Present: Chair Bell, Commissioners Vargas(A), Garcia, Resolme, Mizar, Beardsley (A)
Absent: Commissioners Burrows, Morgan, Taft (A), Toler (A), Kakarla (A)
PUBLIC STATEMENTS
Barbara Sandrini, Assistance League, stated that they are ready to help with the
donation drive
SUMMARY REPORT
a. Adoption of the March 28, 2022, Youth Commission minutes
Staff recommends adoption of the March 28, 2022, Youth Commission
minutes.
No action was taken as there was no quorum. Item differed to next
meeting.
NEW BUSINESS
a. Continue planning the annual Youth Commission project for FY 2021-2022 to
be completed no later than June 30, 2022, Staff recommends the Youth
Commission continue planning the annual project in coordination with the
Assistance League of Bakersfield.
No action was taken as there was no quorum.
The commissioners decided that since the actual date of the drive is after
school is out, they would contact several of the high schools for permission to
have a PSA read each morning during announcements and have a
donation collection box placed at each high school. Students could then
drop off their items at the school and the commissioners would pick up
boxes from schools.

Management Assistant Gutierrez reminded the Commissioners that they
need to first get permission from the individual high schools before anything
goes up for advertising. He suggested talking to the head Councilors for
permission. He reminded the Commissioners that he has already receive
permission from the Kern High School District for the event.
Barbara Sandrini from the Assistance League remined everyone that there
were strict guidelines that will need to be followed when using their logo.
At this point Commissioner Bell reviewed the following assignments that the
Commissioners agreed to take care of:
Commissioners Vargas, Toler and Kakarla will contact the local TV stations.
Commissioners Bell and Resolme will work on digital flyer.
Commissioners Mizar and Beardsley are work on a 15 second PSA for radio
stations.
Nathan reminded the commissioners to be specific in the information that
are put on the flyer.
Chair Bell reminded everyone to have their project completed for the next
meeting and for everyone to check their emails often.
5. STAFF COMMENTS
Management Assistant Gutierrez stated he thought it was a good meeting
even without quorum. He asked Chair Bell to get any additions to him and
he would get out the assignments and logo information for Assistance
League out to everyone for Monday.
He asked that everyone please be at the meeting on Monday April 25, 2022.
COMMISSION COMMENTS
Commissioner Garcia said she was happy to be there.
Chair Bell welcomed Commissioner Garcia to the Youth Commission. She asked
that everyone have their assignments completed by Monday's meeting.

2. PUBLIC STATEMENTS
a. Barbara Sandrini, Director of the Bakersfield Assistance League and
Fran Scott, volunteer both stated they would be available to answer
questions related to the planning and implementation of the donation
drive.
b. Joseph Conroy, City Public Information Officer, and Eric Galvan, City
Communications Coordinator were in attendance and offered to
provide guidance and answer questions related to public outreach,
social media best practices and how to contact local media sources.
3. SUMMARY REPORT
a. Adoption of the February 28, 2022, Youth Commission minutes
Staff recommends adoption of the February 28, 2022, Youth
Commission Minutes.
Motion by Commissioner Jordyn Toler, second by Commissioner
Sophia Resolme to adopt the February 28, 2022, Youth Commission
meeting minutes. Motion passed.
4. NEW BUSINESS
a. Continue planning the annual Youth Commission project for FY 2021-
2022 to be completed no later than June 30, 2022.
Staff recommends the Youth Commission continue planning the
annual project in coordination with the Assistance League of
Bakersfield. Barbara Sandrini and Fran Scott from the Assistance
League were in attendance to answer questions related to the
planning and implementation of the donation drive.

The Commissioners have tentatively agreed to have the donation
drive on June 6, at the Assistance League's Bargain Box located at
1924 Q Street, from 10 a.m. to 1 p.m.
4. NEW BUSINESS continued
Public Information Officer, Conroy recommended the following:
putting together a 15 second Public Service Announcement for local
radio stations to read on air; design a digital flyer to post on social media
(Instagram, Twitter, Facebook); contact the Bakersfield Californian
regarding donated ad space, contact the local TV stations interested in
doing a story on the donation drive to run a few days before the actual
event.
Management Assistant Gutierrez also suggested reaching out to all area
high schools to request the Public Service Announcement be added to the
morning announcements.
The Commissioners agreed to work in teams of two, to complete the
following: Commissioners Sanjna Mizar and Carter Beardsley will develop a
script for the radio stations, Commissioners Jordyn Toler and Aditya Kakarla
will contact the local TV stations, Chair Emily Bell, and Commissioner
Sophia Resolme will develop the digital flyer to send to social media and to
post at local high schools.
Management Assistant Gutierrez reminded the commissioners that they
need to decide how to document the evert for a presentation at the June
City Council meeting. He also reminded Commissioners to start thinking
about who to invite to the event either as a guest or as a volunteer.

Chair Bell reminded the Commissioners they need to check their email daily.
She stated they will be meeting again before the next regular meeting time.

City Hall Summer Internship Program
Program Overview
Thank you for your interest in the City Hall Summer Internship Program!
The City Hall Summer Internship Program is an eight -week, paid summer internship where
high school youth will work part-time with City Departments on important projects and
initiatives. As a pipeline to a career in public service, high school students will shadow an
employee at participating Departments and help with administrative duties including
typing material from copy or draft, receiving and routing correspondence, maintaining
simple operation records, analyzing data, and assisting with program management.
Youth will receive career development services from the Kern Community Foundation
including regular professional workshops, travel stipends, mentorship, and field trips.
Internship Requirements & Duration
Internships shall take place from Monday, June 13, 2022 through Friday, August 5, 2022.
Interns are expected to work 20 hours per week, Monday - Friday, from 8 AM to 5 PM PST.
Schedules will be determined by Department Supervisors. Below are important program
dates to consider before applying:

Th City Hall Summer Internship Applications opens on Friday, April 22, 2022. Applications
are due on Friday, May 13, 2022, at 11:59:59 PM PST. The hiring process will include a
review of the applications, 30-minute panel interviews, and 30-minute Department
interviews in May 2022. The timeline below highlights key application dates. Before

BACKGROUND:
Each year, the Youth Commission is tasked with completing a project that provides education
and awareness to an issue that directly impacts local teens in the community.
For FY 2021-2022, the Youth Commission has decided to plan and implement a drive -by
donation drive to collect new clothing items, shoes, toys, and hygiene supplies for children in
kindergarten through eighth grade. Barbara Sandrini, Director of the Assistance League, and
Fran Scott, Assistance League volunteer have offered to assist the Youth Commission with the
planning of the project and have provided information regarding donation drives.
City Public Information Officer Joe Conroy, and City Communications Coordinator Eric Galvan
have provided information on social media outreach best practices and various ways to connect
and engage with local television, radio, and print media prior to the event.
Commission discussion specific to outreach strategies at several school sites within the Kern
High School District, including communicating to the student body through clubs and morning
announcements have continued.. Commissioners have volunteered for tasks including flyer
design for social media use, television and radio scripts for public outreach, and will be
contacting local news outlets to gauge story interest in the weeks leading up to the event.
