Gary starts in the new position on Monday, April 11 and joins our great team after spending the last 21 years with the County of San Bernardino. There he served in a variety of roles, most recently as the Director of Community Development and Housing Department since 2017. His experience across various fields in San Bernardino will certainly be valuable to both him and the City in his new position. We are excited for Gary to join us and welcome him to the City of Bakersfield team! New Bike-Share Program  The new bike-sharing partnership with Spin officially launched this week, with Spin deploying 125 pedal-assisted e-bikes in Bakersfield. This innovative, forward-thinking project was developed by City staff and Spin, providing residents and visitors alternative transportation options over the next two years. Mayor Karen Goh and Councilmembers Andrae Gonzales (Ward 2) and Bob Smith (Ward 4) helped us kick the program off in front of City Hall South on Monday, April 4. Gonzales and Smith even took a couple of the first rides General Information April 8, 2022 Page 2 in Bakersfield (right)! Bakersfield is only the second city in California partnering with Spin on such a program. The City is providing more than $700,000 in funding to create a low-income resident and student discount (50% off the normal fees) as well as cover operations and maintenance costs. That funding comes from a state Active Transportation Program (ATP) grant. And be sure to check out this video staff created about the new program. Notable Items  The police training facility on California Avenue welcomed a new class of 35 cadets this week (right). They are expected to graduate after six months in the academy. This is the sixth academy class funded by the Public Safety & Vital Services (PSVS) Measure as the City continues its efforts to add 100 new officers to the department. General Information April 8, 2022 Page 3  This month’s pop-up large item trash drop-off events will be held on Saturday, April 12 from 8 a.m. to noon at the 4200 Panorama Drive and at the Kaiser Permanente Sports Village (9001 Ashe Road). More than 10,000 pounds of trash and recycling items were collected at the March pop-up events, including 21 mattresses. These events are part of Bakersfield’s Clean City Initiative and are only possible thanks to funding from the Public Safety & Vital Services (PSVS) Measure, also known as Measure N.  The City of Bakersfield’s Animal Care Center held its monthly low-cost drive-thru pet vaccine and licensing clinic on Saturday, April 2 at Beale Park, providing 314 vaccines to 166 pets. In addition to the vaccinations, 120 total licenses were issued for dogs during the event and 55 microchips were provided as well.  The City will host an Introduction to the General Plan Update virtual workshop on Thursday, April 14 from 6 to 8 p.m. on Zoom. Anyone interested in participating can join the virtual meeting by following this link and using this passcode: 428880. Spanish translation services will be available. More information about the General Plan Update and how the public can get involved and stay updated can be found at www.bakersfield2045.com.  Work has started on the playground rehabilitation project at Planz Park this week (right). The contractor started demolition of the old equipment on Tuesday and the playground area is expected to be closed for the next eight weeks. This work is part of the $4.01 million Playground Rehabilitation Project that started in October 2021, updating playground equipment at 12 City-maintained parks across all seven City Wards. Updates have been completed or are underway at nine parks so far (Planz, Quailwood and Windermere Parks are currently underway), leaving just four to be started. The entire project – which is expected to be finished by next January – is made possible thanks to funding from the Public Safety & Vital Services (PSVS) Measure, also known as Measure N.  On a related note, while there was a delay on the work updating the Quailwood Park playground equipment, the contractor working on that project installed four new General Information April 8, 2022 Page 4 shade structures at the Silver Creek Park pool (above). This shade project was also funded by the Public Safety & Vital Services (PSVS) Measure, also known as Measure N.  The Battle of the Badges returns for its 26th year next month, with tickets going on sale on April 11. The annual competition benefits the Bakersfield Police Activities League. Tickets are $30 and are available at BPAL (301 E. 4th Street) and the BPD Westside Substation (1301 Buena Vista Road) or online. You can also purchase reserved ringside seats for $50 at the BPAL’s office.  The Recreation & Parks Department’s popular Movie in the Park program is back on Friday, April 8 at Jastro Park (2900 Truxtun Avenue). The movie will be Disney’s “Encanto” and will start after sunset. Families are welcome to bring picnic gear, lawn chairs and snacks.  