It’s an eight- day dining extravaganza giving local restaurants the chance to show-off some of their most popular, delicious, and award-winning dishes. And any customers who sign up for the Visit Bakersfield Mobile Pass (no download necessary!) can get easy access to Bakersfield Restaurant Week-exclusive menu items, plus the opportunity to participate in our check-in challenge where they could win a daily prize, or the grand prize of a $250 Visa Gift Card and a Visit Bakersfield “swag bag.”  The City’s Development Services Department is moving forward with developing its General Plan Update titled Bakersfield 2045: RISE (Resilience- Innovation-Sustainability-Excellence). This week we launched a new website that will serve as the hub of this process, including asking for input from the public. For those who don’t know, in short, the General Plan guides the development of a community and is used by the City Council and Planning Commission to make land-use decisions. The new website includes lots of information on what the General Plan does and how it affects the public, as well as calendars for upcoming public General Information March 11, 2022 Page 2 workshops and meetings and important milestones in the process. The public can also provide feedback directly through the site and even sign up for email updates!  The Recreation & Parks Department’s $4 million Playground Rehab Project continues to make great strides in a short period of time. The playgrounds at Jastro Park ($302,500), University Park ($412,500; pictured below) and Grissom Park ($302,500) are now complete! Since kicking off in October, crews have updated playground equipment and areas at five City-maintained parks, and we have two others either currently underway (Quailwood Park) or getting ready to break ground soon (Patriots Park). This project includes replacing outdated playground equipment at 12 different parks in all seven City Wards. The project and its scope are only possible thanks to the Public Safety & Vital Services Measure (also known as Measure N). We are very happy to be able to reinvest that money back into projects like this one that the public has been asking for. You can also check out a video of these updates on the City’s Instagram account.  The City’s Solid Waste Division is hosting a pair of pop-up trash drop-off events on Saturday, March 12 in at the Bakersfield Municipal Airport (2000 S. Union Avenue) and at Riverlakes Ranch Community Center (3825 Riverlakes Drive). The February pop-up events collected more than 30,000 pounds of trash and recycling items. These events are part of Bakersfield’s Clean City Initiative and are only possible thanks to funding from the Public Safety & Vital Services (PSVS) Measure, also known as Measure N.  The City of Bakersfield's Animal Care Center provided more than 300 vaccines to nearly 200 pets at its monthly low-cost drive-thru pet vaccination and licensing clinic over the weekend. The event saw 185 animals come through for vaccines and licenses at the clinic held at University Park on Saturday, March 5. Staff gave 323 total General Information March 11, 2022 Page 3 vaccines to those pets, and owners paid for 109 total licenses. Microchips were also available for free to any animals that also received a license during the event. The CBACC hosts these events once a month (except when hot summer weather makes it unsafe). The next scheduled clinic is set for Saturday, April 2 from 9 a.m. to noon at Beale Park (500 Oleander Avenue). The full 2022 schedule is available on the City’s website.  The Clerk’s Office is accepting applications for three future vacancies on the City Planning Commission. Terms are expiring on April 30 for the Commissioners from Wards 2 and 4, with a third seat opening up for Ward 1 in the near future. Applications are available at the City Clerk’s Office at City Hall North (1600 Truxtun Avenue) and online. They must be returned to the Clerk’s Office by 5 p.m. on Friday, April 8.  The City Clerk’s Office is accepting applications to fill vacancies on the Bakersfield Youth Commission: • Ward 1: regular and alternate appointments • Ward 6: regular and alternate appointments • Ward 7: regular and alternate appointments Applicants must be City residents, current high school students at the time of appointment, and maintain as close to a 3.0 grade point average as possible. Anyone interested in applying for these openings can do so at the City Clerk’s Office at City Hall North (1600 Truxtun Avenue) or by downloading an application from the City’s website here. All applications must be returned to the Clerk’s Office. Traffic Advisories  Chester Ave reduced to one lane each direction at Richland Street South Chester Avenue has been reduced to one lane of traffic in each direction starting Wednesday, March 9 as crews complete a sewer lining project in the area. Lanes will be reduced on S. Chester Avenue on the northbound side just before Loustalot Lane and on the southbound side just before Brundage Lane. The Chester Avenue intersection will be closed for eastbound traffic on Richland Street. Vehicles exiting Highway 58 will need to turn right at Chester toward Brundage Lane. The current traffic control will remain until the completion of the project estimated through Wednesday, March 16. The City thanks the public for its patience and understanding during the completion of these improvements. Proposed Charter Amendment(s) for the November 2022 General Election (All Wards) At the March 2, 2022 City Council meeting, the City Attorney presented a PowerPoint to the City Council outlining changes to the current language