In case of conflict between the Standard Specifications and these special provisions, the special provisions shall take precedence over and be used in lieu of such conflicting portions. 7-2.01 FOUNDATIONS. Foundations shall conform to the provisions in Section 86-2.03, "Foundations", of the 2010 Standard Specifications and these special provisions. The Contractor shall furnish the appropriate nuts and washers for existing foundations to be reused. When foundations are to be abandoned where shown on the plans the third from the last paragraph of Section 86-2.03A, "General", shall be amended to read: When a foundation is to be abandoned, the top of foundation, anchor bolts, and conduits shall be removed to a depth of not less than three (3) feet below surface of sidewalk or unimproved ground. The resulting hole shall be backfilled with material equivalent to the surrounding material. All pull boxes and signal standard foundations where the signal standard is to be installed in an un-improved area shall be provided with a concrete pad having a minimum of 6" clearance from the edge of the pull box and CIDH foundation. 7-2.02 DIRECTIONAL DRILLING. Directional drilling work shall comply with the requirements contained in the "CALIFORNIA DEPARTMENT OF TRANSPORTATION Manual for Encroachment Permits on California State Highways Sixth edition 1997" including the following: A. Drilling chemicals shall be used on all bores. A written analysis of soil samples shall be provided to the drilling fluid manufacturer or qualified professional engineer for analysis and recommendation of proper mixtures prior to any directional bores. Soils analysis and drilling fluids program shall be made available for inspection at any time during the directional drilling project. B. Pressures and flow rates of slurry drilling mud must be closely monitored during the pilot bore and the back reaming operations. Flow rates shall not exceed 76 liters per minute (20 gal./min.) and pressures shall not exceed 6.89 MPa (1000 psi). C. All bores 254mm (10") in diameter and larger shall be pre -reamed prior to pulling the conduit. All bores that require a depth of more than 36" must be pre -reamed prior to pulling the conduit irrespective of the diameter of the conduit being pulled back. D. Drilling Fluids shall be properly disposed. Drilling fluids shall not be disposed of by placing into storm drains, sanitary sewers, or sidewalk gutters. E. Minimum depth of cover shall be 0.915 m (3'). Companies proposing to conduct a directional boring project must show evidence that all crews, including subcontractors, have the capabilities to verify all previous bores by the use of an electronic locating device, shown to be accurate to plus or minus 5% for line depth. Verification will be made during any time that the project is ongoing at the request of the site inspector. F. Pilot bores are to be maintained within a window of one foot, right to left, of the centerline of the proposed bore path. Pilot bores are to be maintained within a window of one foot, up and down, of the centerline of the proposed bore path with a minimum depth of cover of .915 m (3'). G. Pavement sections that buckle or heave 2 cm (3/4") or more must be saw cut and replaced in kind as required by the City of Bakersfield Engineer. Concrete sidewalk sections, median islands, above ground utilities, pull boxes that buckle or heave must be saw cut and/or replaced in kind. Sidewalk and/or curb and gutter must be replaced to the nearest undamaged section. H. Traffic control for receiver operator shall be discussed at the pre job meeting if necessary. 1. Contractor shall mark and provide to the inspector a set of plans containing the following information: 1. Location of entry and exit point. 2. Radius of curvature. 3. Depth of coverage at 10' intervals. 7-2.02A.1 DIRECTIONAL DRILLING PIT AND RECEIVING PIT SHALL BE: A. Located at least 3.05 m (10') from edge of pavement on conventional highways in rural areas for perpendicular crossings. B. Located at least 1.52 m (6) behind concrete curb or AC dike on conventional highways in urban areas for perpendicular crossings or on concrete sidewalk for longitudinal installation. C. Located at least 1.52 m (6) outside toe of slope in embankment areas. D. Directional boring and receiving pits deeper than five feet shall be in compliance with CAL -OSHA requirements. Shoring and bracing for pits located within 4.57 m (15')of traffic lanes on the City highway shall not extend more than 1.0 m (36")above pavement grade unless otherwise authorized by the City's inspector. 