Approval of minutes of the December 1 O, 2021, Special City Council Meeting and the December 1 5, 2021, Regular City Council Meetings. Payments lb. Resolution of Intention (ROI) to add the following areas to the Consolidated Maintenance District and preliminarily approving, confirming, and adopting the Public Works Director's Report for each. l . Resolution confirming approval by the City Manager designee of the Chief Code Enforcement Officer's report regarding assessments of certain properties in the City for which structures have been secured against entry or for the abatement of certain weeds, debris and waste matter and the demolishment of dangerous buildings and authorizing collection of the assessments by the Kern County Tax Collector. RES 001-2022 Agreements: f. Agreement with Kern High School District (not to exceed $85,000, paid to the city) for use of aquatic facilities for practice, swim meets, and water polo competition. AGR 2022-001 g. Agreement with U.S. Peroxide, LLC (not to exceed $3,1 10,000), to provide chemical treatment services in the sewer collection system for a 5-year term. AGR 2022-003 Amendment No. 3 to Agreement No. 2020-058 with Olaguez Transport ($250,000; revised not to exceed $2,000,000) to continue the supply of wood chip hauling and other material. AGR 2020-058(3) Bids: Miscellaneous: Review and acceptance of the Fiscal Year 2020-2021 Annual Compliance Report for Bridge Crossing and Major Thoroughfare Fees prepared in accordance with California Government Code § 66006. Review and acceptance of the Fiscal Year 2020-2021 Annual Compliance Report for Planned Drainage Area Fees prepared in accordance with California Government Code §66006. Review and acceptance of the Fiscal Year 2020-2021 Annual Compliance Report for Planned Sewer Area Fees prepared in accordance with California Government Code §66006. M. Review and acceptance of the Fiscal Year 2020-2021 Annual Compliance Report for Transportation Impact Fees prepared in accordance with California Government Code §66006. Motion passed with Councilmembers Gonzalez and Freeman absent. 8. CONSENT CALENDAR PUBLIC HEARINGS (Staff recommends conducting Consent Calendar Public Hearing and approval of items.) None. 9. HEARINGS a. Public Hearing to Consider Arvin/Edison Planned Major Thoroughfare Area: l . Resolution adopting the Arvin/Edison Canal Crossing Planned Major Thoroughfare Area and making findings thereto RES 002-2022 4042 Bakersfield, California, January 5, 2022 - Page 4 9. Adoption of an ordinance amending Subsection (F) (1) of Section 16.32.060 of the Bakersfield Municipal Code relating to Bridge Crossings and Major Thoroughfares (FR 12115121) ORD 5073 Staff recommends adopting the resolution and ordinance. Public works director, Stuart Patterson gave a presentation Hearing item 9.a. opened at 5:31 p.m. No one spoke. Hearing item 9.a. closed at 5:32 p.m. Motion by Councilmember Arias to approve staff's recommendation to approve Item 9.a.1. and 9.a. 2. Motion passed with Councilmember Gonzalez and Councilmember Freeman absent. 10. REPORTS None. 11. DEFERRED BUSINESS None. 12. NEW BUSINESS 13. COUNCIL AND MAYOR STATEMENTS Councilmember Smith asked what type of a response had been received on the survey. Paul Saldana, Economic Development Director gave a brief update. Councilmember Smith also asked about a referral made by councilmember Parlier to update the city charter and where staff is on that referral? Councilmember Parlier stated with an increase in media coverage regarding crime, he is requesting the Police and Fire Chiefs address the Council to give an update on what's happening in our community. He also asked the City Manager to invite District Attorney Cynthia Zimmer to address the Council. Mayor Goh offered her congratulations to the Liberty High School Patriots and the Independence High School Falcons football teams for making it to the California Interscholastic Federation Football Championships.
