Notable Items
The City is getting ready to start a $1.1 million project to create a new 2.5-mile-long
multi-use trail at the Stockdale River Ranch community in southwest Bakersfield. A
groundbreaking ceremony was held on Monday, March 21 for the project with Mayor
Karen Goh, Councilmember Bob Smith (Ward 4), Public Works Deputy Director Stu
Patteson, Bolthouse Properties Vice President of Development Bruce Davis and others
attending to take part in a ceremonial shovel-turn.
The trail will include pedestrian, cyclist and e-bike access, as well as a 100-foot-long,
12-foot-wide steel truss bridge over the Cross Valley Canal. The entire project will be
paid for through federal Congestion Mitigation and Air Quality Improvement Program
grant funds (88.53%) and local Gas Tax and Utilities Surcharge funds (11.47%).
Construction is expected to start the first week of April and is expected to be
completed by July 2022.

The City thanks Bolthouse Properties, Balfanz Homes, contractor Granite Construction
Company and the Kern County Water Agency for their partnerships on this project.
Development Services and our consultant held two public
feedback workshops for the 2045 General Plan Update this week.
The first was held at the Community House at Mill Creek
Park on Tuesday, March 22; the second at Silver Creek
Community Center on Wednesday, March 23. The
General Plan is the overall
blueprint for community growth,
housing, transportation, and
quality of life and these
workshops served as a sort of kick-
off to the process, introducing the public to the update process. Staff was on-hand to
answer questions and receive feedback.
A virtual intro workshop is also planned for April 14 on Zoom. Spanish translation
services will be available. The meeting details can be found on our General Plan
Update website, www.bakersfield2045.com, as well as other background information
and ways to sign up for updates or provide feedback directly to the City.
The City’s Water Resources Department asks that customers on the City’s Domestic
Water System continue their impressive conservation efforts as the drought conditions
continue to persist. As recently reported by Water Resources, our customers have
done a great job saving water since November, using an average of 16% less water
through February compared to the same period a year ago. That’s more than

Governor Newsom’s ask of 15% water use reduction made in December.
The City Councilmembers
who sit on the Safe Neighborhoods Committee
took a special tour of the City’s and County’s Communications Centers this week. Councilmembers Eric
Arias (Ward 1, right), Andrae Gonzales (Ward 2) and Chris
Parlier (Ward 7, below) got first-hand looks at the
facilities and equipment and
met with staff and many of
the dispatchers working there to learn about their jobs and the challenges they may
face in performing their critical work. The Police Department’s Communications
Center – housed at Bakersfield Police Headquarters on Truxtun – is where most of the
911 calls are initially routed to, before being redirected to other first responder
departments and agencies. The City’s Fire Department dispatchers share the
County’s Communications Center on Panorama Drive in a collaborative
partnership, routing other emergency responders from there. The Committee
was split into two groups to avoid any potential Brown Act concerns.
Mira Monte High School hosted a 24-team softball tournament March 17 – 19 at Mesa Marin Sports Complex. This was the first time the tournament had been held in three
years due to a rain cancelation and the COVID-19 pandemic. Recreation & Parks
reports this was the strongest showing for an event this year so far and they are excited
for what is to come this spring!
The at-large seat on the Public Safety & Vital Services Citizens Oversight Committee is
now open and the Clerk’s Office is currently accepting applications for candidates

to fill the seat. The appointee will complete the term that runs through Feb. 6, 2025.
Applications are available on the City’s website and at the City Clerk’s Office at City Hall North (1600 Truxtun Ave.) and must be returned to the Clerk’s Office by 5 p.m.
Wednesday, March 30.
The Clerk’s Office is accepting applications for three future vacancies on the City Planning Commission. Terms are expiring on April 30 for the Commissioners from Wards
2 and 4, with a third seat opening up for Ward 1 in the near future.
Applications are available at the City Clerk’s Office at City Hall North (1600 Truxtun Avenue) and online. They must be returned to the Clerk’s Office by 5 p.m. on Friday,
April 8.
The City Clerk’s Office is accepting applications to fill vacancies on the Bakersfield
Youth Commission:
• Ward 1: regular and alternate appointments
• Ward 6: regular and alternate appointments
• Ward 7: regular and alternate appointments
Applicants must be City residents, current high school students at the time of
appointment, and maintain as close to a 3.0 grade point average as possible.
Anyone interested in applying for these openings can do so at the City Clerk’s Office
at City Hall North (1600 Truxtun Avenue) or by downloading an application from the
City’s website here. All applications must be returned to the Clerk’s Office.
Spectrum Pacific West, LLC announced on March 7, 2022 that NBC Universal Media,
LLC on behalf of International Media Distribution, LLC would cease distribution of CR1
Russia, effective March 3, 2022 at 12 a.m. ET. Additionally, Spectrum further notified
that in light of the extraordinary circumstances in Ukraine, effective March 4, 2022 at
12 a.m. ET, Spectrum dropped Russian-controlled and -programmed networks NTV America, RTR Planet, Rossiya-24 and CTC.
As a result of these noticed drops, Spectrum is making its customers aware that
effective March 29, 2022, Spectrum is temporarily reducing the Russian International Video package/a la carte pricing due to temporary channel unavailability.
Accordingly, customer pricing will change as follows:

