Notable Items
New shade covers have been installed at the McMurtrey Aquatic Center as part of a
$77,000 Public Safety & Vital Services (PSVS) Measure project. The covers (right and below)
were installed this week, along with a fresh
coat of paint on the poles. New shade
structures are scheduled to be installed in
April, and parts of the pool deck will be
repaired and replaced in the spring as well.
The Clerk’s Office is
accepting applications for three future vacancies on
the City Planning Commission. Terms are
expiring on April 30 for the
Commissioners from Wards 2
and 4, with a third seat
opening up for Ward 1 on
April 7 following an
expected resignation.

January 17, at the community center that bears the civil rights leader’s name. Almost
500 people came through to enjoy a hot breakfast free of charge (below top), and
another 100 attended the community clothing drive where they could pick up new
clothes free of charge (below bottom). The event is sponsored by the MLK Jr. Breakfast
Committee with collaborative sponsors The Southern Christian Leadership
Conference, AmeriCorps California and the Kern Community College District.
The City of Bakersfield Animal Care Center is waiving adoption fees for all dogs at the
facility through the end of January. If you’re looking for a new furry friend, head over to the CBACC soon!
Visit Bakersfield is pleased to
welcome the USA BMX State Qualifier race on Saturday, January
22. More than 800 BMX racers along with their families will converge on
Metro BMX (3805 Chester Avenue) to try and punch their ticket to this
year’s State Championship. This is the first of two large races that will
be hosted in Bakersfield this year, the other being the USA BMX Fall

Nationals that will be held in October and is expected to see close to 2,000 racers.
Congratulations to Samuel Blue on his promotion to Water Resources Director! Sam
has spent nearly five years with the City of Bakersfield as a Civil Engineer III for the
Water Resources Department. In his new role, he will assist Water Resources Manager
Art Chianello in overseeing the City’s water supplies and projects as well as the
conservation of this resource. His experience and knowledge will be integral in his
work on multiple projects in the department. Sam started in this new role on Monday,
January 17.
The lap swim and water walking schedule times will be reduced at McMurtrey
Aquatic Center starting Monday, January 24. The Recreation & Parks Department will no longer offer a mid-day lap swim option on Mondays due to staff availability. We
appreciate the public’s understanding in light of this change.

The Bakersfield Magic, a minor league basketball team in The Basketball League, is
hosting an exhibition game against members of the Bakersfield Police Department on
Saturday, January 29, at Bakersfield Christian High School (12775 Stockdale Highway).
Admission to the First Responders Game is $15 for adults and kids 8-years-old and
younger get in free.
The City has extended the deadline for the Bakersfield Affordable Housing Strategy to
January 31. The Economic & Community Development Department has already
heard from many in the community, and we appreciate the feedback received so
far. Anyone interested can participate in the virtual workshop by clicking that link.
The workshop is available in English, Spanish and Punjabi. The goal of the workshop is to help the City better understand the needs of the community, utilizing the feedback

to help develop our affordable housing strategy.
The City Clerk’s Office is accepting applications to fill vacancies on the Bakersfield Youth Commission:

Applicants must be City residents, current high school students at the time of
appointment, and maintain as close to a 3.0 grade point average as possible.

Traffic Advisories
Overnight lane closure planned on Rosedale Highway
A nighttime lane closure has been scheduled for Rosedale Highway. One lane will be
closed in both directions on Rosedale Highway between Calloway Drive and Verdugo
Lane from January 23 through January 28 from 8 p.m. until 6 a.m. One lane will remain
open while the work is underway. The closure is needed for curb and gutter removal.
Construction schedules may be changed without notice due to unforeseen
circumstances. The Thomas Roads Improvement Program apologizes for any
inconvenience this work may cause the traveling public. Reports

The Bakersfield City Council is recruiting for three individuals to serve on
the Planning Commission due to the expiration of term of Commissioners Daniel
Cater (Ward 2) and Barbara Lomas (Ward 4), whose terms expire April 30, 2022
and the future resignation of Michael Bowers (Ward 1) tentatively scheduled for
April 7, 2022.
The Planning Commission maintains and interprets the City's General Plan,
and recommends methods of implementation. It maintains the City's zoning
ordinance and makes recommendations for improvement; reviews the City's
Capital Improvement Plan for consistency with the General Plan; reviews and
approves subdivisions and parcel maps; and, conducts hearings on all of the
above items and on appeals of site plan reviews.
The Planning Commissioner will be nominated by the Councilmember and
will be appointed by the full Council. Applicants must be a resident of the City
throughout their term. Applicants are advised that a Statement of Economic
Interests (F.P.P.C. Form 700) and Health & Safety Code, Section #33130,
California Redevelopment Law Disclosure Statement will be required upon
assuming office. Pursuant to State law, any person newly appointed shall
successfully complete a course in ethics training approved by the Fair Political
Practices Commission and the Attorney General. Each member is required to
complete this training every two years.

