We are proud to bring yet another
innovative, forward-thinking project to the
City’s residents with the announcement this
week of a new partnership with Spin to bring a bike-share program to Bakersfield. The
program will officially launch on Monday,
April 4, with Spin bringing more than 100 e-
bikes to our streets as part of a two-year
agreement. The City will provide more than
$700,000 in funding for operations and
maintenance costs, money that will come
from a state Active Transportation Program
(ATP) grant.
The program also includes a Spin Access
Program offering a 50% discount for all rides
for low-income residents and students.
We’re very excited to make this new transportation option available to our residents and visitors!
The City and Kern Community College District – specifically Bakersfield College – are
receiving a Communities Local Energy Action Program (LEAP) grant from the U.S. Department of Energy. I was part of the announcement made with KCCD this week.
Kern and Bakersfield have historically been leaders in the energy industry, and we plan to carry that forward into the future through innovation and evolution. This is a
priority of our economic, workforce and regional development strategies.
This grant will bring world-class expertise to support our economic development efforts by creating enhanced economic opportunities to our residents. The announcement

came the same day as the County announcing a LEAP-supported project to create
a carbon capturing commercial business park.
The City and County were among only 22 municipalities across the nation to be selected for this LEAP assistance. We are proud to be at the forefront of developing
new and versatile energy projects that we hope will fuel our community as we move into the future.
This month’s low-cost drive-thru pet vaccine and licensing clinic hosted by Animal
Control Field Services will be held Saturday, April 2 from 9 a.m. to noon at Beale Park (500 Oleander Avenue). Pet owners are asked to wear a mask and take their dogs
out of the vehicle so staff can safely vaccinate them. Dogs must remain on a leash during the clinic. Dogs can also be microchipped free of charge with the purchase
of a license.
The Recreation & Parks Department has several events coming up soon:
• Movie in the Park returns next week on Friday, April 8 at Jastro Park (2900
Truxtun Avenue). The movie will be “Encanto” and will start after sunset.
• Two spring break camps will be held starting April 11. The first is a
S.T.E.A.M. camp at Dr. Martin Luther King, Jr. Community Center (1000 S.
Owens Street) for 10- to 13-year-olds. The deadline to register is April 7.
Anyone interested in registering or looking for more information should
call 661-322-9874. And the Silver Creek Community Center is hosting a
camp for kids aged 6 to 11. The registration deadline is April 11. Call 661-
665-8033 for more information.
• The Spring Youth Basketball camp tips off on April 11 with camps also
held on April 13 and 14. It’s only $5 for lessons at the MLK Community
Center. Space is limited and registration is available online. For more

• The MLK Community Center is also hosting its Spring Eggstravaganza on
Friday, April 15 from 2 to 5 p.m. Vendors can reserve tables now by
calling 661-322-9874 as space will be limited.

Community Center doesn’t just have events and programs for
kids. Check out the work the weekly quilting class that
meets there recently completed!
The McMurtrey Aquatic Center pools will be unavailable to the public from May 2 through June
3 as a contractor completes
repairs to the concrete pool deck. Recreation & Parks expects the pool to re-open to
the public on June 6. We appreciate the public’s understanding and patience as we
complete these improvements.

The Clerk’s Office is accepting applications for three future vacancies on the City Planning Commission. Terms are expiring on April 30 for the Commissioners from Wards
2 and 4, with a third seat opening up for Ward 1 in the near future.
Applications are available at the City Clerk’s Office at City Hall North (1600 Truxtun Avenue) and online. They must be returned to the Clerk’s Office by 5 p.m. on Friday,
April 8.
The City Clerk’s Office is accepting applications to fill vacancies on the Bakersfield Youth Commission:
• Ward 1: regular and alternate appointments
• Ward 6: regular and alternate appointments
• Ward 7: regular and alternate appointments
Applicants must be City residents, current high school students at the time of
appointment, and maintain as close to a 3.0 grade point average as possible.
Anyone interested in applying for these openings can do so at the City Clerk’s Office
at City Hall North (1600 Truxtun Avenue) or by downloading an application from the
City’s website here. All applications must be returned to the Clerk’s Office.
Spectrum Pacific West, LLC (“Spectrum”) previously provided notice that Black News
Channel would cease operation on April 1, 2022. Spectrum recently learned that
Black News Channel intends to continue distribution of its channel.

