The McMurtrey Aquatic Center pools will be unavailable to the public starting
Monday, May 2 through June 3 as a contractor completes repairs to the concrete pool deck. The Recreation & Parks Department expects the pool to re-open to the
public by Monday, June 6. We appreciate the public’s understanding and patience as we complete these improvements.
The Bakersfield Police Department is hosting Community Listening Sessions next
month:
• From 5 – 7 p.m. on Tuesday, May 10 at the Dr. Martin Luther King,
Jr. Community Center (1000 S. Owens Street);
• And from 6 – 8 p.m. on Wednesday, May 11 at Silver Creek
Community Center (7011 Harris Road).

The Community Listening Sessions are held to receive feedback from the public who
are asked to bring ideas, opinions and goals for the Bakersfield Monitoring Program in order to improve policing and police community relations. Spanish language
translation services will be available on request.
Work is now completed on Quailwood Park’s playground upgrade, with the equipment re-opening for public use on
Thursday, April 28 (top right). The improvements are only possible
thanks to the Public Safety & Vital Services (PSVS) Measure, also
known as Measure N.
Also on Thursday, demolition of the
playground at River Oaks Park
(bottom right) started as part of
the City-wide $4.01 million Playground Rehabilitation Project,
which is funded entirely by the
PSVS Measure.

updating playground equipment
at 12 City-maintained parks across
all seven City Wards. There are
only two parks remaining where
upgrades have not been
completed or started at this point (Solera Gardens and Dr. Martin Luther King, Jr. Park).
The City’s Water Resources Department is partnering with the Water Association of
Kern County on its Water Conservation Day, set for Saturday, May 21 at Jastro Park (2900 Truxtun Avenue). The event will help bring awareness to the importance of
conserving water however possible during the current drought impacting the City, County and State. The City plans to have a booth at the event where Domestic Water
Service customers can learn about water saving techniques, tips, kits and more!
The Bakersfield Fire Department’s recruit academy is more than one-third of the way through its course. During these past nine weeks, the 25 recruits have completed
trainings for Fire Behavior, Forcible Entry, Hose & Ladders, Emergency Medical Technician training, Hazardous Materials ‘C’ week, and Vehicle Extraction. This past
week recruits were trained on high-rise operations with both a classroom lecture and
an in-person site visit in Bakersfield.

2. Camps will be available to kids aged 6- to 11-years-old at Silver Creek Community
Center and at the Dr. Martin Luther King, Jr. Community Center starting June 6. Registration can be completed in-person at either community center or online.
Tickets are currently on sale for the Battle of the Badges event in May. The annual
competition – now in its 26th year – benefits the Bakersfield Police Activities League and is set for Friday, May 20. Tickets are $30 and are available at BPAL (301 E. 4th Street)
and the BPD Westside Substation (1301 Buena Vista Road) or online. You can also purchase reserved ringside seats for $50 at the BPAL’s office.
The City Clerk’s Office is accepting applications to fill vacancies on the Bakersfield Youth Commission:
• Ward 1: alternate appointment
• Ward 6: regular and alternate appointments
• Ward 7: regular and alternate appointments
Applicants must be City residents, current high school students at the time of
appointment, and maintain as close to a 3.0 grade point average as possible.
Anyone interested in applying for these openings can do so at the City Clerk’s Office
at City Hall North (1600 Truxtun Avenue) or by downloading an application from the
City’s website here. All applications must be returned to the Clerk’s Office.

Commission (CPSC), International Playground Equipment
Manufacturers Association (IPEMA), and American Society of
Testing Materials (ASTM).

Item 3a. Regional Transportation Plan (RTP) (All Wards) The RTP is a long-term (20-year) general plan for the region’s
transportation network, and encompasses projects for all types of travel, including aviation and freight movement. Staff
from the Kern Council of Governments will present the 2022 Regional Transportation Plan.

