR MATERIAL GREATER THAN e IN DIAMETER SHALL BE PLACED IN THE FILL UNLESS APPROVAL FOR SUCH PLACEMENT HAS BEEN OBTAINED BY THE CONTRACTOR FROM THE BUILDING
OFFICIAL.
9. CONTRACTOR SHALL STOCKPILE ALL ROCKS GREATER THAN 4" IN DIAMETER TO BE USED AS LANDSCAPE MATERIAL LARGE BOULDERS SHALL BE USED FOR DECORATIVE LANDSCAPING.
10. DUST SHALL BE CONTROLLED DURING GRADING BY WATERING OR OTHER APPROVED MEASURES.
11. ALL EXISTING DRAINAGE COURSES AND APPROVED PROTECTIVE MEASURES ON THE PROJECT SITE MUST CONTINUE TO FUNCTION AT ALL TIMES AND TEMPORARY DRAINAGE PROVISIONS MUST BE USED TO
PROTECT ADJOINING PROPERTIES DURING THE GRADING. THE CONTRACTOR SHALL BE HELD LIABLE FOR ANY DAMAGE DUE TO OBSTRUCTING EXISTING DRAINAGE PATTERNS.
12. SANITARY FACILITIES SHALL BE MAINTAINED ON THE SITE.
13. CONTRACTOR IS RESPONSIBLE FOR DEMOLITION OF EXISTING STRUCTURES INCLUDING REMOVAL OF ANY EXISTING UTILITIES SERVING THE STRUCTURE. UTILITIES ARE TO BE REMOVED TO THE RIGHT-OF-WAY.
14. TOPOGRAPHIC INFORMATION IS TAKEN FROM A TOPOGRAPHIC SURVEY BY CORNERSTONE ENGINEERING INC.. IF THE CONTRACTOR DOES NOT ACCEPT EXISTING TOPOGRAPHY AS SHOWN ON THE PLANS, WITHOUT
EXCEPTION, THEN THE CONTRACTOR SHALL SUPPLY, AT THEIR EXPENSE, A TOPOGRAPHIC SURVEY BY A REGISTERED LAND SURVEYOR TO THE OWNER FOR REVIEW.
15. CONTRACTOR IS RESPONSIBLE FOR THE EFFICIENT USE OF ON -SITE RESOURCES, ESTIMATING HIS OWN CUT/FILL QUANTITIES, AND PROVIDING DETAILED TRANSACTION RECEIPTS FOR SOILS IMPORTED AND
EXPORTED (AS WELL AS APPROPRIATE NPDES DOCUMENTATION FOR OFFSITE LOCATIONS OF IMPORT AND EXPORT).
16. ENTRANCE TO AND FROM THE PROJECT SITE SHALL BE MAINTAINED IN A MANNER THAT LIMITS TRACKING OF ORGANIC MATERIAL OFFSITE.
17. DURING GRADING OPERATIONS, THE APPLICANT FOR A DEVELOPMENT PERMIT SHALL BE RESPONSIBLE FOR THE APPLICATION OF WATER TO DEVELOPMENT SITES TO MITIGATE THE IMPACT OF DUST AND PM
(PARTICULATES EMISSIONS). SPRAYING SHOULD BE SUFFICIENT TO ENSURE THAT SOILS REMAIN DAMP, NTH THE FREQUENCY OF SPRAYING DEPENDENT ON WEATHER CONDITIONS. VERIFICATION OF COMPLIANCE
WILL BE THE RESPONSIBILITY OF THE CITY OF BAKERSFIELD PUBLIC WORKS/BUILDING INSPECTION DIVISION.
18. DURING GRADING OPERATIONS, ALL ACTIVITY SHALL BE RESTRICTED TO PERIODS OF LOW WIND TO REDUCE DUST EMISSIONS. VERIFICATION OF COMPLIANCE WITH THIS MITIGATION MEASURE WILL BE THE
RESPONSIBILITY OF THE CITY OF BAKERSFIELD PUBLIC WORKS/BUILDING INSPECTION DIVISION.

General Notes
1.
Best Management Practices (BMP's) contained herein reflect minimum requirements.
Alternate methods providing equal or greater protection may be utilized. For
additional BMP's refer to California Stormwater BIVIP Handbooks, available at
WWW.CABMPHANDBOOKS.COM.
2.
All construction activity shall be performed in accordance with a Stormwater Pollution
Prevention Plan (SWPPP) developed and implemented in compliance with requirements
of the Kern County Stormwater Management Program, National Pollution Discharge
Elimination System (NPDES) Permit.
3.
The SWPPP shall:
a. Identify potential pollutant sources and include the design and placement of BMP's
to
effectively prohibit the entry of pollutants from the construction site into and onto
the street
and storm drain system during construction.
Be kept on site and amended to reflect changing conditions throughout the coarse
of
b. construction.
Be kept up to date. Any additional updates requested by agency representative are
to be