Item 3a. Housing Element update (All Wards) Rincon Consultants, Inc., the City's consultant in the preparation of the
6th Cycle Housing Element and comprehensive General Plan update, will present Study Session No. 1 as part of the
ongoing Housing Element and General Plan Update process.
Item 3b. Proposed Charter amendment(s) for the November 2022 General Election (All Wards) At the March 2, 2022,
and March 16, 2022 City Council meetings, the City Attorney’s Office provided PowerPoint presentations to the City
Council outlining proposed options and ballot measure language for amending the City Charter concerning the selection
of the Police and Fire Chiefs, as well as other potential options relevant to the Police Department for Council
consideration. Based on Council’s feedback, the City Attorney’s Office will provide a follow-up PowerPoint presentation
outlining additional ballot measure language options for Council consideration and direction.

APPOINTMENTS
Item 6a. PSVS Citizens Oversight Committee appointment – At-Large Member (All Wards) On November 6, 2018, voters
within the City of Bakersfield approved Measure N, known as Bakersfield Public Safety/Vital City Services Measure
(Measure). The Measure is a locally controlled one-cent sales tax measure that allows the City of Bakersfield to address
top community priorities including enhancing public safety, reducing homelessness, and bolstering economic
development activities. The Measure requires that the City Council establish a Citizens Oversight Committee (Committee)
of no more than nine residents of City to act in an advisory capacity to review the expenditure of revenues generated by
the tax imposed by the Measure. The at-large Committee member seat is currently vacant and can be filled by a majority
vote of the City Council for a term of three years. Staff recommends Council determination on an appointment to the
at-large seat on the Committee.
CONSENT CALENDAR - RESOLUTIONS
Item 7d. State limitations on oil and gas permitting and extraction (All Wards) The recent unprovoked Russian
invasion of Ukraine, and the subsequent United States ban on Russian oil imports, have pushed the price of energy
soaring to record highs. Combined with existing inflationary trends - Californian's have been seeing an increase in
the price of consumer goods. Staff recommend approval of a resolution finding and declaring that a suspension of
the State of California's limitations on oil and gas permitting and extraction will allow local producers to ease supply
disruptions and provide immediate economic relief to consumers throughout the state.
HEARINGS
Item 9a. Sixth Public Hearing Regarding Redistricting Ward Boundaries (All Wards) The United States Census Bureau is
required by Article I, Section 2, of the United States Constitution to conduct an accurate count of the population every
ten years. Further, California Elections Code § 21621 requires that following each decennial federal census, and using
that census as a basis, the City Council (“Council”) shall adjust the boundaries of any or all of the Council election Wards
of the City so that the Wards shall be substantially equal in population as required by the United States Constitution,
California Constitution, and the Federal Voting Rights Act. Pursuant to California Elections Code § 21627.1, Council held
five (5) public hearings on August 18, 2021, January 19, 2022, February 23, 2022, March 2, 2022, and March 16, 2022
where the Council received briefings from the staff and demographic consultant relating to the redistricting process and
state and federal redistricting criteria, including the California Elections Code, the Federal Voting Rights Act and the
United States Constitution, heard public testimony, and directed staff and the City's demographic consultant to prepare
draft Council Ward maps for consideration. On March 16, 2022, Council voted to move Ward Map 5B to Second Reading.
At this meeting, Council will be considering Second Reading of Ward Map 5B. Staff recommends Council adopt the Ward
Boundary Ordinance for Ward Map 5B which takes effect in thirty days.
REPORTS
Item 10a. Fiscal Year 2022-23 PSVS Proposed Budget Overview (All Wards) Staff from the City Manager's Office and
Finance Department will provide the City Council with an overview presentation of the Fiscal Year 2022-23 Proposed
Budget. The overview will include discussion of projected revenues, proposed appropriations, major economic factors,
highlights of major initiatives in support of City Council goals, new position requests and a preview of the capital
improvement budget. This overview will include specific focus on new proposals proposed to be funded by the
Bakersfield Public Safety and Vital Services Measure.

