HomeMy WebLinkAboutRES NO 064-2022RESOLUTION NO. 0 6 4- 2 0 2 2 A RESOLUTION OF THE BAKERSFIELD CITY COUNCIL DISPENSING WITH FORMAL BIDDING PROCEDURES TO PURCHASE OFFICE SUPPLIES FROM STINSONS BAKERSFIELD AND AUTHORIZING THE USE OF COOPERATIVE PROCUREMENT CONTRACTS FOR THE PURCHASE OF OFFICE SUPPLIES, NOT TO EXCEED $700,000. WHEREAS, the City may enter into cooperative procurement contracts for work, supplies, equipment or materials without competitive bidding pursuant to Bakersfield Municipal Code Section 3.20.060(D) (7); and WHEREAS, the City of Bakersfield desires to purchase office supplies under a contract; and WHEREAS, the County of Kern solicited proposals for a contract to supply office supplies in February 2022; and WHEREAS, Stinsons Bakersfield was the successful low bidder for the contract and has extended their bid prices to the City of Bakersfield as a cooperative procurement contract; and WHEREAS, Bakersfield Municipal Code Section 3.20.060(D) (7) allows the City to dispense with bidding procedures when it is determined that work, supplies, equipment or materials are available from a local vendor that has successfully obtained a contract that was competitively awarded by another governmental agency within the last 36 months or is one that is still active and valid, as a participant in a cooperative procurement contract, and that it is in the best interests of the city, and to the city's economic advantage to purchase such work, supplies, equipment or materials from that vendor at the lowest possible cost for the quality needed; and WHEREAS, the process used to determine the vendors for the cooperative procurement contracts herein substantially comply with the City's procurement process, including public advertisement for sealed bids and awards determined on the basis of best value. - Page 1 of 3 Pages - >- m OORIGINO NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: 1. The above recitals are true and correct and are incorporated herein by reference. 2. The Council finds that work, supplies, equipment, or materials are available from a local vendor that has successfully obtained a contract that was competitively awarded by another governmental agency within the last 36 months, or is one that is still active and valid, as a participant in a cooperative procurement contract, and that it is in the best interests of the city, and to the city's economic advantage to purchase such work, supplies, equipment, or materials from that vendor at the lowest possible cost for the quality needed. 3. The Finance Director or his designee is authorized to dispense with bidding in accordance with section 3.20.060(D)(7) of the Bakersfield Municipal Code. 4. The Finance Director or his designee is authorized to purchase office supplies at County of Kern PA536 contract pricing through a local vendor, Stinsons Bakersfield and to negotiate the purchase of same, not to exceed $700,000 for a two year period. 5.