The City launched its official Instagram account in February this year and I’m excited to announce that we recently reached and have since surpassed the 500-follower mark. Communication with the public is vitally important to keeping them informed about what the City is doing for them, the projects and services that are being provided. Expanding to Instagram – and the City’s social media presence in general – is an important part of that connection to the public, particularly younger members of our community in this increasingly digital world. I want to recognize the great work Communications Coordinator Eric Galvan is doing to reach the public and help to grow this account’s following, as well as our Facebook and Twitter accounts.  The Clerk’s Office is accepting applications for three future vacancies on the City Planning Commission. Terms are expiring on April 30 for the Commissioners from Wards 2 and 4, with a third seat opening up for Ward 1 in the near future. Applications are available at the City Clerk’s Office at City Hall North (1600 Truxtun Avenue) and online. They must be returned to the Clerk’s Office by 5 p.m. on Friday, April 8. Hallen joins the City from the County of San Bernardino, where he spent the last 21 years in various key roles. Most recently, Hallen served as the Director of Community Development and Housing Department for the County since 2017. Prior to that, he has worked in areas of development and finance, with several years focusing on community enhancements including financing and building libraries, parks, community centers and affordable housing. Regular construction updates are also available on the TRIP website at BakersfieldFreeways.us MILESTONES  Completed the installation of Frame 1 falsework and began the installation of Frame 2 falsework for the northbound (NB) State Route (SR) 99 to westbound (WB) SR 58 connector bridge. Completed the first of two stem and soffit pours within Frame 1.  Switched traffic back onto the final configuration at the WB SR 58 to southbound (SB) SR 99 connector. PROJECT STATUS Centennial Corridor Phase 3 – Bakersfield Freeway Connector Contractor: Security Paving Company Project Manager: Luis Topete Status: 82% complete; anticipated completion: Fall 2022 This phase of Centennial Corridor consists, in general, of improvements along WB SR 58 and SB SR 99. The improvements include an additional auxiliary lane on WB SR 58, realigning the WB SR 58 to SB SR 99 connector loop ramp, constructing a branch connector for SR 58 to SR 99 and constructing a collector distributor along SB SR 99 for the Ming Ave off ramps. • Switched traffic back onto the final configuration at the WB SR 58 to SB SR 99 connector. The temporary roadway was demolished shortly after traffic was moved onto the loop ramp and tunnel. • Continued work on the retaining walls beneath Ming Avenue OC and SR 58/ SR99 Grade Separation. Centennial Corridor Phase 4 – Mainline Contractor: Security Paving Company Project Manager: Luis Topete Status: 70% complete; anticipated completion: Summer 2023 April 2022 TRIP Status Report TRIP Status Report April 2022 Page 2 This phase of Centennial Corridor extends SR 58 from the current terminus as a freeway at SR 99 westerly to Westside Parkway freeway. At the SR 58/SR 99 interchange, the project adds a collector distributor on NB SR 99 and new NB to WB connector. The project also includes realignments and new cul-de-sacs at various local roads, widening and realignment of Chester Ave at SR 58, and construction of a traffic signal at the WB SR 58 ramps/Brundage Lane intersection which is part of the SR 58/ Cottonwood interchange. • Completed the installation of Frame 1 falsework and began the installation of Frame 2 falsework for the NB SR 99 to WB SR 58 connector bridge. Completed the first of two stem and soffit pours within Frame 1. • Began installation of stem, soffit and steel at the Marella Way Overcrossing Bridge. • Continued installation of stem, soffit, and steel for the WB portion of the Stockdale Highway UC bridge • Continued placement of Continuously Reinforced Concrete Pavement (CRCP) on the NB SR 99. Rosedale Highway Widening Project Contractor: Granite Construction Company Project Manager: Ravi Pudipeddi Status: 50% completed; anticipated completion: Summer 2022 This project widens Rosedale Highway from Calloway Drive to Verdugo Lane from 2 lanes to 3 lanes in each direction. The project involves reconstructing the existing median to accommodate the additional lane in each direction. It will also include construction of sidewalks in the east-bound and west-bound directions and installation of curb and gutter where it does not exist in the westbound direction. The project will include right turn pockets to Verdugo Lane and Calloway Drive. The project length is 0.50 miles long. • Center median installation is nearly complete and stamped concrete has been placed. • WB curb and gutter has been installed, except within the right turn pocket at Verdugo. TRIP Status Report April 2022 Page 3 UPCOMING PROJECTS Hosking Interchange Landscaping Improvements Contractor: Griffith Company for Caltrans Project Manager: Luis Topete Status: Construction of the SR 99 / Hosking Avenue Interchange Project began in 2014. However, the landscape portion of the project was removed due to prolonged drought conditions at the time of construction and as necessary to abide with the mandatory reduction of water use required by the state of California Governor’s office. In 2021, the City of Bakersfield reestablished a revised landscape plan within the Hosking