Recreation & Parks - RRT Weekly Report

• Kern River Parkway- Homeless encampment clean-ups.
Projects Completed by RRT
1. The Park at Riverwalk (Mobile Restrooms)
• The RRT disassembled and transported the (3) portable restrooms that were
utilized at TPRW for a scheduled event, back to storage.
2. Beale Park (Drinking Fountain Repair)
• The RRT installed new shutoff valves and irrigation boxes for drinking fountain.
• The RRT backfilled and graded the drain line trench from the new restroom
building to the drinking fountain location.
3. Bike Trail (Weed Removal & Clean-Up)
• The RRT continued to remove weeds and debris along the bike path between Kern River Parkway to CSUB parking lot, in preparation for the annual marathon
event scheduled for March 27, 2022.
4. Bike Trail @ Manor St. (Illegal Dumping)
• The RRT removed illegal dumping along the bike trail at Manor St. adjacent to the Panorama Bluffs.
• Trash placed inside a roll-off bin located at the Corp Yard for disposal.
5. Kern River (Encampment Clean-Up)
• The RRT assisted Code Enforcement with trash removal from homeless
encampments set up along the Kern Riverbank and bike trail, between Chester
Ave. and Golden State Hwy.
• Numerous sites were addressed.
• Trash loads were placed inside roll-off trash bins provided by Code Enforcement.
6. Bike Trail @ San Miguel Grove (New Access Gate Fabrication & Installation)
• The RRT has begun the bike trail access gate project. New access gates will be fabricated and installed at various locations along the bike trail to prevent
unauthorized vehicle access.
• The RRT installed new gate posts and concrete footings adjacent to the parking lot.
• Work will continue until project is completed.
7. Aera Park (Tree Trimming)
• The RRT trimmed and raised the tree canopies and cleared brush along the bike trail at Aera Park in preparation for the annual marathon event scheduled for
March 27, 2022.
8. Uplands of Kern River @ Sam Lynn Ballpark (Tree Trimming and Weed Removal)
• The RRT trimmed and raised the tree canopies and removed weeds at the
entrance to Uplands of Kern River in preparation for the annual marathon event
scheduled for March 27, 2022.
9. Silver Creek Pool (Concrete Demo)
• The RRT saw-cut and removed two 6x6 concrete sections and dug out footings
at the south east corner of the pool area as part of the new shade structure
installation project.
Miscellaneous:
1. Siemon Park (Electrical Pull-Box Lid Replacement)
• The RRT replaced a damaged electrical pull box lid on the north side of the
park, per A2 request.
2. Bike Trail (Weed Removal)
• The RRT continued to remove weeds and debris along the bike path between
San Miguel Grove and Kern River Parkway, in preparation for the annual
marathon event scheduled for March 27, 2022.
4. Bike Trail @ Panorama Bluffs (Tree Limb Removal)
• The RRT removed large fallen tree limbs located along the bike trail adjacent to
the Panorama Bluffs.
5. Yokust Park (BPD Obstacle Training Course)
• The RRT continued work on the new BPD obstacle training course.
Ongoing Projects
1. Greystone Park (Trash Enclosure Modification)
• The RRT will schedule fabrication and installation of a new cover on the existing trash enclosure.
2. Yokuts Park (BPD Training Course Project)
• The RRT will continue work on the BPD training course project on the work week
of 3/23/2022 through 3/26/2022.
3. Bike Trail (New Access Gate Fabrication & Installation)
• The RRT will continue fabricating gates for the bike trail entrances at San Miguel
Grove next week.

Program will provide new environmentally friendly transportation options
The City of Bakersfield is pleased to offer a new transportation option to residents and
visitors of the City with the launch of a new bike-share program in partnership with
Spin. This is the first bike-share program ever deployed in Bakersfield.
As part of the two-year agreement, Spin will deploy 125 e-bikes in the City starting
Monday, April 4. These bikes feature pedal-assisted rechargeable electric motors
and will provide riders with the ability to travel longer distances, navigate hands-free
with their smartphone and carry cargo.
Through an Active Transportation Program (ATP) state grant, the City will provide
$701,000 in funding to SPIN for operations and maintenance costs, as well as a
subsidy program for discounts to low-income and student customers.
“We are very excited to see this program and these bikes come to our City,” said
Bakersfield City Manager Christian Clegg. “The agreement with Spin is another
example of the innovative thinking our staff is using to come up with new
transportation options for our residents.”
“We applaud the work that Bakersfield and the State of California are doing to
expand multimodal transportation offerings,” said Kyle Rowe, Vice President of
Partnerships and Policy at Spin. “This is a unique model we’d like to see other cities
follow by enabling stability of the electric bike-share system through public funding
while also providing a subsidy to help us grow use among low-income and student
riders.”
For users, the cost is $1.00 to unlock each bike, plus $0.39 per minute to ride. The e-bikes may be used on the City of Bakersfield’s multi-use trail and riders must be 18
years old or older. The City’s agreement also includes a Spin Access Program that
provides a 50% discount for all rides to low-income residents and students ($0.50 to
unlock, $0.20/minute to ride). Eligible riders can apply for that discount online, or by
calling Customer Support at 1-888-262-5189. During this bike share program, Spin will
cease deploying scooters in Bakersfield, effective April 1, 2022.
