HomeMy WebLinkAbout2/11/22CC OFFICE OF THE CITY MANAGER Feb. 11, 2022 TO: Honorable Mayor and City Council FROM: Christian Clegg, City Manager SUBJECT: General Information Notable Items  Some great news about Public Safety & Vital Services (PSVS) Measure-funded improvements coming to Jastro Park (2900 Truxtun Avenue): The fencing has been removed from around the newly resurfaced basketball courts (right) and they are ready for the public to enjoy again! You can check out video of some residents already taking to the court this week on the City’s Instagram account. Not only that, but demolition has started on the playground there as well (below). Jastro Park is one of 12 parks getting new playground equipment as part of the City’s Playground Rehabilitation Project. The park will be closed off as crews work to install new equipment. Both of these projects were made possible thanks to the PSVS Measure, also known as Measure N.  Staff saw 176 animals come General Information Feb. 11, 2022 Page 2 through the monthly low-cost drive-thru pet vaccine and licensing clinic hosted by the City of Bakersfield’s Animal Care Center at Beach Park (right) on Saturday, February 5. More than 300 vaccines were provided to dogs, and 109 licenses were issued as well.  City staff will host a virtual workshop on the City’s Ward Redistricting process through Zoom at 6 p.m. on Tuesday, February 15. The workshop will provide an update on the draft maps that have been submitted to the City to date. Community groups who have submitted maps to the City will also have the opportunity present. The workshop can be accessed using the following meeting information: • Zoom webinar ID: 813 5974 4059 • Passcode: 403455 This information and the agenda for the workshop can also be found on the City’s Ward Redistricting webpage.  A repaving project on the Kern River Parkway multi-use path is expected to start on Monday, February 14 at 7 a.m. That project will require closures of portions of the trail at various times through February 23, starting with a stretch between the Manor Street Bridge and the Chester Avenue Bridge. Signage will be posted ahead of the closures.  The newly appointed members of the Public Safety & Vital Services Citizens Oversight Committee were sworn-in (below) during their first meeting on Thursday, February 10 in the Potato Room at the Mechanics Bank Theater and Convention Center. The nine members will serve terms on the same schedule as the Councilmember who General Information Feb. 11, 2022 Page 3 nominated them, with the at-large member serving until February 2025. The members were appointed by the City Council at the February 2 meeting. During this week’s meeting, the Committee elected Nick Ortiz to serve as Chairman and Cathy Abernathy to serve as Vice-Chair. The Committee is expected to meet again on Wednesday, February 16 at noon in the City Council Chambers (1501 Truxtun Avenue).  The Bakersfield Police Department held a Cadet testing event on Thursday, February 10 at Mechanics Bank Convention Center (right). The Department said 33 high school students considering careers in law enforcement and public safety took the test and all passed. The Cadet program, previously known as Explorers, is a volunteer youth group for students between the ages of 14- and 20-years-old. Cadets have the opportunity to learn about law enforcement and volunteer in the community. Anyone interested in pursuing a career with the Bakersfield Police Department should visit JoinBPD.us for more information and resources.  Recreation & Parks Department crews completed repairs to a domestic water line at the restrooms at the Park at River Walk as expected on Wednesday, February 9. The restrooms were closed for the day in order to finish the work (from left to right below, see before, during and after). General Information Feb. 11, 2022 Page 4  As a reminder, the City’s Solid Waste Division is hosting a pair of pop-up trash drop-off events on Saturday, February 12 in the parking lot at Kaiser Permanente Sports Village (9001 Ashe Road) and at 4200 Panorama Drive. These events are only possible thanks to funding from the Public Safety & Vital Services (PSVS) Measure, also known as Measure N.  The City of Bakersfield’s Animal Care Center is asking for the public’s help to raise funds to send 15 dogs to a rescue in Canada as part of the Wings of Rescue program. The CBACC needs to raise $15,000 to fly the dogs to the rescue. Anyone who would like to donate should visit https://wingsofrescue.org/donate/  You’ve only got a few days left to take advantage of the City of Bakersfield’s Animal Care Center adoption fee waiver program! Each day in February through Valentine’s day, the CBACC is waiving the adoption fee for one dog.  Recruitments are ongoing for two individuals to fill seats on the Keep Bakersfield Beautiful Committee. Due to resignations, there are openings in Ward 1 and Ward 5. The Ward 1 term expires in December. The Ward 5 term expires December 2024. Applications are available at the City Clerk’s Office at City Hall North (1600 Truxtun Avenue) and on the City Clerk’s webpage. Applications should be returned by 5 p.m. Wednesday, Feb. 16.  The Clerk’s Office is accepting applications for three future vacancies on the City Planning Commission. Terms are expiring on April 30 for the Commissioners from Wards 2 and 4, with a third seat opening up for Ward 1 on April 7 following an expected resignation. Applications are available at the City Clerk’s Office at City Hall North (1600 Truxtun Avenue) and online. They must be returned to the Clerk’s Office by 5 p.m. on Friday, April 8.  