7-2.02A.2 EXCAVATION AND BACKFILL: Excavation and backfill not specifically covered by these provisions shall be governed by applicable provisions of Section 19 "Earthwork" of Caltrans Standard Specifications. Prior to placing successive structural layers, each layer shall be graded and compacted, and shall meet the grading tolerance specified by the appropriate provision of Caltrans Standard Specifications. No excavation shall be left open after working hours. At the end of each working day if any excavation that leaves a drop off of more than 0.15' in depth within 12' of the edge of pavement shall be sloped at a maximum 4:1, backfilled or covered with a steel plate at the end of each work day. Steel plates shall be of sufficient thickness to support legal truck traffic. 7-2.02A.3 DAMAGES: Any damages to private or public facilities -shall be immediately reported to City of Bakersfield inspector and repaired or replaced to City of Bakersfield Standards or facility owner requirements, at the expense of the Contractor. The Contractor shall be responsible for locating and protecting all underground facilities that may be in the work areas. Before any excavation, the Contractor shall call USA UNDERGROUND ALERT Ph: 1-800-227-2600. 7-2.03 CONDUIT. Conduit shall conform to the provisions in Section 86-2.05, "Conduit," of the Standard Specifications and these special provisions. Conduit shall be PVC Schedule 40 of Standard Iron Pipe Sizes or Schedule 40 HDPE conduit. High density polyethylene conduit (HDPE) shall comply with the following specifications: 1. Conduit shall be fabricated from polyethylene and shall be in conformance with NEMA standards and Article 347 of the National Electrical Code. Non -black polyethylene conduit shall contain not less than 2500 parts per million (ppm) of a hindered amain ultraviolet light stabilizer. Ultraviolet stabilization additive for black polyethylene conduit shall consist of carbon black loading of 2.5%±0.5% by weight. 2. Conduit shall be manufactured from high density polyethylene resin designated as Type III, Category 5, Class C, Grade P34 material in accordance with ASTM D1248. The material shall meet the requirements of ASTM D2447 and NEMA TC-2 3. This conduit must be liquid -tight flexible conduit. 4. The entire length of each high density polyethylene conduit shall be installed without coupling, splices, or joints (i.e. It shall be one continuous piece from pull box to pull box.) PVC conduit shall meet the following requirements: 1. Shall conform to UL Standard 651 and NEMA Standard TC-2. 2. All bends and couplers shall be UL listed and conform to NEMA Standard TC-3. 3. The end bell for the conduit shall conform to ASTM F-512. 7-2.04 CONDUIT INSTALLATION. Conduit shall conform to the provisions in Section 86-2.05, "Conduit", of the Standard Specifications and these special provisions. A pull rope conforming to Section 86-2.05C "Installation," of the Standard Specifications shall installed in all signal and fiber optic conduits, new or existing. The detectable pull tape shall be polyester with a tensile strength of 1250 pounds. Three feet of pull tape slack shall be left in each pull box per run. All signal and fiber optic conduits shall have a #14 Solid Orange Tracer Conductor THW, THWN or HDPE terminated and soldered at each pull box and end up in the signal cabinet. Conduits may be installed by either directional drilling or open trench methods except where shown on the plans that directional drilling or boring is required or as determined by the Engineer. Installation using directional drilling shall conform to Section 86-2.05C, "Installation," of the Standard Specifications and section 7-1.09 "Directional Drilling" of these Special Provisions. Open trench installation in pavement shall conform to the following specifications: 1. Conduit shall be rigid non-metallic type. Conduit or conduits shall be placed under existing pavement in a trench not to exceed 6 inches in width for conduit. Trench shall be cut using a rock saw and all loose uncompacted material shall be removed from the bottom of the trench prior to placement of conduit. The installed conduit shall have a cover of eighteen (18) to twenty-one (21) inches below finish grade. 2. The conduit shall be placed in the bottom of the trench and the trench shall be backfilled with a two (2) sack slurry cement backfill. Contractor shall insure that multiple conduits are completely encased in slurry cement. Slurry cement backfill shall be placed to within 0.40 feet of the pavement surface. The top 0.40 feet shall be backfilled with Type B asphalt concrete produced from commercial quality paving asphalt and aggregates. 