of the City Charter concerning the selection of the Police and Fire Chiefs, as well as other miscellaneous clean- up options. Based on Council’s feedback, the City Attorney prepared a proposed ballot measure for Council consideration. Item 3b. Safety Improvements to State Route 204/Union Avenue (Wards 1, 2 & 3) At the request of Council, a representative from the California Department of Transportation (Caltrans) District 6 will provide a presentation on plans for safety improvements along State Route 204/Union Avenue. CLOSED SESSION Items 4. Various Items (All Wards) REGULAR MEETING – 5:15 p.m. CONSENT CALENDAR - AGREEMENTS Item 7o. Economic Opportunity Area Grant (Ward 2) The City of Bakersfield’s Economic Opportunity Area (EOA) Incentive Program provides financial assistance, such as grants and development assistance, for a business within an EOA or a business planning to open or expand within an EOA. The EOA Incentive Program was created to encourage the redevelopment of a vacant property or buildings with grants for site and building improvements, business expansion or moving costs, development fees, or costs of required public improvement projects. EOA Incentive Program include grants for facade improvements, non-structural site enhancements and exterior tenant improvements that increase property value and aesthetics; as well as for business expansion and job creation. The City has received an application from Oleta Lynn Collins in the amount of $99,999 for their location at 407 E 19th Street within the Old Town Kern EOA. The applicant purchased the property to occupy and operate a design studio that services weddings, special events, and memorials, among others. Mrs. Collins is requesting EOA funding for site improvements to cover the costs associated with constructing ADA accessible bathrooms, constructing an ADA accessible entry ramp, replacing broken windows, leveling sidewalk, and adding an exterior fence; all which are eligible costs within the EOA Program Guidelines. Item 7q. Homeless Management Information System (All Wards) On June 29, 2020, the State of California established the Homeless Housing, Assistance, and Prevention Program Round 2 (HHAP-2). Usage of the funds are conducted in a collaborative effort between the City, County of Kern and the Bakersfield Kern Regional Homeless Collaborative. The three entities wish to support homeless data collection efforts by financing the Homeless Management Information System (HMIS) - a local information technology system used to collect client-level data and data on the provision of housing and services to homeless individuals and families and persons at risk of homelessness and provides data for federal and state mandated reporting. The system, managed locally by the Kern County Behavioral Health and Recovery Services Department, is used across the Continuum of Care and is mandated for Housing and Urban Development-funded programs and State of California funding for homeless services. Staff recommend a City of Bakersfield’s HHAP-2 award for HMIS in the amount of $77,190.15. HEARINGS Item 9a. Public Hearing Regarding Redistricting Ward Boundaries (All Wards) Under the Bakersfield City Charter Chapter 11.1 and pursuant to the California Elections Code, following each decennial federal census, and using that census as a basis, the City Council is required to adjust the City Council ward boundaries so that the council wards are nearly equal in population. The Bakersfield City Council will be hosting its fifth public hearing and first reading of an ordinance amending Chapter 1.12 revising the boundaries of City Council Wards 1 through 7. This hearing has been noticed to begin at 6:00 p.m. The public hearing is an opportunity to receive comments from the City Council and the public regarding the ward redistricting process and draft map. Public comments regarding the ward redistricting process can be submitted at any time outside of a public hearing setting by any of the means available on the City’s redistricting website: https://www.bakersfieldcity.us/819/Ward-Redistricting including by e-mail, online survey, mail, phone, or appointment. REPORTS Item 10a. Public Safety Update (All Wards) At the City Council’s request, Bakersfield Police Chief Gregg Terry will give a presentation and update on Public Safety within the City of Bakersfield. Bakersfield Fire Chief John Frando will give an update of fire statistics within the City of Bakersfield. District Attorney Cynthia Zimmer will discuss what the District Attorney's Office is doing to reduce violent crimes and keep the public informed on legislative changes that affect public safety. PROJECT STATUS Centennial Corridor Phase 3 – Bakersfield Freeway Connector Contractor: Security Paving Company Project Manager: Luis Topete Status: 81% complete; anticipated completion: Fall 2022 This phase of Centennial Corridor consists, in general, of improvements along WB SR 58 and SB SR 99. The improvements include an additional auxiliary lane on WB SR 58, realigning the WB SR 58 to SB SR 99 connector loop ramp, constructing a branch connector for SR 58 to SR 99 and constructing a collector distributor along SB SR 99 for the Ming Ave off ramps. • Continued work on the WB SR 58 to SB SR 99 connector roadway • Continued work on the retaining walls beneath Ming Avenue OC and SR 58/ SR 99 Grade Separation. • Completion of the WB SR 58 to SB SR 99 tunnel Centennial Corridor Phase 4 – Mainline Contractor: Security Paving Company Project Manager: Luis Topete Status: 64% complete; anticipated completion: Early 2023 This phase of Centennial Corridor extends SR 58 from the