1. Registration deadline has been met.
2. An idea is to put the profile link on KBBC's own Facebook page to promote participation and
provide an easy way for KBBC members to share the link.
3. The Give Big Kern main fundraising day is scheduled for May 3, 2022.

A. Wednesday, April 6, 2022: Keep Bakersfield Beautiful 201h Anniversary Luncheon — Paul Yanez, Ray Scott
1. Event Program Approval
a. A walk-through is scheduled on March 15, 2022, at 11:00 a.m. with the City of Bakersfield,
KBBC board members, Mechanics Bank Arena staff, and Aramark regarding the event.
b. Currently there is no one -sheet flyer for the luncheon.
Task: Jenifer VanAlstein will create a one -sheet flyer for the luncheon and will send it out to KBBC.
c. The event is scheduled from 11:30 am to 1:00 pm.

Task: Ray Scott will send the event program out to KBBC.
2. Marketing Ideas and Updates
a. Social Media Campaigns for Anniversary and Great American Cleanup (GAC)
i. Outreach went up by 56%.
ii. An idea is to put some money aside to be able to have ads year-round.
b. Billboard Campaigns for Anniversary & GAC
i. One billboard is located on Oak St. near the train tracks overpass and the other
billboard is located on California Ave. by Firestone Grill.
ii. Billboards were kept simple and to direct people to the website for sponsorship and
registration.
3. Update April 6, 2022, Event Ticket Sales Method ($50 per ticket, $1,000 per table)
a. Eventbrite is up and running, however no purchases have been made yet.
b. People can buy individual tickets and don't need to be a sponsor for the event.
4. Anniversary Budget & Joint Fundraising for the Anniversary & GAC
a. Anniversary Budget Update
• The estimated cost of the luncheon expenses is $10,000 per Ray Scott.
• The goal is to raise $50,000 for KBB which would go towards the cost of the
luncheon and GAC with a remainder.
• KVPrint will print the shirts for the event. For 2,000 shirts the cost will be about
$9,100 after an in -kind discount of $2,500.
• The soft deadline for sponsors to submit the logos for the back of the shirts is March
20. The vendor deadline is March 25.
• A time efficacy idea is to have KVPrint do the logos on the front of all the shirts first
while we are waiting on the logos for the back of the shirts.
• 25 to 30 new polo's for KBBC and Advisory staff could be $500 to $1,000.
i. Present any funding requests for approval: None
b. Joint Sponsors Update: Approximately $37,000 to date has been raised including about 10
pending donations.
Task: Paul Yanez will resubmit the live sponsor list again to KBBC.

1. Assessment of downtown for areas of concern and report those findings on an inspection form.

4. Heather noted that she would like the mural on 191h St. & Eye St. based on The Umbrellas by
Christo restored. That could cost about $25,000.
E. Special Projects and Programs Funding Update — Brooks Douglass and Jessica Felix
1. Jessica Felix went over the funding PowerPoint presentation with KBBC.
2. PorkChop & Bubba's is a $5,000 in -kind barbecue sponsor for GAC.
3. Reyes Coca-Cola Bottling will donate drinks in -kind again for GAC.
4. Previous in -kind water sponsor will not be able to assist this year.
Task: Jessica Felix will present Old Town Kern project expenses and earmarks in more detail.

VI. Staff Comments
• Brianna Carrier: The City of Bakersfield was awarded a grant for $1.5 million for improvements to Garces
Circle in collaboration with Caltrans. Caltrans should have their section completed by next summer.
• Jessica Felix: Thanks for all your hard work and let's button up loose ends.
• Greg 011ivier: Feels like a good momentum is happening and is excited about this year. Appreciate
everyone's hard work.
VII. KBBC and Advisory Board Comments
• Paul Yanez: If working on a sponsor, reach out quickly because the events are fast upon us.
• Sophia Felix: Went back to work with Bakersfield City School District (Thorner Elementary). Since as staff
she may go on campus, she has permission to do a presentation for KBBC. She will let KBBC know if/when
the district starts allowing presentations at different schools. The Home Depot will be donating flowers in -
kind for GAC.
Task: Jessica Felix will send Sophia Felix any wish lists from volunteers for The Home Depot.
• John Enriquez: February 27, 2022, had 25 volunteers from River and Way Church. They planted 5 flats of
flowers and picked up 10 bags of trash downtown. The Tree Foundation of Kern has upcoming tree plantings
at Planz Park and Bakersfield College.
• Monica Cater: Tomorrow, Children's First has a cleanup at David Nelson Pocket Park from 8:00 a.m. to 10:00
a.m. and Monica leads one at Jastro Park starting at 8:00 a.m. Monica will follow up with Gregg Strakaluse
about traffic control box murals and funding for Chester Ave. and downtown in general.
• Zechariah Garcia: He had his first Graffiti Abatement Subcommittee meeting. The meeting focused on
connecting available resources and reviewing potential collaborations.
• Brooks Douglass: Thanked everyone for their time.