STOCKDALE RIVER RANCH MULTI-USE TRAIL
FACT SHEET
Project construction start: First week of April 2022.
Expected project completion: July 2022.
Total project funding: $1,119,940 in federal Congestion Mitigation and Air
Quality Improvement Program funds (88.53%) and local Gas Tax and
Utilities Surcharge funds (11.47%).
Contractor: Granite Construction Company.
Project details:
o Construction of a 2.5-mile-long (13,100 feet) paved multi-use
pathway, providing access between the Stockdale River Ranch
housing development and the existing Kern River Bike Path.
o Uses will include pedestrians, cyclists and e-bike riders.
o Also includes upgrading existing dirt and gravel service roads
located along a levee system within the City’s 2,800-acre recharge
facility to a paved multi-use pathway.
o Construction of a 100-foot-long, 12-foot-wide steel truss bridge
over the Cross Valley Canal.

• Kern River Parkway - Homeless Encampment Clean-Up
Projects Completed by RRT
1. Beale Park (Drinking Fountain Repair)
• The RRT completed installation of the drain line and water supply line for the new
drinking fountain.
• A new drinking fountain will need to be ordered and installed when it arrives.
2. Mill Creek @ California Avenue (Picnic Table Removal)
• The RRT removed two damaged picnic tables and trash receptacle located on
the east side of the Mill Creek north of California Ave.
• New benches will be ordered and installed upon arrival.
3. Jefferson Park (Storage Room Door Repair – Vandalism)
• The RRT repaired and secured two storage room doors due to vandalism.
4. Bike Trail (Weed Removal & Clean-Up)
• 3/14/2022 through 3/19/2022- The RRT continued to remove weeds and debris
along the bike trail from Mohawk St. to the CSUB parking lot, in preparation for
the annual marathon event scheduled for March 27, 2022.
5. Kern River Parkway @ Truxtun Avenue (Irrigation Repairs)
• The RRT repaired two malfunctioning irrigation valves.
6. Kern River (Encampment Clean-Up)
• 3/18/2022 through 3/19/2022- The RRT assisted Code Enforcement with trash
removal from homeless encampments set up along the Kern Riverbank,
between Chester Ave. and Golden State Hwy.
• 15 sites were addressed.
• Trash loads were placed inside roll-off bins for disposal, provided by Code
Enforcement.
7. Manor Street @ Denise Ave (Median Weed Removal)
• The RRT removed weeds in the center median on Manor St. north and south of
Denise Ave., in preparation for the scheduled annual marathon event.
Miscellaneous:
1. City Hall North (Office Furniture Relocation)
• The RRT was removed and relocated office furniture from City Hall North 3rd floor
to the MLK Center.
2. San Miguel Grove (Parking Lot Guard Rail Barrier Repair – Vandalism)
• The RRT secured the nuts and bolts on the new parking lot rails, to prevent theft
and from being removed. The bolts have been attempted to be taken off.
3. Kaiser Permanente Stadium (Mobile Restroom Repair)
• The RRT replaced the damaged sewer line hose to the ADA portable restroom
trailer.
4. The Park at Riverwalk (Mobile Restroom Delivery & Set-up)
• The RRT transported and set-up three portable restroom trailers for a scheduled event at the Dignity Health Amphitheater. The RRT returned the portable
restroom trailers after the event as well.
5. Lowell Shop (BPD Training Course)
• The RRT continued fabrication of obstacles for the new BPD training courst.
Ongoing Projects
1. Greystone Park (Trash Enclosure Modification)
• The RRT will schedule fabrication and installation of a new cover on the existing trash enclosure.
2. Yokuts Park (BPD Training Course Project)
• The RRT will continue work on the BPD training course project on the work week
of 3/23/2022 through 3/26/2022.
3. Kern River (Homeless Encampment Clean-Up)
• The RRT will continue to assist Code Enforcement with clearing out the homeless encampments along the Kern riverbank, on 3/22/2022.