current terminus as a freeway at SR 99 westerly to Westside Parkway freeway. At the SR 58/SR 99 interchange, the project adds a collector distributor on NB SR 99 and new NB to WB connector. The project also includes realignments and new cul-de-sacs at various local roads, widening and realignment of Chester Ave at SR 58, and construction of a traffic March 2022 TRIP Status Report TRIP Status Report March 2022 Page 2 signal at the WB SR 58 ramps/Brundage Lane intersection which is part of the SR 58/ Cottonwood interchange. • Continued installation of falsework at Frame 1 and began installation of Frame 2 for the NB SR 99 to WB SR 58 connector bridge • Began installation of falsework at the Marella Way OC • Began installation of stem, soffit, and steel for the WB portion of the Stockdale Highway UC bridge • Recommenced earthworks import between Truxtun Avenue and Commerce Drive • Completion of all concrete travel way between Commerce Drive and Ford Avenue Rosedale Highway Widening Project Contractor: Granite Construction Company Project Manager: Ravi Pudipeddi Status: 8% completed; anticipated completion: Summer 2022 This project widens Rosedale Highway from Calloway Drive to Verdugo Lane from 2 lanes to 3 lanes in each direction. The project involves reconstructing the existing median to accommodate the additional lane in each direction. It will also include construction of sidewalks in the east-bound and west-bound directions and installation of curb and gutter where it does not exist in the westbound direction. The project will include right turn pockets to Verdugo Lane and Calloway Drive. The project length is 0.50 miles long. • Began placement of new driveways east of the Rosedale Village Plaza. • Completed placement of roughly 70% of the new median and colored stamped concrete. UPCOMING PROJECTS Hageman Road Multi-Use Path Contractor: TBD Project Manager: Ravi Pudipeddi Status: Design 100% Complete This project consists of a new 0.40 mile long two directional 10 feet wide Class I bike path with 2’ wide shoulders on each side. The bike path will begin at the east side of Standard Street cul-de-sac and run east along the south side of the SR 99 and SR 204 connector up until the east side of the SR 99. The bike path continues east along the SR 204 off-ramp to Buck Owens Blvd and ends at Buck Owens Blvd. The bike path will have an all-weather paved surface allowing for two-way bicycle and pedestrian movement. • The City has received authorization for Federal Funds for construction. • Responsibility Statement and Questionnaire (RSQs) are due March 14, 2022 by 4:00 p.m. • Project will be advertised March 23, 2022, • Bid opening is anticipated for April 14, 2022 TRIP Status Report March 2022 Page 3 Top Left: Dirt compaction for median along Rosedale Highway. PROJECT PHOTOS Recreation & Parks - RRT Weekly Report For the week of 2/27/2022-3/05/2022 City Council and/or Public Requests • None City Source Requests • None Projects Completed by RRT 1. San Miguel Commemorative Grove (Brush Clean-Up) • The RRT continued the brush removal project in preparation for the scheduled annual marathon event. Debris was taken to Bena Landfill (total weight 14,580 lbs.) and to the Green Waste Facility (total weight 36,880 lbs.). 2. Siemon Park (Picnic Table Removal and Replacement) • The RRT removed existing metal picnic tables at a small picnic area and replaced with concrete tables which were relocated from Jefferson Park. 3. Jefferson Park (Playground Equipment Repair) • The RRT secured and temporarily closed of a slide due to vandalism, until a replacement slide is ordered and delivered. 4. Bike Trail @ Manor Street (Weed Removal) • The RRT removed weeds adjacent to the bike trail east of Manor St., in preparation for the scheduled annual marathon event. 5. MLK Park (Encampment Clean-Up) • The RRT assisted Code Enforcement with trash removal from homeless encampments set up at the northwest corner of the park. • 3 sites were addressed. • Trash loads were placed inside the rear loader truck for disposal, which was provided by Code Enforcement. Miscellaneous: 1. Saunders Park (ADA Improvements) • The RRT modified existing irrigation adjacent to the picnic reservation areas as part of the ADA improvement project. 2. Saunders Park (Encampment Clean-Up) • The RRT assisted Code Enforcement with trash removal from homeless encampments set up at the northwest corner of the park. • Trash load was taken to the Corp. Yard roll-off trash bin for disposal. 3. Yokuts Park Parking Lot (Weed Removal) • The RRT removed weeds, trash and debris around the parking lot in front of Yokuts Park in preparation for the scheduled annual marathon event. 4. Saunders park (Women’s Restroom Gate Repair – Vandalism) • The RRT repaired the hinge on the women’s restroom security gate, due to vandalism. 5. Yokuts Park (New BPD Obstacle Training Course) • The RRT began construction of the new BPD training course. Fabrication of obstacles is underway along with installation of concrete ground markers. 6. Jastro Park (Horshoe Pit Repair) • The RRT replaced the existing damaged wood backboards with new ones, in addition to painting the new boards. Ongoing Projects 1. Greystone Park (Trash Enclosure Modification) • The RRT will schedule fabrication and installation of a new cover on the existing trash enclosure. 2.Yokuts Park (BPD Training Course Project) • The RRT will continue work on the BPD training course project on the work week of 3/6/2022 through 3/12/2022. 3. Jastro Park (Horseshoe Pit Repair) • The RRT will complete the installation of the backboard rubber mat at the horseshoe pit on 3/9/2022.