The City Clerk’s Office is accepting applications to fill vacancies on the Bakersfield Youth Commission: • Ward 1: regular and alternate appointments • Ward 6: regular and alternate appointments • Ward 7: regular and alternate appointments Applicants must be City residents, current high school students at the time of appointment, and maintain as close to a 3.0 grade point average as possible. Anyone interested in applying for these openings can do so at the City Clerk’s Office at City Hall North (1600 Truxtun Avenue) or by downloading an application from the City’s website here. General Information Feb. 11, 2022 Page 5 Traffic Advisories  Nighttime closure planned on Stockdale Highway Stockdale Highway will be closed in both directions between McDonald Way and N. Stine Road from February 13 through February 17. The closure will take place from 8 p.m. to 5 a.m. each night. The closure is needed for falsework installation. During the closure, residents can detour around the work zone by using McDonald Way or Real Road to enter or exit the neighborhood. All other traffic will be routed around the area using Oak Street and California Avenue. Construction schedules may be changed without notice due to unforeseen circumstances. The Thomas Roads Improvement Program apologizes for any inconvenience this work may cause the traveling public.  Lane closure planned on Rosedale Highway A nighttime lane closure has been scheduled for Rosedale Highway. One lane will be closed in both directions on Rosedale Highway between Calloway Drive and Verdugo Lane from February 13 through February 18 from 8 p.m. until 6 a.m. One lane will remain open while the work is underway. The closure is needed for curb and gutter removal. Construction schedules may be changed without notice due to unforeseen circumstances. The Thomas Roads Improvement Program apologizes for any inconvenience this work may cause the traveling public.  Nighttime closure planned on Commerce Drive Commerce Drive will be closed nightly in both directions February 16 to February 17. Starting at 7 a.m. Monday, February 14, the City’s Streets Division will close the path between the Manor Street Bridge and the Chester Avenue Bridge through Wednesday, February 16. This closure will be around the clock until it is completed. Additional around-the-clock closures are planned to start at 7 a.m. each date as follows: • February 16 – 18: between Chester Avenue Bridge and Golden State Avenue Bridge • February 18 – 22: between Golden State Avenue Bridge and 24th Street Bridge • February 22 – 23: between 24th Street Bridge and Highway 99 Bridge. This project is funded by Caltrans’ Transportation Development Act. The City thanks the public for its patience and understanding during the completion of these improvements. Truxtun Ave. & Coffee Rd. (Drinking Fountain Repair) • The RRT relocated and repaired the water supply line for the drinking fountain, in addition to installing a new in-ground shutoff valve. • The RRT backfilled edges with dirt and graded the turf area around the new concrete driveway. 2. MLK Park (Toilet Repair – Vandalism) • The RRT repaired and re-installed the flush valve on the toilet in the men’s restroom due to re-occurring vandalism. • The RRT also cleared multiple clogged toilets in both men’s and women's restrooms. 3. Central Park (Toilet Repair – Vandalism) • The RRT responded to clear multiple clogged toilets at Central Park. 4. Truxtun Ave. & Coffee Rd. (Damaged Concrete Removal) • The RRT removed the remaining concrete pieces from the damaged driveway and installed a new PVC irrigation sleeve under the new concrete location. 5. Stonecreek Park (Playground Sand Relocation) • The RRT relocated excess playground sand from the recent playground rehabilitation project to surrounding parks in need of playground sand. 6. Kaiser Permanente Sports Village Stadium (Domestic Water Line Repair) • The RRT assisted with removing an existing concrete sidewalk panel to complete repairs to a leaking domestic water line that supplies the stadium. • The RRT reinstalled the concreted panel once repairs were completed. 7. Ming Ave. & S. H St. (Irrigation Repair – Vandalism) • The RRT replace a 1” backflow preventor assembly, in addition to a 1” irrigation valve in the median that was damaged due to a vehicular accident. 8. Kern River Parkway (Irrigation Repair) • The RRT repaired a broken irrigation main line, in addition to a 1 ¼” irrigation lateral line located on the south side of Truxtun Ave. east of Quailridge Dr. 9. Stonecreek Park (Park Sign Improvements) • The RRT prepped and re-painted the existing Kern River Parkway sign due to discoloration, located at the southeast corner of the park. Miscellaneous: 1. Weill Park (Encampment Clean-Up) • The RRT assisted with trash removal from homeless encampments following an after park operating hours BPD sweep conducted at the park. • Trash loads were taken to the City Corp. Yard and disposed of inside a roll-off trash bin, provided by Solid Waste. 2. Lowell Park (Encampment Clean-Up) • The RRT assisted with trash removal from homeless encampments at the northeast side of the park. • Trash loads were taken to the City Corp. Yard and disposed of inside a roll-off trash bin, provided by Solid Waste. 3. Beach Park (Ball Diamond Electrical Cabinet Repair – Vandalism) • The RRT secured the door panel on the electrical cabinet, due vandalism. 4. Sumner St. Storage Facility (Building Repair – Vandalism) • The RRT secured the southwest door entrance and various aluminum panels to the building due to re-occurring vandalism. Ongoing Projects 1.
