AN ORDINANCE OF THE COUNCIL OF THE CITY OF
BAKERSFIELD AMENDING CF~PTER 2.52 OF THE
BAKERSFIELD MUNICIPAL CODE RELATING TO THE
BAKERSFIELD CONVENTION CEBT~ (FORMERLY CIVIC
AUDITORIUM).
BE IT ORDAINED by the Council of the City of
Bakersfield as follows:
SECTION 1.
Chapter 2.52 of the Bakersfield Municipal Code is
hereby amended as follows:

2.52.010 Definitions.
For the purposes of this chapter, the following words
shall have the meanings set forth in this section:
A. "Convention Center" or "Bakersfield Convention
Center" means the auditorium and related facilities of the city,
or any portion or facility thereof, located between Truxtun
Avenue and Fifteenth Street and between N and P Streets in the
city.
B. "Manager" means the convention center manager of
the city, and whenever said term is used in this chapter, it
shall be understood to mean such person, except where the context
requires a different meaning.
2.52.020 Convention center con~ittee - Creation - Duties.
A. Creation. There is created a convention center
committee consisting of seven members, who shall be appointed by
the city council. The term of office shall be three years,
except that the current terms of the members now serving may be
for a greater or lesser time in order to provide for staggered
terms.
B. Duties. The convention center committee shall
represent various community groups and interests for the purpose
of formulating policy as to the general operation of the
convention center. Except as provided in this chapter, this
committee has no administrative or other authority. The manager
shall be an ex officio member of this committee and shall be
present at all meetings of this committee, but shall not have the
right to vote. The manager of the convention bureau of the
Greater Bakersfield Chamber of Commerce shall be an ex officio
member of this convention center committee, but shall not have
the right to vote. The convention center committee shall
establish rules for its operation.
2.52.030 Convention center manager - Office created -
Supervisory and administrative duties.
A. There is created the office of convention center
manager who shall be appointed by the city manager.
B. It shall be the duty of the manager to supervise
and manage the convention center and to issue permits for the use
thereof on accordance with and subject always to the terms,
conditions, limitations and restrictions contained in this
chapter and in resolutions of the Council setting policies for
operation of the convention center.
C. Except as provided in this chapter, the manager
shall administer the convention center subject to the general
administrative supervision of the city manager.
2.52.040 Parking regulations.
A. The city reserves the right to maintain and control
parking on city-owned property on and about the convention center
site, either by direct operation under the supervision of the
manager, or through a contract for private operation thereof.

B. At all times, parking for convention center events
shall have preference over parking for any other purposes.
C. Rates shall be established by the manager, with the
approval of the council.
2.52.050 City attorney as legal advisor.
The city attorney shall be the legal advisor to the
manager and shall approve all forms, permits, bonds, contracts
and other documents used in carrying out the purposes of this
chapter.
SECTION 2.
This Ordinance shall be posted in accordance with
the City Charter provisions and shall become effective thirty
(30) days from and after the date of its passage.
