a. Proposed Charter Amendment(s) for the November 2022 General Election.
City Attorney Gennaro and Deputy City Attorney Zambrano gave power
point presentations.
City Clerk announced a staff memorandum was received transmitting a
redlined version of the proposed charter amendments.
Motion by Vice Mayor Weir to receive written materials. Motion passed
with Councilmember Parlier absent.
b. Presentation from Caltrans staff on Safety Improvements to State Route
204/Union Avenue.
Public Works Director, Gregg Strakaluse made staff comments.
John Liu, Deputy District Director Caltrans District 6 Maintenance and
Operations provided a PowerPoint presentation.
Motion by Vice Mayor Weir to receive and file written materials. Motion
passed with Councilmember Parlier absent.

4. CLOSED SESSION
a. Conference with Legal Counsel — Potential Litigation; Closed Session Pursuant
to Government Code section 54956.9(d)(2),(e)(2) (One Potential case) re:
Assertions by Security Paving Company, Inc., of monies owed by City for the
"Beltway Operational Improvements Project (BPOIP) Bakersfield, CA."
Vice Mayor Weir motioned to adjourn to closed session at 4:32 p.m.
Motion passed.
The Closed Session meeting was adjourned at 5:05 p.m.
5. CLOSED SESSION ACTION

Hansen to address some of her questions related to animal
safety.
2. Brooks Douglass, Keep Bakersfield Beautiful 20th Anniversary
comments. Invitation to buy tickets for luncheon April 6,
(Provided written materials).
3. Joy Kennedy spoke regarding enforcing animal rights laws.
Councilmember Parlier requested staff follow up with Ms. Joy
Kennedy to determine if any changes or modifications to current
policies regarding animal control are warranted.
4. Dennis Fox spoke regarding ammunition for the BPD.

City Clerk Drimakis stated a staff memorandum was provided transmitting emails
received regarding items not on tonight's agenda from J. Angel and Jared Harris.
6. APPOINTMENTS
a. One appointment (at large) to the Board of Directors of the North of the
River and Park District, due to term expiration of James Nabors, term
expired December 31, 2021.
Staff recommends Council determination.
City Clerk Drimakis stated one application was received from incumbent
James Nabors.
Vice Mayor Weir motioned to approve the reappointment of James Nabors to
the Board of Directors of the North of the River and Park District to a four year
term to expire December 31, 2025. Motion passed.
7. CONSENT CALENDAR
Staff recommends adoption of Consent Calendar items.

1. Approval of minutes of the February 23, 2022, Special and Regular

b. Receive and file department payments from February 18, 2022, to
March 3, 2022, in the amount of $16,180,869.69, Self -Insurance payments

C. Adoption of an ordinance amending Bakersfield Municipal Code Section
17.06.020 by changing the official zoning map from C-O (Professional and

repair at intersection of Chester Avenue and Richland Street and
authorizing W.M. Lyles Co. (not to exceed $250,000), and Rain for Rent

Resolution determining that Pierce Enforcer Triple Combination
Engines can most efficiently be obtained through cooperative
procurement bidding procedures from South Coast Fire Equipment,

Finance Director to dispense with bidding thereof, not to exceed

Vice Mayor Weir motioned to approve Consent Calendar Items 7.a.
through 7.ai. removing item 7.j. for separate consideration. Motion passed.
Motion by Councilmember Parlier to refer Consent Calendar item 7.aj. to
staff. Motion passed.
8. CONSENT CALENDAR PUBLIC HEARINGS
Staff recommends conducting Consent Calendar Public Hearing and approval of
items.

9. HEARINGS - 6:00 PM, PURSUANT TO CALIFORNIA ELECTIONS CODE § 21628(c)
a. Fifth Public Hearing Re: First Reading of Ordinances amending
Chapter 1.12 revising the boundaries of City Council Wards 1 through 7
(both Map 2C and Map 5B).
Staff recommends Council move forward with first reading of Ward
Boundary Ordinances for both Ward Maps 2C and 5B.

City Clerk Drimakis stated a staff memorandum was received transmitting
a corrected version of Map 5B whereby the City's consultant inadvertently
split a community of interest, the Bakersfield Auto mall when incorporating
the changes made by City Council at the March 2, 2022. The corrected
map incorporates the unpopulated commercial area from Ward 6 and
Ward 1 into Ward 7 with the rest of the Auto Mall and therefore addresses
the Consultant's scrivener's error. This area is bordered to the south by
Pacheco Rd, the east by Highway 99, the north by White Lane, and on
the west by Akers Rd.
Hearing opened at 6:26 p.m.

The following individuals spoke in opposition of Map 2C: Rupsy Bajwa,
Harveen Kaur, Manpreet Kaur, Deep Singh, Camila Chavez, Cecelia

No one spoke in favor of Map 2C.

The meeting reconvened at 6:56 p.m.

Motion by Gonzales to move forward with first reading of Ward Boundary
Ordinance for only map 5B.
Councilmember Gonzales called for the vote. No vote taken.
Motion by Councilmember Freeman for staffs recommendation move
forward with First Reading of Ward Boundary Ordinances for both Ward
Maps 2C and 5B. Motion failed, with Councilmembers Arias, Gonzales,
Smith and Parlier voting against.
Motion by Gonzales to move forward with first reading of Ward Boundary
Ordinance for only map 58. Council voted 4-2-1 to move map 5B forward
with Vice Mayor Weir, and Councilmember Gray against and
Councilmember Freeman abstained.

10. REPORTS
a. A public safety update and presentation will be provided by Bakersfield
Police Chief Greg Terry, Bakersfield Fire Chief John Frando and by Kern
County District Attorney, Cynthia Zimmer.
Staff recommends the City Council receive and file the update
and report.
Councilmember Gonzales requested the Fire Department research with
other cities how they are responding to vacant structure fires and what
preventive measures they utilize to combat the issues.
Councilmember Parlier requested the Safe Neighborhoods Committee
review the staffing needs of the Fire Department's Arson Division.
Councilmember Parlier requested the Safe Neighborhoods Committee
review the needs and development of future fire stations coincide with the
growth of the city.
Councilmember Freeman made a motion to defer item 10.a. to a future
meeting. Motion passed.

13. COUNCIL AND MAYOR STATEMENTS
Councilmember Gonzales requested the Planning and Development Committee
review the vacant/substandard building demolition process and identify areas
where the process may be expedited. This item to be added to the Vacant
Building Structure Tool Kit.
Councilmember Gray stated she is part of a group that is working to send
bulletproof vests to the Ukraine. She wanted to notify the community about
local efforts towards the humanitarian effort. Those who would like to donate can
donate to cityservenetwork.com.
