CALL TO ORDER Chairman Smith called the meeting to order at 12:00 p.m. 2. ROLL CALL Present: Chairman Smith, Member Freeman Absent: Member Parlier 3. PUBLIC STATEMENTS - None 4. MINUTES A. Approval of the Minutes of the Regular Meeting of November 10, 2021. Motion by Member Freeman to approve the Minutes of November 10, 2021. APPROVED with Member Parlier absent. 5. KERN RIVER LEVEE DISTRICT - None 6. REPORTS A. Kern River & Isabella Reservoir Operations Report Miguel Chavez, Hydrographic Supervisor, gave an overview of the current Kern River operations and snow conditions for the Kern Basin. Referring to several graphs which showed regulated outflow, natural inflow, and Isabella storage, Mr. Chavez stated that October started with all indicators well below average. Current inflow to Isabella Lake is 182 cubic feet per second (cfs), outflow from Isabella Lake is 155 cfs, and storage is at 49,639 acre feet. The City's operation is normal for this time of year and will make Bakersfield, California, December 8, 2021 — Page 2 deliveries to two treatment plants as well as contractual obligations to Kern County amenities such as Lake Ming and Hart Park. In January there is opportunity to also deliver water to the Henry C. Garnett Treatment Plant for a treated water supply. Currently, there is a half inch of snow water content across the basin. Average for this time of year is four and a half inches. Current forecasted storm systems show some potential snow in the upcoming days and week. Board information only, no action taken. 7. NEW BUSINESS A. Agreement for a Dry Year Water Supply Between Kern County Water Agency Improvement District No. 4 and the City of Bakersfield Art Chianello, Water Resources Manager, explained the Dry Year Supply Water Agreement between the City of Bakersfield and Kern County Water Agency Improvement District No. 4 is a provision to put into place for 2022. One of the potable sources for drinking water for the City of Bakersfield service area is the Henry C. Garnett Treatment Plant operated by the Kern County Water Agency and their water supply is from the State Water Project (SWP). Currently the first forecast for the State Water Project is zero percent (0%0) supply of surface water. The new Agreement to pump a dry year supply will provide for some state water to be pumped from the ground and be treated at the Henry C. Garnett Treatment Plant. In addition, a letter agreement is in place for 2022 to allow for City's Kern River supply, non-ID4 water, to be delivered and treated at the water treatment plan. Both options are available and may be used in 2022 to provide potable water to residences and businesses within the City's Domestic Water Service Area. Motion by Member Freeman to refer agreement to City Council for approval. APPROVED with Member Parlier absent 8. WATER BOARD STATEMENTS Member Freeman asked for confirmation of drought restrictions and when watering days are to go into place, December 14, 2021. Discussion with staff about water waste fines to residents and businesses, to which staff explained the first response is education and outreach. Mr. Chianello announced John Ryan, Water Resources Superintendent, retirement on December 15, 2021. Mr. Chianello commended and thanked John for 37.314 years of service all with the City of Bakersfield Water Resources Department. 9. CLOSED SESSION - None 10. BACKGROUND: The City of Bakersfield's domestic water system has one of the lowest monthly water rates in urban Bakersfield. Operation and maintenance costs and the implementation of Capital Improvement Projects has resulted in increased annual costs to the domestic water budget. The report to the Water Board includes annual costs as well as a proposed rate increase for 2022/23. The water rate increase process will include notification to residential and commercial water users of a proposed rate increase and a Public Hearing as required by Proposition 218. A Resolution for the rate increase will be presented to City Council for adoption.
