HomeMy WebLinkAbout01/28/2022CC OFFICE OF THE CITY MANAGER Jan. 28, 2022 TO: Honorable Mayor and City Council FROM: Christian Clegg, City Manager SUBJECT: General Information 911 Calls  Since the start of the COVID-19 pandemic, first responders have seen an increase in 911 calls, many for non-emergencies. While resident safety is of great importance, prioritizing 911 usage to ensure those in greatest need have access to emergency services is paramount. The Bakersfield Fire Department, in partnership with Kern County Public Health, is asking the community to only call 911 or go to the hospital for life-threatening illnesses or injuries. It is the hope that through their campaign efforts, 911 call volume will reduce and hospital resources will be freed up. Notable Items  On Dec. 14, 2021, with much of the state facing drought conditions, the City issued mandatory water restrictions for City of Bakersfield Domestic Water System customers. Despite restrictions going into effect near the middle of the month, the Water Resources Department is reporting the City’s domestic service area used 13% less water in December 2021 compared to December 2020. While an impressive feat, water restrictions still remain in effect.  The inaugural meeting of the Homelessness Ad Hoc Committee took place this week, led by committee chair Councilmember Ken Weir and Councilmembers Patty Gray and Eric Arias. Local partner agencies also attended the meeting, being brought up to speed on the programs, projects and services currently provided through the City as efforts to address homelessness continue. General Information Jan. 28, 2022 Page 2 The committee approved meeting every fourth Tuesday of the month at noon. The next meeting will be focused on mental health and substance abuse issues.  Progress continues at local parks getting new playground equipment thanks to the Public Safety & Vital Services Measure. Contractors began the installation of new playground equipment at Grissom Park recently. Grissom is one of 12 City parks seeing upgrades to equipment. The equipment at Grissom was last updated in 2000.  Continuing efforts to decrease litter and add beauty to Old Town Kern, Keep Bakersfield Beautiful gifted 10 waste baskets to the Golden Empire Transit (right). GET installed six of the waste baskets at bus stops in Old Town Kern this week. KBB says the waste baskets were possible thanks to a donation from the Metropolitan Recycling Corporation, LLC. Four of the 10 waste baskets will be kept in storage and be used as replacements as needed. GET will be responsible for the waste basket maintenance.  Adoption fees for all dogs at the City of Bakersfield Animal Care Center are waived through the end of January, so if you’re looking to adopt, this weekend is your last chance to do so without paying! The waived fees are through Monday. General Information Jan. 28, 2022 Page 3  The inaugural First Responders Game between the Bakersfield Police Department and the Bakersfield Magic – of The Basketball League – is set for 6:30 p.m. Saturday, Jan. 29, at Bakersfield Christian High School (12775 Stockdale Highway). Admission is $15 for adults and kids 8-years-old and younger get in free.  The deadline for the Bakersfield Affordable Housing Strategy is this Monday, Jan. 31. The Economic & Community Development Department has already heard from many in the community, and we appreciate the feedback received so far. Anyone interested can participate in the virtual workshop by clicking that link. The workshop is available in English, Spanish and Punjabi. The goal of the workshop is to help the City better understand the needs of the community, utilizing the feedback to help develop our affordable housing strategy.  Recruitments are ongoing for two individuals to fill seats on the Keep Bakersfield Beautiful Committee. Due to resignations, there are openings in Ward 1 and Ward 5. The Ward 1 term expires in December. The Ward 5 term expires December, 2024. Applications are available at the City Clerk’s Office at City Hall North (1600 Truxtun Avenue) and online at BakersfieldCity.us. Applications should be returned by 5 p.m. Wednesday, Feb. 16.  The Clerk’s Office is accepting applications for three future vacancies on the City Planning Commission. Terms are expiring on April 30 for the Commissioners from Wards 2 and 4, with a third seat opening up for Ward 1 on April 7 following an expected resignation. Applications are available at the City Clerk’s Office at City Hall North (1600 Truxtun Avenue) and online. They must be returned to the Clerk’s Office by 5 p.m. on Friday, April 8.  The City Clerk’s Office is accepting applications to fill vacancies on the Bakersfield Youth Commission: • Ward 1: regular and alternate appointments • Ward 6: regular and alternate appointments • Ward 7: regular and alternate appointments Applicants must be City residents, current high school students at the time of appointment, and maintain as close to a 3.0 grade point average as possible. General Information Jan. 28, 2022 Page 4 Traffic Advisories  Temporary Lane Closure on Manor Street Bridge Northbound lanes of the Manor Street Bridge over the Kern River will be closed temporarily through Tuesday, Feb. 1. The closure runs each day from 8:30 a.m. to 4:30 p.m. A detour is in place at Columbus Street for northbound traffic during the closure. Traffic delays are expected. The closure is part of the bridge rehabilitation project that started in May 2020. Construction