interchange footprint that incorporated drought tolerant plants, hardscape and new irrigation systems. In coordination with Caltrans, this revised landscape plan will be implemented in a change order to Caltrans’s Panama and White Lane Vertical Clearance Project. This is the beginning of an effort to beautify Bakersfield within the freeway system. • Contract change order in progress Westside Parkway Landscaping Phase 1 Contractor: Parsons Transportation Group Project Manager: Luis Topete Status: Design 90% Complete This project proposes drought tolerant plants, irrigation systems, and hardscape features along the Westside Parkway from the Coffee Road interchange to Truxtun Avenue. • Design in progress • Project is anticipated to be out to bid during the summer of 2022. State Route 58/99 Corridor Enhancement Project Contractor: Parsons Transportation Group Project Manager: Luis Topete Status: Awarded The Environmental Commitments for the Centennial Corridor requires landscape improvements upon completion of the roadway construction. Centennial Corridor runs along a proposed State Route (SR) 58 from Interstate 5 to Cottonwood Road and is divided into 3 Segments. Segment 1 is the alignment from Truxtun Avenue to Cottonwood Road and SR 99 from SR 58 to Ming Avenue. The State Route 58/99 Corridor Enhancement Project aesthetically improves the freeway system by implementing hardscape, landscape, and irrigation elements at the SR99/SR58 Interchange and along SR 58 from Real Road to H Street. This is part of a greater effort to beautify the City of Bakersfield within the freeway system with drought tolerant planting. • Design agreement was awarded on April 6, 2022. TRIP Status Report April 2022 Page 4 Hageman Road Multi-Use Path Contractor: TBD Project Manager: Ravi Pudipeddi Status: Design 100% Complete This project consists of a new 0.40 mile long two directional 10 feet wide Class I bike path with 2’ wide shoulders on each side. The bike path will begin at the east side of Standard Street cul-de-sac and run east along the south side of the SR 99 and SR 204 connector up until the east side of the SR 99. The bike path continues east along the SR 204 off-ramp to Buck Owens Blvd and ends at Buck Owens Blvd. The bike path will have an all-weather paved surface allowing for two-way bicycle and pedestrian movement. • Received responses to the Responsibility Statement and Questionnaire (RSQs) on March 14, 2022. 5 contractors were approved to bid this project. • Project advertised for bids on March 23, 2022 • Bid opening is scheduled for April 14, 2022 TRIP Status Report April 2022 Page 5 Top Left: Crews grading for the approach slabs at Commerce Drive Viaduct. Siemon Park (Storage Room Door Repair – Vandalism) • The RRT replaced the security locking latch at the storage room door due to vandalism. 4. Aera Park (Irrigation Repairs) • The RRT repaired broken irrigation lines around the sump area. 5. Saunders Park Pavilion (Glass Replacement – Vandalism) • The RRT re-installed the glass panels at the indoor hockey rink that were removed due to vandalism. 6. Bike Trail Rest Stop @ Truxtun Ave (Grading Project) • The RRT graded and leveled the old turf area at the rest stop located behind Truxtun Lake, as part of the irrigation and landscape replacement project. 9. Kern River Parkway @ Tuhohi Trail (Grading & Brush Removal) • The RRT graded areas of the Tuhohi Trail in addition to removing overgrown vegetation and weeds. 10. Yokuts Park (BPD Training Course Project) • The RRT completed fabricating the fence panel obstacle for the BPD training course. 11. Uplands of the Kern River (Tree Trimming and Weed Removal) • The RRT trimmed trees and removed weeds around the kiosk areas. 12. Uplands of the Kern River (Park Sign Improvements) • The RRT prepped and re-painted four park signs. Miscellaneous: 1. Jefferson Park (Toilet Repair – Vandalism) • The RRT cleared multiple clogged toilets in both men’s and women's restrooms. 2. Beale Park (Playground Equipment Repair – Vandalism) • The RRT secured and temporarily closed of a slide due to vandalism, until a replacement slide is ordered and delivered. 3. Mt. Vista Dr. and Villa Serena Dr. (Block Wall Board-Up) • The RRT secured a damaged block wall located on the east side of Mt. Vista Dr. at Villa Serena Dr. due to a vehicular accident. 4. Kaiser Permanente Sport Village Stadium (Mobile Restrooms) • The RRT delivered and set-up two portable restroom trailers for a scheduled event. The RRT will disassemble and return portable restrooms to storage after the event. 5. Wible Road & Panama Lane (Turf median) • The RRT back filled and graded an area in the turf median. 6. Bike Trail @ Beach Park (Trail Map Pedestal Repair) • The RRT removed graffiti on the plexi-glass cover of the map information. Ongoing Projects 1. Greystone Park (Trash Enclosure Modification) • The RRT will schedule fabrication and installation of a new cover on the existing trash enclosure. 2. Yokuts Park (BPD Training Course Project) • The RRT will continue work on the BPD training course project on the work week of 3/23/2022 through 3/26/2022. 3. Bike Trail (New Access Gate Fabrication & Installation) • The RRT will continue fabricating gates for the bike trail entrances at San Miguel Grove next week.
