HomeMy WebLinkAbout02/04/22CC OFFICE OF THE CITY MANAGER Feb. 4, 2022 TO: Honorable Mayor and City Council FROM: Christian Clegg, City Manager SUBJECT: General Information Notable Items  I am proud to congratulate the Bakersfield Fire Department for achieving the status of Accredited Agency through the Commission on Fire Accreditation International, having completed the years-long accreditation process. This achievement is a demonstration to the community that our Fire Department continually self- assesses, looks for opportunities for improvement, and is transparent and accountable through third- party verification and validation. The accreditation status is valid for five years. "I would be remiss if I didn’t take this opportunity to thank everyone who took part in this years-long process," Fire Chief John Frando said. "From community stakeholders to Fire personnel, to the Risk Management Division, Human Resources Department, Water Resources Department and the City Manager's Office, we share this accomplishment with everyone. But most importantly, I want to recognize Deputy Chief Bill Ballard for taking on the lion’s share of this project. If not for his efforts in planning and follow through, as well as his commitment to presenting the most comprehensive and professional product possible, this may not have been achievable."  After more than 60 years, new ADA-compliant restrooms at Beale Park are set to open. Contractors were at the site this week, setting the pre-fabricated building into place. The nearly $500k project is funded with federal Community Development Block General Information Feb. 4, 2022 Page 2 Grant and Park Improvement Fund Central Core Developer Reimbursement funds. You can even check out video of the work being done this week on the City of Bakersfield’s new Instagram account!  The City of Bakersfield’s Animal Care Center will host its monthly low-cost drive-thru pet vaccine and licensing clinic at Beach Park (3526 21st Street) on Saturday, February 5, from 9 a.m. to noon. Pet owners are asked to wear a mask and take their dogs out of the vehicle so staff can safely vaccinate them. Dogs must remain on a leash during the clinic. Dogs can also be microchipped free of charge with the purchase of a license.  The City’s Solid Waste Division will host a pair of pop-up trash drop-off events on Saturday, February 12 in the parking lot at Kaiser Permanente Sports Village (9001 Ashe Road) and at 4200 Panorama Drive. The City collected more than 730,000 pounds of trash items during these events in 2021, the first year we’ve held them. These events are only possible thanks to the Public Safety & Vital Services (PSVS) Measure, also known as Measure N.  The City of Bakersfield’s Animal Care Center is waiving adoption fees for one dog each day for the first 14 days of February! So, if you’re looking for a new furry friend, head over to the shelter and bring one home today! This special runs through Monday, February 14, Valentine’s Day.  The restrooms at the Park at River Walk will be closed on Wednesday, February 9 as Recreation & Parks Department crews repair a domestic water line. There is also a possibility that the playground will be closed due to heavy equipment in that area. We expect the repairs will only take a day barring any unforeseen circumstances.  Recruitments are ongoing for two individuals to fill seats on the Keep Bakersfield Beautiful Committee. Due to resignations, there are openings in Ward 1 and Ward 5. The Ward 1 term expires in December. The Ward 5 term expires December 2024. Applications are available at the City Clerk’s Office at City Hall North (1600 Truxtun Avenue) and on the City Clerk’s webpage. Applications should be returned by 5 p.m. Wednesday, Feb. 16.  The Clerk’s Office is accepting applications for three future vacancies on the City Planning Commission. Terms are expiring on April 30 for the Commissioners from Wards 2 and 4, with a third seat opening up for Ward 1 on April 7 following an expected resignation. Applications are available at the City Clerk’s Office at City Hall North (1600 Truxtun Avenue) and online. All applications must be returned to the Clerk’s Office. Traffic Advisories  Lane closure planned on Rosedale Highway A nighttime lane closure has been scheduled for Rosedale Highway. One lane will be closed in both directions on Rosedale Highway between Calloway Drive and Verdugo Lane from February 6 through February 11 from 8 p.m. until 6 a.m. One lane will remain open while the work is underway. The closure is needed for curb and gutter removal. Construction schedules may be changed without notice due to unforeseen circumstances. This report is to provide a periodic up-to-date snapshot of each project’s recent major activities and progress. Regular construction updates are also available on the TRIP website at BakersfieldFreeways.us MILESTONES  Completion of the Commerce Drive Viaduct.  Completion of the westbound (WB) State Route (SR) 58 to southbound (SB) SR 99 tunnel.  Completed the eastbound (EB) portion of Stockdale Highway undercrossing (UC) PROJECT STATUS Centennial Corridor Phase 1 - Kern River Bridge Improvements Contractor: Security Paving Company Status: Complete This phase of Centennial Corridor added a concrete median barrier and inside lanes and shoulders along both EB and WB Westside Parkway from ½ mile west of Mohawk St to Truxtun Avenue. The project also included the addition of the future WB SR 58 off ramp to Mohawk Street. Two existing bridges were widened for the future SR 58 mainline freeway and two new bridges were constructed for the Mohawk off ramp. Other improvements included widening and partial reconstruction of the existing on ramp from Mohawk Street to EB SR 58 and installation of ramp metering facilities. Centennial Corridor Phase 2 – Belle Terrace Operational Improvements Contractor: Granite Construction Status: Complete This project consists in general of improvements on SR 99, the Belle Terrace Overcrossing (OC), the NB SR 99/EB SR 58 connector, and