Old Town Kern
• TREES — KBB had previously discussed partnering with the Tree Foundation of Kern to provide
pots for tree planting on 19th Street near Luigi's Restaurant, however Luigi's has already planted
street trees near their business. The original plan was that the Tree Foundation of Kern would
enter into agreement with the business, provide the trees, and establish an agreement with the
City on maintenance, KBB was to provide pots, mulch, and volunteers for planting. Jessica
resent the drafted agreement with the tree foundation to Monica in early September 2021.
Monica will reengage with the Tree Foundation to see if there is still interest in partnering and
planting along the rest of the 19th Street corridor.
Community Gardens
• SEEDS OF INSPIRATION GARDEN — Paul to follow up with Seeds of Inspiration on their light
installation. California Water Service is donating $2,500 for the gardens to share for water bills.
Paul is trying to reschedule a meeting with Carla to install a single light at the garden.
• GREENFIELD WALKING GROUP GARDEN — Greenfield Walking Group participated in the
Christmas Parade with KBB. No update.
Utility Boxes
• M & 191h Streets —Theme: Local Flora & Fauna, KBB Board approved funds via the mural
maintenance funds. Board approved the theme request and call to artist post has been issued.
2 — 3 artists have expressed interest in creating a mural. Jessica will meet with the muralist on
JAN 6.
City Hall - Theme: TBD, KBB Board approved funds via the mural maintenance funds.
Subcommittee recommending the City Hall - South box be included in the Chester Corridor
project, Monica to follow up with Mayor Goh on comments for this plan. No update.
Chester Corridor —Theme: TBD, funds potentially available through the Virginia and Alfred
Harrell Foundation Small Grant award. Jessica will reach out to contacts with the Virginia and
Alfred Harrel Foundation for a meeting either JAN 7 or JAN 21. Subcommittee submitted the
following that was approved by the KBB Board for the Chester Corridor Project:
- Theme: Downtown Bakersfield, the heart of a vibrant community
Murals for 1- 8 boxes along the Chester Avenue between Truxtun and 24th Street
Duration: 3 months for all boxes

• Keep America Beautiful Cigarette Litter Stand Grant — Monica to fill out application and
submit for KBB Board consideration.
• Umbrella Mural Repair — Heather will follow up with the Arts Council and Councilman
Gonzales on a potential repair project.
5 Year Long Term Goals
• Assist the Greenfield Walking Group Community Garden complete their pathway project
• Assist the Seeds of Inspiration Garden complete their garden pathway project
• Partner with the Seeds of Inspiration Garden on securing their tools and equipment

1. Welcome and Introductions
In attendance were Jason Maio, Alicia Gutierrez, Becky Napier, Clay Lomax,
Cody Miller, Kurt Patton, Don Woodard, Douglas McNeiece, Edward Offerding,
Erica Flores, Greg Olivier, Jay Asistin, Jessica Felix, Joel Martin, John Enriquez,
John Liu, Mayor Karen Goh, Maria Montoya, Ruben Suarez, Sal Moretti, and
Steve Montgomery.
2. Clean California Update — Caltrans
John Liu reviewed the $1.5 million Clean California infrastructure project around
the Garces Circle, to include a mural at the overpass and general landscaping to
clean up the area including fencing and lighting. An additional $5 million will be
used to tie into the circle area.
Kurt reported that locally $17 million dollars in grants has been awarded for five
projects in Kern County.
On state route 99 there are some safety elements that will be addressed.
The litter abatement program is working with partners to allow for the free drop
off of household waste.
There are 82 SPC crews statewide. On March 7 and March 14 these SPC crews
started working in Bakersfield to remove litter.
The Public Outreach Program will provide news releases and social media
releases about Clean California.
3. Caltrans Projects Update — Caltrans
Clay Lomax reported on the status of various projects. A Bakersfield freeway
connector at the 58 and 99 is being worked on. A bridge is being completed near
the Centennial Corridor.
4. Adopt A Highway Update — Cody Miller
Cody reported that as of a few months ago there is a new Adopt a Highway south
region coordinator, Maria Montoya. There has been an uptick in adoptions.
5. 20th Anniversary Luncheon / Great American Cleanup — Jessica Felix
Jessica Felix stated that Keep Bakersfield Beautiful has been nominated for a
Beautiful Bakersfield Award. The 20th Anniversary Luncheon will be held at
Mechanics Bank Arena on April 6th. Tickets are still available. The Great
American Cleanup is back this year on April 30tn
6. Freeway Litter Partnership Update
Ruben Suarez, the Clean California Supervisor, has two crews of sixteen people
up and running in the Bakersfield area. They plan to start working in the outlying
areas.
Becky Napier reported that Kern COG will continue its existing funding.
Keep Kern Beautiful is working on a date for the County's Great American
Cleanup.
7. Committee Member or Public Comments
Don Woodard announced that the County received two Clean California Grants.
One of the grants is for Heritage Park for $4.6 million and the other is for Mojave
East Park for $3 million.

people about the municipal code. Maybe an updated brochure to have
current up to date information - the current brochure on the city website is
outdated.
C. Partner with Bakersfield Police Department (BPD) and City General

1. Partner with BPD and City of Bakersfield General Services Division on
how the Graffiti Abatement Subcommittee can best support their
organizations
C. Possibly taking images of graffiti markings before abating and submitting that
to BPD for track keeping of graffiti marks - possibly helpful for police cases?
Additional Comments:
• A possible collaboration with Sophia Felix about plugging in information regarding
graffiti abatement to an assembly powerpoint to further educate students and other
outreach opportunities. Also, a Bakersfield Mobile app tutorial presentation
(How -to -Report tutorial (virtual or in -person))
• Ask City staff how people can volunteer to help abate graffiti along with City staff
workers or on their own.
• Promote Bakersfield Mobile app with different outreach materials or social media, or
with tutorials on how to report.
• Explore programs such as:
Adopt -a -Wall
Adopt -a -Mailbox
• Explore the opportunity to use free paint from the Kern County Special Waste
Facility (Standard Street)
• Discussed gathering a monthly report regarding how many graffiti requests get
reported? How many hours went into abating? How much paint was used? How
many volunteers helped?
• In the last 14 days, roughly 90 graffiti requests are currently in the "In -process"
status. Maybe we can connect with City staff to see if monthly reports can be
produced/exported from the portal to help analyze how many graffiti requests are
submitted month -to -month. And possibly tracking X/Y coordinates of each graffiti
location to create useful maps for the City GIS system.