3. Prior to spreading asphalt concrete, paint binder shall be applied as specified in Section 39-4.02, "Prime Coat and Paint Binder," of the Standard Specifications. Spreading and compacting of asphalt concrete shall be performed per Standard Specifications to produce an asphalt concrete surface of uniform smoothness, texture, and density. 4. All excavated areas in the pavement shall be backfilled except for the top 0.40 foot, by the end of each work day. The top 0.40 foot shall be placed within three (3) working days after trenching. Temporary road mix or other acceptable temporary surface will be allowed on the top 0.40 feet until such a time as the permanent asphalt surface is placed. Permanent asphalt surface shall be placed within 15 working days of trench being opened. 5. Trenches perpendicular to traffic that are greater than 6" in width shall be plated until permanent asphalt is placed in top 0.40 foot. Trenches parallel to traffic that are greater than 6" in width shall be plated until temporary surface is placed in top 0.40 foot. 6. No trench shall be opened in any street for the purpose of laying pipes or conduits more than six hundred (600) feet in advance of the pipe or conduit placed therein. Dependent upon adverse soil conditions or other circumstances encountered at the time of construction, the Engineer may specify which of the above methods may be used. A pull tape shall be installed in all signal conduits new or existing. The pull tape shall be polyester with a minimum tensile strength of 1250 pounds. At least 2 feet of pull tape shall be doubled back into the conduit at each termination. A #14 Solid Orange THW/THWN shall be installed in all conduits. Spliced and soldered. The pull tape shall be pulled within each signal standard to the Luminaire mast arm and doubled back at least 12 feet at the Luminaire connection to the signal standard. 7-2.05 PULL BOXES. Pull boxes shall conform to the provisions in Section 86-2.06, "Pull Boxes", of the 2010 Standard Specifications and these special provisions. Install Pull Boxes with a minimum of 6 inches of 3% inch gravel beneath it for drainage and a 6 inch by 6 inch concrete collar around perimeter of box. Where pull boxes are placed in existing stamped concrete areas, stamped concrete of like kind shall be replaced to the limits of the removed concrete. Recesses for suspension of ballasts will not be required. Pull boxes installed in an un-improved area exposed to traffic shall be Traffic Rated with a metal lid. Pull Boxes 1730-24 and 1324-24 shall be grouted with a 1" drain hole 7-2.07 GUARANTEE. The Contractor shall furnish a written guarantee to the City on the form attached, guaranteeing all systems, installed under this contract for a period of one (1) year from the date of acceptance of the work. The guarantee, properly executed, shall be filled with the City before notice of completion and final acceptance is made by the City of the work described on the plans and these special provisions. 7-2.08 CONDUCTORS AND WIRING. Conductors and wiring shall conform to the provisions in Section 86-2.08 "Conductors and Cables", and Section 86-2.09, "Wiring", of the 2010 Standard Specifications and these special provisions. Conductors - The Contractor shall use multi -conductor electrical cables for all circuits except lighting, video power and between the service point and controller cabinet. Conductors shall be spliced by the use of "C" shaped compression connectors as shown on the 2010 Standard Plan ES-13A. Splices shall be insulated by "Method B". The optical detector cable (3-M Opticom Model 138 or equal) shall have four conductors of AWG #20 (7X28) standard individually tinned drain wire to provide signal integrity and transient protection. The individually tinned copper, color -coded insulation shall be as follows: a. Orange for delivery of optical detector power (+) b. Negative return wire for optical detector power (-) C. Yellow for optical detector signal #1 d. Blue for optical detector signal #2 The Contractor shall arrange and compensate a qualified Opticom technician to be present at each signal turn on. A representative servicing the Bakersfield area may be contacted at (714) 321-7513. The insulation for all conductors shall be type THW polyvinyl chloride. 