A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
BAKERSFIELD CALLING UPON THE CALIFORNIA
DEPARTMENT OF TRANSPORTATION TO MAKE URGENT
IMPROVEMENTS TO STATE ROUTE 204 WITHIN THE CITY.
WHEREAS, State Route 204 - also known as Golden State Avenue, Union
Avenue and State Route 99 Business depending on the segment - runs through
portions of Central and Southeast Bakersfield connecting State Route 99 and
State Route 58; and
WHEREAS, State Route 204 is under the auspices of the California
Department of Transportation (Caltrans); and
WHEREAS, State Route 204 has experienced an increasing and alarming
number of pedestrian and bicycle fatalities; and
WHEREAS, between the years 2009 and 2020, there have been an average
of two deaths per year on the less than three-mile stretch of State Route 204; and
WHEREAS, since 2018 Caltrans has funded six pedestrian and bicycle studies
concerning State Route 204; and
WHEREAS, studies have determined that State Route 204 is in serious need
of safety and complete street improvements; and
WHEREAS, in order to better protect the health and safety of Bakersfield's
pedestrians and bicyclists that share the use of State Route 204, the suggested
improvements include narrowing lanes to reduce vehicle speed and the removal
of one lane in each direction for the establishment of buffered bike line and
facilities.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Bakersfield as follows:
The City Council finds and declares that the foregoing recitals are
true and correct and are hereby incorporated fully as a material part
of this Resolution and based upon such matters, the City Council
makes the additional findings set forth herein below.
2. The City Council finds and declares that Caltrans has failed to take
immediate action to stem the loss of life experienced by the residents
of the City of Bakersfield on the perilous stretch of State Route 204.

3. The City Council authorizes the City Manager, or designee, to fake all
steps as may be necessary to compel the California Department of
Transportation to be responsive to the needs of the City of
Bakersfield's disadvantaged communities in furtherance of and
consistent with the purpose(s) of this Resolution.
4. The City Clerk shall attest and certify to the passage and adoption of
this Resolution and it shall become effective immediately upon its
approval.

I HEREBY CERTIFY that the foregoing Resolution was passed and adopted
by the Council of the City of Bakersfield at a regular meeting thereof held on
