HomeMy WebLinkAbout04/22/22CC OFFICE OF THE CITY MANAGER April 22, 2022 TO: Honorable Mayor and City Council FROM: Christian Clegg, City Manager SUBJECT: General Information Notable Items  The Clean City Initiative’s pop-up large item trash drop-off events held on Saturday, April 9, at the Kaiser Permanente Sports Complex in the Southwest and at Panorama Drive (right) in the Northeast received 22,360 pounds of trash and recycling items. The two locations also collected 39 mattresses and saw nearly 160 vehicles come through. These events are part of Bakersfield’s Clean City Initiative and are only possible thanks to funding from the Public Safety & Vital Services (PSVS) Measure, also known as Measure N.  The Recreation & Parks Department held its Spring Eggstravaganza on Friday, April 15 with a reported 1,200 people showing up to participate! There were games to play (right) and activities to participate in for families who came out. Kids even got a chance to visit with the Easter Bunny, win prizes and hunt for more than General Information April 22, 2022 Page 2 10,000 plastic eggs hidden around the Dr. Martin Luther King, Jr. Community Center (above). Recreation & Parks has started thepublic input phase of its Master PlanUpdate, and the consultant workingon the project with the department had popup booths (right) at theEggstravaganza and at The Park at River Walk last week to let everyoneknow how they can provide feedback. That input will be vital inthe creation of the Master Plan, letting staff know what features, activities and programming the public wants from our facilities moving forward. Anyone interested in the Master Plan Update can learn more about the project and how to participate on this dedicated webpage. Demolition of the playground equipment at Patriots Park started on Tuesday, April 19 as part of the City’s Playground Rehab Project (right). This is the ninth park to benefit from that project. This $4.01 million project includes replacing outdated playgroundequipment at 12 different parks in all seven City Wards. The project is only possible thanks to the Public Safety & Vital Services Measure (also known as Measure N). We are very happy to be able to reinvest that money back into projects like this one that General Information April 22, 2022 Page 3 the public has been asking for.  Mayor Karen Goh and the Bakersfield Homeless Center hosted a media tour (right & below) of a new 40-bed Women’s Dorm at the shelter and discussed the importance of Homeless Housing, Assistance and Prevention (HHAP) funding the City receives from the state. The dorm is operated using a City allocation of HHAP funding. The event also announced a $1 million allocation from the City to the BHC to support the relocation of its campus to Dolores Street and add 100 new beds to its facility.  Tickets are currently on sale for the Battle of the Badges event in May. The annual competition – now in its 26th year – benefits the Bakersfield Police Activities League and is set for Friday, May 20. Tickets are $30 and are available at BPAL (301 E. 4th Street) and the BPD Westside Substation (1301 Buena Vista Road) or online. You can also purchase reserved ringside seats for $50 at the BPAL’s office.  The City Clerk’s Office is accepting applications to fill vacancies on the Bakersfield Youth Commission: • Ward 1: alternate appointment • Ward 6: regular and alternate appointments • Ward 7: regular and alternate appointments Applicants must be City residents, current high school students at the time of appointment, and maintain as close to a 3.0 grade point average as possible. All applications must be returned to the Clerk’s Office. Traffic Advisories Nighttime closure planned on Stockdale Highway Stockdale Highway will be closed nightly in both directions between McDonald Way and N. Stine Road from April 24 until April 28. The closure will take place from 9 p.m. to 5 a.m. each night. The closure is needed for bridge concrete pours. During the closure, residents can detour around the work zone by using McDonald Way or Real Road to enter or exit the neighborhood. All other traffic will be routed around the area using Oak Street and California Avenue. Construction schedules may be changed without notice due to unforeseen circumstances. The Thomas Roads Improvement Program apologizes for any inconvenience this work may cause the traveling public. The Park at Riverwalk (Mobile Restrooms) • The RRT disassembled three portable restrooms and the mobile ticket booth and transported to storage after the scheduled concert event. 2. Martin Luther King Park (Toilet Repair) • The RRT made repairs to a leaking toilet water supply line. 3. Sumner Storage Facility (Building Repair – Vandalism) • The RRT secured entrance and roll-up bay doors at the Sumner Storage Building due to vandalism and attempted forced entry. 4. Saunders Park Pavilion (Hockey Rink Repair – Vandalism) • The RRT secured the short glass panels throughout the entire rink due to vandalism. 5. Bakersfield Police Department (Tree Grate Repair) • The RRT adjusted and re-set the metal tree grate west of the building entrance. 6. Bike Trail @ San Miguel Grove (New Access Gates) • The RRT continued working on the new gate fabrication and installation just west of the parking lot, in addition to painting the newly installed gates. • The RRT began fabrication of the second gate to be installed just south of the parking lot. 7. Kern River Parkway (Irrigation Repairs) • The RRT repaired multiple irrigation lines at the KRPW parking lot hillside planter west of Mohawk St. 8. Mesa Marin Sports Complex (Old Concession Building – Vandalism) • The RRT secured the old concession building due to vandalism and forced entry. 9. Saunders Park (Encampment Clean-Up) • The RRT assisted Code Enforcement with trash removal from homeless encampments set up at two reservation areas and at the sump area of the park. • 3 sites were addressed. • 1 Trash load was taken to Kern County Bena Landfill (total weight 1,800 lbs.). 10. Yokuts Park (BPD Obstacle Training Course) • The RRT fabricated and installed both obstacles and concrete footings for the new training course, in addition to installing the fence slats. Miscellaneous: 1. Jefferson Park (Restroom Security Gate Repair – Vandalism) • The RRT replaced the slide bolt lock on the women’s restroom security gate due to vandalism. 2. MLK Park (Storage Room Door Repair – Vandalism) • The RRT secured the storage room door and replaced the slide bolt lock due to vandalism. Ongoing Projects 1. Greystone Park (Trash Enclosure Modification) • The RRT will schedule fabrication and installation of a new cover on the existing trash enclosure. 2. Yokuts Park (BPD Training Course Project) • The RRT will continue work on the BPD training course project on the work week of 3/23/2022 through 3/26/2022. 3. Bike Trail (New Access Gate Fabrication & Installation) • The RRT will continue fabricating gates for the bike trail entrances at San Miguel Grove next week.