7-2.09 TESTING. Testing shall conform to the provisions in Section 86-2.14, "Testing", of the 2010 Standard Specifications and these special provisions. The signals shall not be placed in flashing mode, with signal faces uncovered, prior to Functional Testing. FUNCTIONAL TESTING. All functional testing shall conform to the provisions in Section 86 2.14C "Functional Testing", of the 2010 Standard Specifications and the following paragraphs: Functional test periods are included in the number of working days to complete the project as described in Section 4, "BEGINNING OF WORK, TIME OF COMPLETION AND LIQUIDATED DAMAGES" of these special provisions. The fourth paragraph of Section 86-2.14C "Functional Testing" of the 2010 Standard Specifications shall be amended by adding the following sentence to the end of the paragraph as follows: Turn on of new or modified traffic signals shall be made only after all traffic signal circuits, including signal interconnect circuits, have been thoroughly tested as specified above. 7-2.10 SIGNAL FACES AND SIGNAL HEADS. Signal faces, signal heads and auxiliary equipment, as shown on the plans, and the installation thereof, shall conform to the provisions in Section 86-4.01, "Vehicle Signal Faces", Section 86-4.01 C, "Visors", Section 86-4.01 E, "Backplates", and Section 86-4.04, "Signal Mounting Assemblies", of the 2010 Standard Specifications and these special provisions. All signal faces shall be provided with 12" sections and red, amber, green and respective arrow "LED" module type indications. Tunnel visors shall be installed on all signal heads. 7-2.11A LIGHT EMITTING DIODE SIGNAL MODULES. Light Emitting Diode Signal Modules shall conform to the provisions in Section 86-4.01 D, "Light Emitting Diode Signal Module", of the 2010 Standard Specifications. 7-2.11A.01 CERTIFICATE OF COMPLIANCE. The Contractor shall provide the Engineer a Certificate of Compliance from the manufacturer in accordance with the provisions of Section 6-3.05E, "Certificates of Compliance", of the 2010 Standard Specifications. The certificate shall certify that the LED signal modules comply with the requirements of these specifications. Said certificate shall also certify the LED signal modules conform to the pre -qualified and testing approval of CalTrans and was manufactured in accordance with the CalTrans quality control program. The certificate shall also include a copy of all applicable test reports on the LED signal modules. 7-2.11A.02 MAINTENANCE PERIOD AND REPLACEMENT MODULES. Three extra modules of each size and type that are furnished for this project shall be delivered to the Engineer for use as replacements for modules that may fail. 7-2.11A.03 GUARANTEE. LED signal modules shall be guaranteed by the Contractor by supplying the City with the original manufacturer's warranty after the project is accepted by the Engineer. The warranty duration shall be as outlined under the following warranty section. 7-2.11A.04 WARRANTY. The manufacturer shall provide a written warranty against defects in materials and workmanship for the LED signal modules for a period of 36 months after installation of the modules. Replacement modules shall be provided promptly after receipt of modules that have failed at no cost to the City except cost of shipping of the failed modules. All warranty documentation shall be given to the Engineer prior to installation. 7-2.12 LIGHT EMITTING DIODE PEDESTRIAN SIGNAL FACE (COMBINATION SIGNAL) 7-2.12.1 LIGHT EMITTING DIODE COUNTDOWN PEDESTRIAN SIGNALS Standard: All pedestrian signal heads used at crosswalks where the pedestrian change interval is more than 7 seconds shall include a pedestrian change interval countdown display in order to inform pedestrians of the number of seconds remaining in the pedestrian change interval. Option: Pedestrian signal heads used at crosswalks where the pedestrian change interval is 7 seconds or less may include a pedestrian change interval countdown display in order to inform pedestrians of the number of seconds remaining in the pedestrian change interval. Standard: Where countdown pedestrian signals are used, the countdown shall always be displayed simultaneously with the flashing UPRAISED HAND (symbolizing DONT WALK) signal indication displayed for that crosswalk. Countdown pedestrian signals shall consist of Portland orange numbers that are at least 6 inches in height on a black opaque background. The countdown pedestrian signal shall be located immediately adjacent to the associated UPRAISED HAND (symbolizing DONT WALK) pedestrian signal head indication. The display of the number of remaining seconds shall begin only at the beginning of the pedestrian change interval (flashing UPRAISED HAND). After the countdown displays zero, the display shall remain dark until the beginning of the next countdown. The countdown pedestrian signal shall display the number of seconds remaining until the termination of the pedestrian change interval (flashing UPRAISED HAND). Countdown displays shall not be used during the walk interval or during the red clearance interval of a concurrent vehicular phase. Guidance: If used with a pedestrian signal head that does not have a concurrent vehicular phase, the pedestrian change interval (flashing UPRAISED HAND) should be set to be approximately 4 seconds less than the required pedestrian clearance time (see Section 4.5.06) and an additional clearance interval (during which a steady UPRAISED HAND is displayed) should be provided prior to the start of the conflicting vehicular phase. If the pedestrian change interval is interrupted or shortened as a part of a transition into transition. 