schedules may be changed without notice due to unforeseen circumstances. AGENDA HIGHLIGHTS FEBRUARY 2, 2022 COUNCIL MEETING NOTE: The California Department of Public Health has mandated that everyone in California wear a mask in indoor public spaces. The order is in effect through February 15, 2022. REGULAR MEETING – 3:30 p.m. NEW BUSINESS Item 3a. Fiscal Year 2021-22 Mid-Year Budget Preview (All Wards) Staff will provide a presentation to City Council previewing allocations being considered for mid-year appropriation at a future City Council meeting. Item 3b. City Charter Review Considerations (All Wards) In response to a recent City Council referral, staff have researched the factors and approaches to consider when reviewing the City Charter. Staff reviewed election code and City Charter language specific to Charter amendments. Staff have also reviewed processes and approaches that have been used by benchmark cities and have consulted with the County related to costs and timing for ballot measures. Staff will provide a presentation to the City Council outlining these considerations and solicit Council direction. CLOSED SESSION Items 4. Conference with Legal Counsel (All Wards) REGULAR MEETING – 5:15 p.m. APPOINTMENTS Item 6a. PSVS Citizens Oversight Committee (All Wards) On November 6, 2018, voters within the City of Bakersfield approved Measure N, known as Bakersfield Public Safety/ Vital City Services Measure (Measure N). The Measure is a locally controlled one-cent sales tax measure that will provide approximately $50 million annually to the City of Bakersfield to address top community priorities including enhancing public safety, reducing homelessness and bolstering economic development activities. The Measure requires that the City Council establish a Citizens Oversight Committee (Committee) of no more than nine residents of City to act in an advisory capacity to review the expenditure of revenues generated by the tax imposed by the Measure. Resolution No. 009-19(1) was adopted by Council at the January 19, 2022 meeting revising the appointment process for the Citizens Oversight Committee. Each of the seven Councilmembers and the Mayor are to nominate one Member to the Committee whose term shall run concurrent with the nominating official. In addition, the City Council would appoint one at-large Committee member by a majority vote of the City Council for a term of three years. Twenty-one applications for appointment have been received. Staff recommends Council determination on appointments to the nine member Committee. CONSENT CALENDAR - ORDINANCES Item 7c. Organic Waste Ordinance (All Wards) In 2016, the California State Legislature passed Senate Bill 1383 which, among other things, established requirements regarding organic waste – also known as composting. The new ordinance incorporates the provisions mandated by SB1383 and CalRecycle’s regulations to ensure City’s compliance with State law. Enforcement of the new organic recycling provisions of the Ordinances is required starting January 1, 2024. This action does not impact current rates. Staff are recommending approval of first reading of the ordinance. CONSENT CALENDAR – PUBLIC SAFETY/VITAL SERVICES MEASURE Item 7t. Beach Skate Park Lighting Improvements (Ward 2) Beach Skate Park was constructed in 2008 to provide year- round recreational activity among the local skating community. The past few years, the local community has requested that lighting be added to the site to allow for safe and secure use during the evening hours, especially during the fall and winter months. This project provides installation of a new energy efficient LED light pole system for the skate park and upgrade the existing lighting to the adjacent parking lot. Staff recommends an agreement with Curtis Electrical Construction, Inc. in the not to exceed amount of $101,990 to complete the improvements. MLK Park (Encampment Clean-Up) • The RRT assisted Code Enforcement with trash removal from homeless encampments set up on the north side of ball diamond field. • 5 sites were addressed. • Trash loads were placed inside a rear loader truck for disposal, provided by Code Enforcement. 2. Mesa Marin Dog Park (New Shade Structures) • The RRT installed two new 6’ x 9’ concrete slabs as part of the new shade structure installation project inside the dog park. 3. Jastro Park (Storage Room Door Repair – Vandalism) • The RRT repaired and secured a storage room door due to vandalism. 4. Kern River Parkway (Park Sign Improvements) • The RRT prepped and re-painted the existing park sign located on the south side of Truxtun Ave. east of Quailridge Rd., due to discoloration. Miscellaneous: 1. MLK Park (Toilet Repair – Vandalism) • The RRT repaired toilets and sinks that were clogged with debris in the men’s restroom. 2. Beale Park (Playground Slide – Vandalism) • The RRT temporarily closed off and secured an existing playground slide, due to vandalism. 3. Patriots Park (Bollard Post Removal) • The RRT removed and disposed of four bollard posts as part of the parking lot improvement project. Ongoing Projects 1. Greystone Park (Trash Enclosure Modification) • The RRT will schedule fabrication and installation of a new cover on the existing trash enclosure. 2. Olive Dr. w/of Calloway Drive (Block Wall Metal Gate Repair) • 1/16/2022- The RRT continued work on the metal gate modification project. • 1/22/2022- The RRT continued work on the metal gate modification project and will continue 1/23/2022.
