A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
BAKERSFIELD CALLING UPON THE STATE OF CALIFORNIA
TO SUSPEND LIMITATIONS ON OIL AND GAS PERMITTING
AND EXTRACTION.
WHEREAS, Kern County has long been the heart of California's oil and gas
industry and serves as a catalyst for California's position as the seventh largest oil
production state; and
WHEREAS, the State of California Department of Conservation has a
substantial backlog of permit applications that, if approved, could help to
increase in -state production; and
WHEREAS, the recent unprovoked Russian invasion of Ukraine has stoked
market speculation thereby pushing the price of energy soaring to record highs
and negatively impacting inflationary trends that will increase the price of
consumer goods for all Californians; and
WHEREAS, the United States has issued a ban on Russian oil imports; and
WHEREAS, the State of California imports around 50,000 barrels of oil a day
from Russia equaling roughly 6.7% of the state's total imports compared to the
previous year; and
WHEREAS, the State of California has responded to Russia's invasion by
directing state agencies and departments to ensure their contractors are
complying with economic sanctions imposed by the federal government along
with a call for state pension funds to halt the flow of money from the state to Russia
and to ban the purchase of Russian debt; and
WHEREAS, a reversal of California's proposed oil phaseout would
encourage producers to use California's own natural resources to provide
immediate economic relief to consumers throughout the state.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Bakersfield as follows:
1. The City Council finds and declares that the foregoing recitals are
true and correct and are hereby incorporated fully as a material part
of this Resolution and based upon such matters, the City Council
makes the additional findings set forth herein below.
2. The City Council finds and declares that a suspension of state
limitations on oil and gas permitting and extraction will allow local
producers to ease supply disruptions caused by the recent
unprovoked Russian invasion of Ukraine. �gPKF9�

3. The City Council finds and declares this Resolution to be in
adherence to the state legislative priorities approved by the Council
in the 2022 State Legislative Program.
4. The City Manager's Office shall transmit copies of this Resolution to
the Governor, California Geologic Energy Management Division,
Speaker of the Assembly, Senate President pro Tempore and the
City's state legislative delegation.
5. The City Clerk shall attest and certify to the passage and adoption of
this Resolution and it shall become effective immediately upon its
approval.

HEREBY CERTIFY that the foregoing Resolution was passed and adopted
by the Council of the City of Bakersfield at a regular meeting thereof held on