4.
Non-Stormwater discharges are prohibited from entering any storm drain system
and/or street.
5.
Discharges of pumped ground water require a discharge permit from the State of
California Regional Water Quality Control Board (RWQCB).
6.
Pollutants shall be removed from stormwater discharges to the Maximum
Extent Practicable (MEP) through design & implementation of the SWPPP.
7.
A standby crew for emergency work sholl be available at all times during the rainy
season (Nov. 1 to Apr. 15). Necessary materials shall be available on site and
stockpiled at convenient locations to facilitate rapid construction of emergency
devices when rain is imminent.
8.
Portable sanitary facilities shall be located on relatively level ground away from
traffic areas, drainage courses, and storm drain inlets.
9.
Employees, subcontractors and suppliers shall be educated on all BMP's including
concrete waste storage and disposal procedures.
10.
Sediment control practices shall effectively prevent a net increase of sediment load
in stormwater discharge.

Notes:
1 Soil/Slope stabilization practices shall be designed to preserve existing vegetation where feasible and
to revegetate open areas as soon as feasible after grading. These control practices shall include
temporary seeding, permanent seeding, mulching, sod stabilization, vegetative buffer strips, protection
of trees, or other soil stabilization practices.
2. Soil stabilization shall be implemented on all inactive disturbed areas from November 1 thru April 15
and on all disturbed areas during a rain event or potential rain.
3. Stabilization practices shall control/prevent erosion from the forces of wind and water.
4. Stabilization practices shall be implemented in conjunction with sediment trapping/filtering practices
and practices to reduce the tracking of sediment onto paved roads.
5. When using straw mulching, the minimum application shall be 2 tons/acre. Mulch must be anchored
immediately to minimize loss by wind or water.
6. When using hydroseeding/mulching, the minimum application of wood fiber shall be 1,500 lbs/acre,
that does not contain more than 50 percent newsprint.

1. Catch Basin/Inlet protection shall be installed wherever there is a potential of stormwater or
non-stormwater being discharged into it.
2. Inlet protection is required along with other pollution prevention measures such as; erosion control, soil
stabilization, and measures to prevent tracking onto paved surfaces.

1. Construct the silt fence along a level contour.
2. Silt fences shall remain in place until the disturbed area is permanently stabilized.
3. Provide sufficient room for runoff to pond behind the fence and allow sediment removal
equipment to pass between the silt fence and toe of slope or other obstructions. About 1200 sq.
ft. of ponding area shall be provided for every acre draining to the fence.
4. Turn the ends of the filter fence uphill to prevent stormwater from flowing around the fence.
5. Leave an undisturbed or stabilized area immediately downslope from the fence.
6. Do not place in live stream or intermittently flowing channels.
7. When standard filter fabric is used, a wire mesh support fence sholl be fastened securely to the

minimum tensile strength of 100 lb force.

Notes:
1. Sediments and other materials shall not be tracked from the site by vehicle traffic. The
construction entrance roadways shall be stabilized so as to prevent sediments from being
deposited into the public roads. Depositions must be swept up immediately and may not be
washed down by rain or other means into the storm drain system.
2. Stabilized construction entrance shall be:
2.a. Located at any point where traffic will be entering or leaving a construction site to or from
a public right of way, street, alley, and sidewalk or parking area.
2. b. A series of steel plates with "rumble strips", and/or min 4" coarse aggregate with length,
width & thickness as needed to adequatly prevent any tracking onto paved surfaces.
3. Adding a wash rack with a sediment trap large enough to collect all wash water can greatly
improve efficiency.
4. All vehicles accessing the construction site sholl utilize the stabilized construction entrance sites.
1. Remove all sediment deposited on paved roadways immediately.
2. Sweep paved areas that receive construction traffic whenever sediment becomes visible.
3. Pavement washing with water is prohibited if it results in a discharge to the storm drain system.

Place along the toe, top, face, and at
grade breaks of exposed and erodible slopes.
2.
Place on the down -slope of exposed soil areas.
3.
Place around temporary stockpiles.
4.
Place along the perimeter of a project.
5.
Slopes greater than 1:5 may require the
use of 20 inch diameter fiber rolls at the top of slopes.
6.
Fiber rolls sholl be either prefabricated
or rolled tubes of erosion control blankets with a minimum
8 inch diameter.
7.
Slopes 1:4 or flatter require fiber rolls
to be placed no more than 20 feet apart.

Slopes 1:4 to 1:2 require fiber rolls to
be placed no more than 15 feet apart.
9.
Slopes 1:2 or greater require fiber rolls
to be placed no more than 10 feet apart.

a row, the rolls shall be overlapped, not abutted, a
