A RESOLUTION DETERMINING THAT THE
PURCHASE OF A FIRE STATION ALERTING
SYSTEM CANNOT BE REASONABLY OBTAINED
THROUGH USUAL BIDDING PROCEDURES
AND AUTHORIZING THE FINANACE DIRECTOR
TO DISPENSE WITH BIDDING THEREFOR, NOT
TO EXCEED $330,000.
WHEREAS, the Fire Department desires to respond to emergency situations
with minimal delay; and
WHEREAS, the Fire Department shares the Emergency Communications
Center with the County of Kern; and
WHEREAS, in 2021, the County of Kern upgraded their Computer Aided
Dispatch (CAD) system at the Emergency Communications Center to
RadioMobile; and
WHEREAS, CITY needs to upgrade all Fire Stations with RadioMobile to stay
integrated with the County of Kern; and
WHEREAS, the Fire Department has extensively evaluated available fire
stations alerting systems and has determined that the RadioMobile fire alerting
system is the only available system with the features needed to be fully
compatible with systems utilized by the County of Kern Emergency Dispatch
Center; and
WHEREAS, the Finance Director has determined, and has recommended
that this Council find, that said fire station alerting system can only be reasonably
obtained from one vendor because of the restricted availability of said system
and the need to successfully integrate such system into the existing County
emergency dispatch system and has recommended that this Council authorized
dispensing with bidding therefor in accordance with subsection D.2. of Section
3.20.060 of the Bakersfield Municipal Code Section.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield
as follows:
1. The above recitals are true and correct and are incorporated herein
by reference.

2. Said Fire Station Alerting System can only be reasonably obtained
from one vendor (RadioMobile Inc.) because of restricted availability of said
system and the need to successfully integrate this system into the existing County
system.
3. The Finance Director or his designee is authorized to dispense with
bidding in accordance with section 3.20.060(D) (2) of the Bakersfield Municipal
Code and to negotiate the purchase of same, in an amount not to exceed
$330,000.