various local roads. The improvements on SR 99 include addition of a NB auxiliary lane from the Ming Avenue On-ramp to the NB SR 99/EB SR 58 Connector ramp and improved signing. The existing Belle Terrace OC was replaced, and the NB SR 99/EB SR 58 Connector reconstructed. Improvements on the local roads include realigning Alamo Court and Wible Road and raising Belle Terrace. January 2022 TRIP Status Report TRIP Status Report January 2022 Page 2 Centennial Corridor Phase 3 – Bakersfield Freeway Connector Contractor: Security Paving Company Status: 81% complete; anticipated completion: Fall 2022 This phase of Centennial Corridor consists, in general, of improvements along WB SR 58 and SB SR 99. The improvements include an additional auxiliary lane on WB SR 58, realigning the WB SR 58 to SB SR 99 connector loop ramp, constructing a branch connector for SR 58 to SR 99 and constructing a collector distributor along SB SR 99 for the Ming Ave off ramps. • Completed the tunnel and began backfilling. • Continue work on the retaining walls beneath Ming Avenue OC and SR 58 / SR 99 Grade Separation. Centennial Corridor Phase 4 – Mainline Contractor: Security Paving Company Status: 62% complete; anticipated completion: Early 2023 This phase of Centennial Corridor extends SR 58 from the current terminus as a freeway at SR 99 westerly to Westside Parkway freeway. At the SR 58/SR 99 interchange, the project adds a collector distributor on NB SR 99 and new NB to WB connector. The project also includes realignments and new cul-de-sacs at various local roads, widening and realignment of Chester Ave at SR 58, and construction of a traffic signal at the WB SR 58 ramps/Brundage Lane intersection which is part of the SR 58/ Cottonwood interchange. • Removal of all falsework from the Commerce Drive Viaduct • Finish installing the falsework for the WB Stockdale Highway UC. • Continue installation of falsework for the NB SR 99 to WB SR 58 Connector Bridge (frame 1) • Continue the installation of steel and concrete pour of Continually Reinforced Concrete Paving (CRCP) between Commerce Drive and Ford Avenue. Rosedale Highway Widening Project Contractor: Granite Construction Company Status: Awarded in November 2021 This project widens Rosedale Highway from Calloway Drive to Verdugo Lane from 2 lanes to 3 lanes in each direction. The project involves reconstructing the existing median to accommodate the additional lane in each direction. It will also include construction of sidewalks in the east-bound and west-bound directions and installation of curb and gutter where it does not exist in the westbound direction. The project will include right turn pockets to Verdugo Lane and Calloway Drive. The project length is 0.50 miles long. • Began construction of the EB Rosedale Highway to SB Calloway Drive right turn pocket. • Removed the median from Verdugo Lane to east of Dean Avenue. TRIP Status Report January 2022 Page 3 UPCOMING PROJECTS Hageman Bike Path Contractor: TBD Status: Design This project consists of a new 0.40 mile long two directional 10 feet wide Class I bike path with 2’ wide shoulders on each side. The bike path will begin at the east side of Standard Street cul-de-sac and run east along the south side of the SR 99 and SR 204 connector up until the east side of the SR 99. The bike path continues east along the SR 204 off-ramp to Buck Owens Blvd and ends at Buck Owens Blvd. The bike path will have an all-weather paved surface allowing for two-way bicycle and pedestrian movement. • The City has received authorization for Federal Funds for construction. PROJECT PHOTOS Recreation & Parks - RRT Weekly Report For the week of 1/23/2022-1/29/2022 City Council and/or Public Requests • None City Source Requests • None Projects Completed by RRT 1. Beach Park (Electrical Cabinet Repair – Vandalism) • The RRT made repairs to the security lock on the electrical panel, due to vandalism. 2. Olive Drive w/of Calloway Drive (Block Wall Metal Gate Repair) • The RRT completed the iron gate modification and installation project, located on the north side of Olive Dr., west of Calloway Dr. 3. Sumner Street Train Station (Weed Removal) • The RRT removed weeds and debris located on the south side of the train station east of Baker St., per Real Property request. 4. Kern River @ Chester Avenue (Encampment Clean-Up) • The RRT assisted Code Enforcement with trash removal from homeless encampments set up on the north side of the riverbank and at Uplands of Kern River. • 5 sites were addressed. • Trash loads were place inside a rear loader and roll off trash bins, which Code Enforcement provided as part of the encampment clean-up. 5. Kern River Parkway @ CSUB Parking Lot (Park Sign Improvements) • The RRT prepped and re-painted the existing Kern River Parkway sign due to discoloration, located at the northeast corner of CSUB parking lot. 6. Kern River Parkway @ Yokuts Park (Park Sign Improvements) • The RRT prepped and re-painted the existing Kern River Parkway sign due to discoloration, located at the northeast parking lot entrance to Yokuts Park. 7. Sumner St. Storage Facility (Perimeter Fence & Building Door Repairs – Vandalism) • The RRT secured two building doors due to vandalism and forced entry, in addition to repairing two chain link perimeter fence sections that were cut open due to vandalism. 8. Truxtun Ave. & Coffee Rd. (Damaged Concrete Removal) • The RRT removed the existing damaged concrete driveway slab, located adjacent to the bike trail. New concrete will be installed by the City’s annual contractor. Miscellaneous: 1. Grissom Park (Irrigation Repair) • The RRT capped off an irrigation line that was damaged during the playground rehabilitation project. The irrigation line will be re-routed once the playground project is completed. 2. University Park (Irrigation Repair) • The RRT capped off an irrigation line that was damaged during the playground rehabilitation project. The irrigation line will be re-routed once the playground project is completed. Ongoing Projects 1.