1.5.3 Power Factor The LED signal module shall have a power factor of 0.90 or greater. 1.5.4 THD Total harmonic distortion (current and voltage) induced into an. AC power line by an LED signal module shall not exceed 20 percent. 1.5.5 Surge Suppression The signal module onboard circuitry shall include voltage surge protection to withstand high repetition noise transients as stated in Section 2.1.6 of NEMA Standard TS-2, 1992. 1.5.6 The LED circuitry shall prevent perceptible flicker to the unaided eye over the voltage range specified above. 1.5.7 All wiring and terminal blocks shall meet the requirements of Section 13.02 of the ITE Publication: Equipment and Material Standards, Chapter 2 (Vehicle Traffic Control Signal Heads). 1.5.8 Compatibility The modules shall be operationally compatible with currently used controller assemblies (solid state load switches, flashers, and conflict monitors). Review TEES Chapters 3 and 6 for specifications on these devices. 1.5.8.1 When a current of 20 mA AC (or less) is applied to the unit, the voltage read across the two leads shall be 15 VAC or less. 1.5.9 The modules and associated onboard circuitry must meet Class A emission limits referred to in Federal Communications Commission (FCC) Title 47, Subpart B, Section 15 regulations concerning the emission of electronic noise. 1.6 Environmental Requirements 1.6.1 The LED signal module shall be rated for use in the operating temperature range of -400C (-40° F) to +74°C (+1 650F). The modules shall meet all specifications throughout this range. 1.6.2 The LED signal module shall be protected against dust and moisture intrusion per the requirements of NEMA Standard 250-1991 for Type 4 enclosures to protect all internal components. 1.7 Construction 1.7.1 The LED signal module shall be a single self-contained device, not requiring onsite assembly for installation into an existing traffic signal housing. The power supply for the module shall be integral to the unit. 1.7.2 The circuit board and power supply shall be contained inside the module. Circuit boards shall conform to Chapter 1, Section 6 of the "Transportation Electrical Equipment Specifications". 1.7.3 The assembly and manufacturing process for the LED signal assembly shall be designed to assure all internal components are adequately supported to withstand mechanical shock and vibration from high winds and other sources. 1.8 Materials 1.8.1 Material used for the lens and signal module construction shall conform to ASTM specifications for the materials. 1.8.2 Enclosures containing either the power supply or electronic components of the signal module shall be made of UL94VO flame retardant materials. The lens of the signal module is excluded from this requirement. 1.9 Module Identification 1.9.2 The following operating characteristics shall be permanently marked on the back of the module: rated voltage and rated power in Watts and Volt -Ampere. 1.9.3 If a specific mounting orientation is required, each module shall have prominent and permanent marking(s) for correct indexing and orientation within a signal housing. The markings shall consist of an up arrow, or the word 'UP_ or "TOP". 7-2.12A.2 Type A Pedestrian Signal Face (Countdown Pedestrian Signal per MUTCD 4E.07) The following specification requirements apply to the walking person section only. All general specifications apply unless specifically superseded in this section. 2.1 General 2.1.1 Pedestrian signal face modules shall be designed to mount behind or replace the existing face plate of existing Type "A" housing as specified by the requirements in the ITE Publication: Equipment and Material Standards, Chapter 3 (Pedestrian Traffic Control Signal Indications). 2. 1.2 The design of the modules shall require a specific mounting orientation. 2.2 Photometric Requirements 2.2.1 Each module shall provide an average luminous intensity of at least 3,750 candela/m* for "Hand" and 5,300 candela/m* or "Walking Person" symbol throughout the useful life over the operating temperature range. 