CONSENT CALENDAR - ORDINANCES
Item 7c. Freeway signage (Wards 7) On November 17, 2021, Councilmember Parlier made a referral recommending City
staff consider increasing sign height limits at the State Highway 99 and Hosking Avenue interchange. The State Highway
99 & Hosking Avenue interchange was not fully improved when the Freeway Oriented Sign (Section 17.60.070.D)
ordinance was originally adopted. With the interchange now fully improved and encircled by urbanization, it is
reasonable to conclude the interchange should be added to the ordinance. City staff and the Planning Commission
recommend amending the Bakersfield Municipal Code by amending Section 17.60.070 relating Specialized Signs;
specifically, freeway oriented signs.
CONSENT CALENDAR - AGREEMENTS
Item 7m. Habitat Conservation Plan (HCP) (All Wards) The Habitat Conservation Plan provides regional
conservation strategies and specific development guidelines to protect natural resources while improving and
streamlining the permit process. The existing Metropolitan Bakersfield HCP expires in June, 2023. Work on the
BHCP has followed a phased approach and has already begun under previously awarded grants funds. Staff
recommend an agreement with ICF Jones & Stokes (not to exceed $599,632) to complete Phase 4 documentation
that will be used for the continued preparation of the Bakersfield HCP.
CONSENT CALENDAR - MISCELLANEOUS
Item 7p. Bakersfield Fire Department mutual aid deployments (All Wards) The Bakersfield Fire Department
participated in numerous Strike Team deployments (statewide master mutual aid) to significant emergency events
during the 2021 fire season between the months of July through October of 2021. Federal reimbursements include
$194,454 from the US Forest Service and USDI Bureau of Land Management, and State reimbursements of $107,555
from California Office of Emergency Services. The total amount reimbursed to the City is $302,009. When
firefighters are working on mutual aid assignments, the City is reimbursed for labor costs at the overtime rate for
the entire deployment portal to portal, and equipment costs are reimbursed on an hourly basis. The Fire
Department’s operating budget has already incurred these costs by paying the travel, overtime and equipment
costs. This reimbursement is needed to appropriate these funds back into the Fire Department’s operating budget.
HEARINGS
Item 9a. Action Plan for federal grants (All Wards) Each year, the City must develop an Annual Action Plan for
Community Development Block Grant (CDBG), HOME Investment Partnership Program (HOME), Housing Opportunities
for Persons with HIV/AIDS (HOPWA), and Emergency Solutions Grant (ESG) entitlements. The total funds available for FY
2022-23 are $6,592,662, which represents: $3,968,097 of CDBG funds, including $8,000 in program income; $1,585,955
of HOME funds, including $80,000 in program income, $709,181, of HOPWA funds, and $329,429 of ESG funds. On
February 28, 2022, The Budget and Finance Committee met to review and recommended projects for funding in the FY
2022-23 Action Plan. Recommended projects include:
• Installation of curb, gutter and sidewalk as needed prior to street reconstruction in the Jewett, Ohio Drive,
Benton, Oleander, and Madison areas;
• Saunders Park Sump Wall Rehabilitation and Sports Pavilion Fence Improvements;
• Section 108 Loan repayments for street improvements in southeast Bakersfield and park improvements in
northeast and downtown Bakersfield;
• Public Service funds for Bakersfield Senior Center services, and Fair Housing Program Services;
• Home accessibility improvement for low/mod income disabled persons;
• Street outreach, homeless shelter operations and services, rapid rehousing assistance.
Staff recommends approval of the grant package.

Item 10a. Fiscal Year 2022-23 Proposed Budget Overview (All Wards) Staff from the City Manager's Office and Finance
Department will provide the City Council with an overview presentation of the Fiscal Year 2022-23 Proposed Budget. The
overview will include discussion of projected revenues, proposed appropriations, major economic factors, highlights of
major initiatives in support of City Council goals, new position requests and a preview of the capital improvement budget.
This overview will include specific focus on new proposals proposed to be funded by the Bakersfield Public Safety and
Vital Services Measure. This will be the first of five scheduled City Council meetings and workshops that will include
discussions on the FY 23 budget.
The City has continuously enhanced opportunities for the public to gain access to budget presentations and information.
All budget presentations made over the next five meetings will be posted on the City's budget web page at:

The City's Open Budget tool allows users to visually access real time revenue and expenditure data for the current fiscal
year and actual data for previous fiscal years. The Open Budget data is updated on a monthly basis throughout the fiscal

Projects Completed by RRT
1. Weill Park (Encampment Clean-Up)
• The RRT assisted Code Enforcement with trash removal from homeless
encampments set up throughout the park.
• Trash was loaded into the rear loader truck, provided by Code Enforcement.
2. MLK Park (Encampment Clean-Up)
• The RRT assisted Code Enforcement with trash removal from homeless

3. Kern River Parkway (Irrigation & Planter Repair)
• The RRT repaired irrigation and graded the hillside planter in the parking lot west
of Mohawk St. in preparation for a scheduled event.
4. Bike Trail @ San Miguel Grove (New Access Gates)
• The RRT installed new access gates at the bike trail just south of the parking lot entrance, in addition to painting them, to prevent unauthorized vehicle access.
5. Kaiser Permanente Sports Village (Football Goal Post Removal)
• The RRT removed two football goal posts on the north side football fields, as part
of the McKee Road extension of KPSV Phase 4 project.
6. Patriots Park (Concrete Removal)
• The RRT removed a section of concrete located at the basketball court in order for irrigation repairs to be completed.
7. Bike Trail @ Chester Avenue (Bollard Post Replacement – Vandalism)
• The RRT fabricated and installed two new bollard posts at both east and west
sides of Chester Ave. bike trail access points, to prevent unauthorized vehicles.
8. San Miguel Grove (Weed Removal)
• The RRT removed weeds at various locations in preparation for a scheduled
event.
Miscellaneous:
1. Kaiser Permanente Sports Village (Mobile Restrooms)
• The RRT delivered and set up two mobile restroom trailers at the KPSV Stadium for
a scheduled reservation.
2. Lowell Park (Restroom Door Repair – Vandalism)
• The RRT installed a new slide lock, due to vandalism, inside of the S/E restroom
door to prevent the door from being opened when the restroom is occupied.
3. Planz Park (Bollard Post Repair – Vandalism)
• The RRT repaired two bollard posts that were damaged at the north west
driveway, due to a vehicle accident.
4. Saunders Park Pavilion (Perimeter Fence & Drinking Fountain Repair – Vandalism)
• The RRT repaired the damaged chain link fence gate and secured the metal
access panel on the drinking fountain, due to vandalism.
5. Sumner Storage Facility (Building Repair – Vandalism)
• The RRT secured the aluminum paneling north side of the building, due to
vandalism.
Ongoing Projects
1. Greystone Park (Trash Enclosure Modification)
• The RRT will schedule fabrication and installation of a new cover on the existing trash enclosure.
2. Yokuts Park (BPD Training Course Project)
• The RRT will continue work on the BPD training course project next week.
