Special Meeting 4:00 p.m.
Present: Mayor Goh, Vice Mayor Weir, Councilmembers Arias,
Gonzales, Smith, Freeman, Gray
Absent: Councilmember Parlier

A staff memorandum was provided transmitting emailed correspondence
regarding items not listed on the agenda from Michael Brooks, Peter
Friedman, Chris Johnson, Hunter Johnson, Hayden McDaniel, Brett Nellis, Sean
Phillips, Brandon Thomas, and Jared Williams.
3. REPORTS
a. Report by California Water Service regarding status of
proposed rate increase.
Staff recommends receive and file report.
PowerPoint presentation provided by Kevin McCusker,
Manager of Community Affairs at California Water Service,
and Tammy Johnson, District Manager at California Water
Service Company. Written materials provided.
Motion by Vice Mayor Weir to receive and file report. Motion
passes with Councilmember Parlier absent.

4. CLOSED SESSION
a. Conference with Legal Counsel — Existing Litigation; Closed
session pursuant to Government Code Section 5 4956.9(d) (1)
regarding Gilberto Fajardo v. City of Bakersfield, et al. USDC Eastern
District Case No. 1:16-CV-00699-DAD-JLT (one matter)
Motion by Vice Mayor Weir to move to closed session.
Adjourned to closed session at 4:54 p.m.
Meeting reconvened at 5:18 p.m.
5. CLOSED SESSION ACTION
a. Conference with Legal Counsel — Existing Litigation; Closed
session pursuant to Government Code Section 5 4956.9(d) (1) regarding
Gilberto Fajardo v. City of Bakersfield, et al. USDC Eastern
District Case No. 1: 1 6-CV-00699-DAD-JLT (one matter)
By a vote of 6-0, City Attorney was given direction with
Councilmember Parlier absent.

f. Agreement with George Hills Company, Inc. (not to exceed $1,800,000
for a five-year term, starting April 1, 2022), to adjust liability claims and
perform property damage subrogation services for the City of
Bakersfield.

g. Amendment No. 1 to Agreement No. 2021-039 (extend time of
completion and contract term) with ECONorthwest to prepare
deliverables and activities for the CITY's Affordable Housing Strategy to
extend the performance period.

Annual Subscriptions for the Technology Services Department.
Miscellaneous:
n. Appropriate $45,000 inspection fee revenue to the Public Works
Department operating budget within the Development Services Fund
for inspection of fiber optic cable installation by Verizon/MCI.

City Clerk Drimakis stated a staff memorandum was received
transmitting the minutes from the February 2, 2022, meeting.
Vice Mayor Weir moved to adopt Consent Calendar Items 7.a.
through 7.n. Motion passed with Councilmember Parlier absent.
8. CONSENT CALENDAR PUBLIC HEARINGS
Staff recommends conducting Consent Calendar Public Hearing and
approval of items.
None.
Mayor Goh recessed the meeting at 5:38 p.m. until the public hearing
notice time of 6 p.m.
City Clerk Drimakis announced a Spanish speaking interpreter was
available.
The meeting was called back to order at 6 p.m.

9. HEARINGS
Staff recommends Council comment and to provide staff direction.
a. Third Public Hearing regarding redistricting ward boundaries. Will be
heard at 6 p.m. pursuant to California Elections code Section 21628(c)
Assistant to City Manager Brianna Carrier made a staff presentation
and provided a PowerPoint presentation.
City Clerk Drimakis stated a staff memorandum had been provided
transmitting correspondence and submitted maps.
Hearing Item 9.a. was opened at 6 p.m.
Public Map Submission
Lori Pesante Kern Equitable Maps Coalition (provided written materials),
and Eliana Honeycutt.
Harveen Kaur, Sara Jhanjar, Manmeet Kaur, Jasmine Kaur, Mavpreet
Kaur, Inderpal Singh spoke in favor of the map submitted by Jakara
Movement.
Heather Pennella, Jason Sperber, Lonnie McConnel, Daisy Torrez,
Helen Kotowske, Jennifer Clayton, Maritza Cipriani, and Carlos Bello,
spoke on communities of interest.
Hearing closed at 6:52 PM.
Councilmembers discussed public comments and proposed changes
made during open hearings.
City Manager Clegg gave a summary of requested redistricting
changes to bring to the next council meeting.

13. COUNCIL AND MAYOR STATEMENTS
Councilmember Gray made an announcement regarding two senate bills, one that
will allow children 12 and over to be vaccinated without parental consent, and one
that removes exceptions for not getting vaccinated. Fruitvale School District is
fighting mandated vaccinations.
Councilmember Gray requested staff author a letter of opposition for SB 871, COVID-
19 vaccination mandate for enrollment in schools and childcare settings for Council
consideration at the March 2, 2022, Council meeting.
Councilmember Arias announced a job fair to be held on Saturday,
March 12, from 9 a.m. to 1 p.m. at Martin Luther King Park. This will be the first job fair
since the Covid outbreak.
Councilmember Parlier thanked Public Works and Solid Waste for bulk waste
pickup.
Mayor Goh presented a certificate to Jacquie Sullivan regarding National
Motto, In God We Trust.