PLANNING COMMISSION
The Planning Commission is an advisory body to the City Council. It is composed
of seven (7) members appointed by the Mayor and City Council. Each
Councilmember nominates a resident of the City, and nominations are confirmed
by the full Council.
LEGAL AUTHORITY: Municipal Code Chapter 2.28.030
TERM: Four (4) years. Appointments are made in April.
QUALIFICATIONS: Members must be residents of the City throughout their
terms.
DUTIES: Maintain and interpret the City's General Plan and

TO: Christian Clegg, City Manager FROM: Art Chianello, Water Resources Manager SUBJECT: Promotion of Samuel Blue to Water Resources Director I am pleased to announce the promotion of Samuel Blue to Water Resources Director.
Sam has been employed with the City of Bakersfield for almost 5-years as a Civil Engineer
III for the Water Resources Department. In this capacity Sam contributed his knowledge and work products to assist both the Domestic Water Division and the River and
Agriculture Water Division. His work responsibilities included: supervising, managing, and overseeing all Department capital improvement projects and engineering personnel;
creating 5-year CIP plans; reviewing and signing water plans; performing studies and compiling reports; writing RFP and RFQ documents; creating and overseeing construction
project agreements and design consultant agreements; interfacing with other City departments; coordinating with developers and contractors; reviewing and modifying
domestic water standards; assisting with operations and maintenance of the City’s domestic water system; responding to public concerns and comments; and assisting with
various Kern River water rights topics.
Prior to coming to work for the City Water Resources Department, Sam was a Civil
Engineer for Meyer Civil Engineering Inc. for 12-years. Among many engineering projects
during his time at Meyer Civil Engineering, Sam surveyed the entire Kern River channel
through Bakersfield which was necessary in the City obtaining FEMA certification for the
Kern River levees.
Sam has been a registered professional Civil Engineer since 2011 and holds a Bachelor of Science in Civil Engineering with an emphasis in water resources and environmental
engineering from California State University, Fresno. Sam is also a certified Grade 2 Water
Distribution Operator.
Sam Blue’s work experience and knowledge will allow him to immediately assist with the
multiple responsibilities and projects within the Water Resources Department. He will start
his new position at the Water Resources Department effective January 17, 2022.

• The RRT repaired a malfunctioning toilet flush valve in the men’s restroom.
2. Jefferson Park (Toilet Repair – Vandalism)
• The RRT repaired a malfunctioning toilet flush valve in the men’s restroom.
3. Wible Road & Harris Road (Truck Art Removal)
• The RRT removed various decorative fiberglass trucks from the medians located
on Wible Rd. north of Harris Rd. due to line of site concerns.
• The truck art was taken to the City Corp. Yard for storage.
4. MLK Park (Toilet Repair – Vandalism)
• The RRT repaired a leaking toilet valve in the men’s restroom and also cleared a
clogged toilet and floor drain.
5. Beale Park (Restroom Building Rehabilitation Project)
• The RRT removed and salvaged toilets, urinals, and components prior to the demolition of the existing restroom building.
6. Kern River (Encampment Clean-Up)
• 1/12/2022 – 1/14/2022: The RRT assisted Code Enforcement with trash removal
from homeless encampments set up along the Kern Riverbank and Bike path
between Rosedale Hwy. and Golden State Hwy.
• 8 large sites were addressed.
• 3 trash loads were taken to Kern County Bena landfill for disposal (total weight
11,480 lbs.). The remaining trash loads were placed inside rear loader trucks,
provided by Code Enforcement.
7. San Miguel Grove (Park Sign Improvements)
• The RRT prepped and re-painted the park sign located at the parking lot
entrance, due to discoloration.

1. 1600 Truxtun Avenue (Office Furniture Relocation)
• The RRT removed and relocated office furniture from City Hall North 3rd floor to
Sumner storage facility.
2. Community House @ Central Park (Event Set-Up)
• The RRT assisted with park clean-up in preparation for a City scheduled event.
• The RRT transported and set up tables and chairs from the MLK Center to the
Community House prior to the event. The RRT removed and transported tables
and chairs that were set up for the event back to the MLK Center after the
event.

1. Greystone Park (Trash Enclosure Modification)
• The RRT will schedule fabrication and installation of a new cover on the existing
trash enclosure.
