RESOLUTION TO COMMIT $5,000,000 IN PUBLIC SAFETY AND
VITAL SERVICES (PSVS) FUNDS TO THE BAKERSFIELD
AFFORDABLE HOUSING TRUST FUND
WHEREAS, the State of California is in the midst of a housing crisis, where there is
insufficient housing for all Californians, especially in the provision of affordable housing for
the residents of the State; and
WHEREAS, the Department is authorized to provide up to $57 million under the
Local Housing Trust Fund ("LHTF") Program from the Veterans and Affordable Housing
Bond Act of 2018 (Proposition 1) (as described in Health and Safety Code section 50842.2
et seq. (Chapter 365, Statutes of 2017 (SB 3)) ("Program"); and
WHEREAS, the State of California (the "State"), Department of Housing and
Community Development ("Department") issued a Notice of Funding Availability
("NOFA") dated 4/5/2022 under the LHTF Program; and
WHEREAS, on November 6, 2018, the Public Safety and Vital Services ("PSVS"
herein) measure was passed by the voters to address top community priorities, including
reducing homelessness and construction of affordable housing for very low, low and
moderate -income households; and
WHEREAS, the Bakersfield City Council adopted resolution No. 124-2021 on July 14,
2021 to establish the Bakersfield Affordable Housing Trust Fund and appropriated
$5,000,000 in PSVS funds to support initial housing activities within the Fund; and
WHEREAS, the City of Bakersfield is an eligible Local or Regional Housing Trust Fund
applying to the Program to administer one or more eligible activities using Program Funds;
and
WHEREAS, eligible applicants are required to provide a one-to-one match for
program funds being requested from the Department; and
WHEREAS, PSVS funds are a qualified source of matching funds; and
WHEREAS, it is in the best interest of the City to commit $5,000,000 in PSVS funds to
support an application for the current NOFA of Local Housing Trust Funds.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows:
1. The above recitals true and correct and are incorporated herein by reference.
2. The City Council finds and declares that it is necessary and in the best interest
of the City to commit $5,000,000 in PSVS funds to the Bakersfield Affordable

Housing Trust Fund for the public purpose of preserving, providing and
developing affordable housing within the City.
3. Thel City Council of the City of Bakersfield commits to investing $5,000,000 in
Public Safety and Vital Services funds into the Bakersfield Affordable Housing
Trust Fund to support the development of affordable housing.
