Subject: Approval of FY 2022-23 Visit Bakersfield Budget
Recommendation: Approve FY 2022-23 budget and present it to City Council for
approval and adoption.
Background: Each year staff presents for your board's approval a proposed budget for
the upcoming fiscal year. After your board's approval, the budget is presented to the
City Council for approval and adoption.
The City Manager requested all departments submit a budget increase of 5% or less for
the upcoming budget year. The Operating portion of our budget would increase 8.05%.
However, we have far less control over the Salaries and Benefits portion, which is
projected to increase 2.34%. As shown in the table below, the proposed budget is
$1,127,659, 5% higher than last year. A summary of increases and decreases by
category is below.

Significant budget increases
A. Liability Insurance (56% increase): Increase was based upon figures provided by
Risk management.
B. Travel (42% increase): Staff plans to attend several new shows focusing on the
travel trade market (international/domestic) as well as shows attended in
previous budget years.
C. Sewer (17% increase): Increase was based upon figures provided by Solid Waste.
D. Internal Computer Equipment (16% increase): Increase was based upon figures
provided by Technology Services.

E. Other Professional (15% increase): Increase based on the additional cost
associated with changing social media management company.
Decreases:
F. Printing and Binding (63% decrease): A reprint of the Official Insiders' Guide and
the Lure Brochure is not expected to be required in the upcoming fiscal.
Summary
Our proposed budget reflects an increase of 2.34% to increases in Salaries and Benefits,
while the Operating Budget will increase 8.05% over last year's request.
Next Steps
The City Manager will present a City-wide budget overview to City Council, and City
Council is scheduled to adopt a FY 2022-23 City budget in June.
Details of the proposed FY 2022-23 budget are attached. Please note that there are no
revenue accounts. This is an expense -only budget.

Recommendation:
1. Re-elect Tamara Baker, Kenneth "Ziggy" Siegfried, Beth Brookhart Pandol, and
Matthew Spindler to a two-year term beginning July 1, 2022.
2. Elect Debra Derr and Jennifer Overstreet to a two-year term beginning July 1,
2022.
3. Elect Kenneth "Ziggy" Siegfried as Chair, Ryan Uhles as Vice -Chair, and Randy
McKeegan as Treasurer for a one-year term beginning July 1, 2022.
Background:
The Nominating Committee is charged with two tasks:
1. Filling vacancies on the board of directors, and
2. Proposing a slate of officers for the coming year.
This report provides recommendations for both tasks.
Board vacancies
There are six open positions on the board of directors beginning July 1, 2022 due to the
expiration of terms for six current board members.
Agreement No. 16-251 between the City of Bakersfield and the Greater Bakersfield
Convention and Visitors Bureau requires that four members of the board of directors be
from the Hotel/Motel Industry. The current Hotel/Motel Industry representatives are
Jessica Ramirez, Denise Connor and Debora Hill. The fourth position is vacant due to
the retirement and resignation of Jenny Hlaudy. The CVB Bylaws state that directors
shall not serve for more than three consecutive two-year terms.
The directors whose terms expire on June 30 are Tamara Baker, Denise Connor,
Debora Hill, Kenneth "Ziggy" Siegfried, Beth Brookhart Pandol, and Matthew
Spindler. The Nominating Committee recommends Tamara Baker, Kenneth "Ziggy"
Siegfried, Beth Brookhart Pandol, and Matthew Spindler to be re-elected to serve a
two-year term beginning July 1, 2022. Denise Connor has served the maximum
number of years on the board and cannot continue at this time. Debora Hill has missed
the last three consecutive board meetings and staff has been unsuccessful in contacting
her over the past several months.
The Nominating Committee recommends Debra Derr, General Manager of the
Bakersfield Courtyard, and Jenifer Overstreet, General Manager of the Home 2Suites
by .Hilton, be elected to a two-year term beginning July 1, 2022.

Slate of officers
Section 7.04 of the Bylaws of the Greater Bakersfield Convention and Visitors Bureau
define the Executive Committee as Chair, Vice -Chair, Treasurer, and Immediate Past
Chair. Executive Committee members serve a one-year term of office and cannot serve
more than two consecutive terms in the same office, except for permanent members.
The Nominating Committee recommends the following individuals be re-elected for a
one-year term to serve as officers:
• Kenneth Siegfried as Chair,
• Ryan Uhles as Vice -Chair, and
• Randy McKeegan as Treasurer
There is no Immediate Past Chair.