2.2.2 The uniformity ratio of an illuminated symbol shall not exceed 4 to 1, between the highest luminance area and the lowest luminance area in the module. 2.2.3 The color output of the module shall conform to the requirements of Section 5.3 in the ITE Publication: Equipment and Material Standards, Chapter 3 (Pedestrian Traffic Control Signal indications). 2.2.3.1 "Hand" shall be Portland orange. Not greater than 0.390, nor less than 0.331, nor less than 0.997-x. 2.2.3.2 Walking person shall be lunar white. x: not less than 0.290, nor greater than 0.330 y: not less than 1.5x--0.175, nor greater than 1.5x-0.130 2.3 Physical and Mechanical Requirements 2.3.1 The module shall be designed to be used in the pedestrian signal section as retrofit replacement for existing signal LEDs and shall not require special tools for installation. 2.3.1.1 The module shall fit into existing pedestrian signal section housings built to the PTCSH specifications without modification to the housing. 2.3.2 The height of each symbol on the module shall be not less than 250 mm and the width of each symbol on the module shall not be less than 165 mm. 2.4 Construction The modules shall be a single, self-contained device, not requiring on -site assembly for installation into an existing Type "A" housing. 7-2.12A.3 Quality Assurance 3.1 The modules shall be manufactured in accordance with a manufacturer quality assurance (QA) program. The QA program shall include two types of quality assurance: (1) design quality assurance and (2) production quality assurance. The production quality assurance shall 3.2 QA process and test results documentation shall be kept on file for a minimum period of seven years. 3.3 LED signal module designs not satisfying design qualification testing and the production quality assurance testing performance requirements described below shall not be labeled, advertised, or sold as conforming to this specification. 3.4 Design Qualification Testing 3.4.1 Design Qualification Testing shall be performed by the manufacturer or an independent testing lab hired by the manufacturer on new LED module designs, and when a major design change has been implemented on an existing design. A major design change is defined as a design change (electrical or physical) which changes any of the performance characteristics of the module results in a different circuit configuration for the power supply, or changes the layout of the individual LEDs in the module. 3.4.2 A quantity of two units for each design shall be submitted for Design Qualification Testing. 3.4.2.1 Test Units shall be submitted to Caltrans Laboratory, Electrical Testing Branch, after the manufacturer's testing is complete. 3.4.2.2 Manufacturer's testing data shall be submitted with test units for Caltrans verification of Design Qualification Testing data. 3.4.3 Burn In The sample modules shall be energized for a minimum of 24 hours, at 100 percent on --time duty cycle, at a temperature of +740 C(+165° F), before performing any design qualification testing. 3.4.4 Any failure of the module, which renders the unit non -compliant with the specification after burn in, shall be cause for rejection. 3.4.5 For Design Qualification Testing, all specifications will be measured including, but not limited to: 3.4.5.1 Rated Initial Luminous Intensity, measured over the operating temperature range. 3.4.5.2 Chromaticity (Color), measured over the operating temperature range. 3.4.5.3 Electrical. All specified parameters shall be measured and used for quality comparison of production quality assurance on production modules (rated power, etc.). 3.4.5.4 Equipment Compatibility. Modules shall be tested for compatibility with the controller unit, conflict monitor, and load switch. Each signal module shall be connected to the output of a standard load switch, connected to an AC voltage supply between the values of 95 and 135 VAC, with the input to the load switch in the "off' position. The AC voltage developed across each LED signal module so connected shall not exceed 10 V rms as the input AC voltage is varied from 95 V rms to 135 V rms. 3.4.5.5 Mechanical vibration testing shall be as per MIL-STD-883 Test Method 2007, using 3 four minute cycles along each x, y, and z axis at a force of 2.5 Gs, with a frequency sweep from 2HZ to 120 HZ. The loosening of the lens, or of any internal components, or other physical damage shall be cause for rejection. 3.4.5.6 Temperature cycling shall be performed as per MIL-STD-883, test method 1010. The temperature range shall be per 'Environmental Requirements". A minimum of 20 cycles shall be performed with a 30 minute transfer time between temperature extremes and a 30 minute dwell time at each temperature.
