tributes to our officers and

Police Department first held
a ceremony on Truxtun
Avenue in front of the police
headquarters in honor of
Peace Officer Memorial Day
at 7 a.m.
At noon on the same day, a larger
event that included BPD, the Kern
County Sheriff’s Office and California
Highway Patrol was held at the Peace Officer Memorial in front of
the county courthouse (right top).
Also, offices at City Hall North displayed blue hearts on their
windows in tribute to our officers this week as well (right bottom).
The City of Bakersfield is leading the way in California when it comes to single-family
home building! A report from the State Department of Finance (pg. 11) shows Bakersfield outpaced the rest of the state in single-family housing unit permits issued

in 2021. According to the report, Bakersfield issued 1,544 single-family dwelling permits,
ahead of the City of Los Angeles (1,500) and Menifee (1,425).
Bakersfield was also in the top 10 for total housing unit growth in 2021, adding 2,209 units, good for sixth behind Irvine (2,775) and ahead of Roseville (1,892). The City of
Los Angeles led the state with 14,493 total housing units added that year.
Three guests at the Brundage Lane Navigation Center (BLNC) have completed the
facility's first Culinary Training Program! A graduation ceremony was held on Friday,
May 13 at the BLNC to recognize their accomplishment (above).
Not only did they receive their diplomas during the ceremony, but also a
proclamation from Mayor Karen Goh and personalized chef coats with their names
embroidered on them (three below). Recruiting for the next class is expected to start
this summer, with the course expected to get underway in the fall.
The City’s Technology Services Department’s Media Team was on-hand for Friday’s
ceremony and put together a great video from the presentations.

The May pop-up large trash item drop-off events were held this past weekend, on
Saturday, May 14, at the Riverlakes Ranch Community Center and the Bakersfield Municipal Airport. The events, which are part of Bakersfield's Clean City Initiative and
made possible thanks to the Public Safety & Vital Services (PSVS) Measure, collected more than 5,500 pounds of trash. Almost 130 vehicles came through the two locations,
dropping off 59 mattresses and 85 pounds worth of e-waste items.
As City staff works on the General Plan Update, the public is asked to
provide valuable feedback on this important piece of guidance. From
now until June 7, the Bakersfield community is urged to participate in
the General Plan Housing Element
Update Survey, and to share it with
their neighbors!

website.
Some more good news about the City’s $4 million Playground Rehabilitation Project:
the playground upgrades at Windermere Park (36101 Bromley Way) have been
completed! Windermere is now the eighth playground to be updated as part of this
project (below), which wouldn’t be possible without funding from the Public Safety &
Vital Services (PSVS) Measure, also known as Measure N.
Of the 12 parks that are included in the project, only Solera Gardens and the
playground at Dr. Martin Luther King, Jr. Park have yet to get under way. The rest are
either completed or in-progress.

The Bakersfield Homeless Center held a ribbon cutting for its new Union Jobs Center
(above), a project the City supported with more than $2 million a year in Public Safety & Vital Services (PSVS) Measure funding and $743,343 through various grants. The goal
of the program is to help homeless individuals learn the skills they need to find and secure permanent employment.
The City of Bakersfield was well-
represented at the 2022 San Joaquin Valley Policy Conference
on May 12 and 13 as Principal Planner Jason Cater participated
as a guest speaker. Jason was part of a panel discussion on
Housing Plenary in the Valley
(second from the left in photo at
right).
The City Clerk’s Office is
accepting applications to fill vacancies on the Bakersfield Youth Commission:
• Ward 1: alternate appointment
• Ward 6: regular and alternate appointments
• Ward 7: regular and alternate appointments
Applicants must be City residents, current high school students at the time of
appointment, and maintain as close to a 3.0 grade point average as possible.
Anyone interested in applying for these openings can do so at the City Clerk’s Office
at City Hall North (1600 Truxtun Avenue) or by downloading an application from the
City’s website here. All applications must be returned to the Clerk’s Office.

Traffic Advisories
Temporary closures planned over Manor Street Bridge
Alternating temporary closures are planned for Manor Street Bridge over the Kern River
the week of May 23.
Starting at 6 p.m. on Monday, the northbound lanes over the Manor Street Bridge will be
closed until 6 a.m. Tuesday. During the closure, southbound traffic will be reduced to one
lane. A detour plan will be in place at Union Avenue for northbound traffic during the
closure.
Starting at 8 p.m. on Tuesday, the southbound lanes will be closed until 6 a.m.
Wednesday. During the closure, northbound traffic will be reduced to one lane. A detour
plan will be in place at Roberts Lane for southbound traffic during the closure.
Starting at 8 p.m. on Wednesday, the northbound lanes over the Manor Street Bridge will
be closed until 6 a.m. Thursday. During the closure, southbound traffic will be reduced to one lane. A detour plan will be in place at Union Avenue for northbound traffic during
the closure. Starting at 8 p.m. on Thursday, the southbound lanes will be closed until 6 a.m. Friday. During the closure, northbound traffic will be reduced to one lane. A detour plan will be
in place at Roberts Lane for southbound traffic during the closure.
Traffic delays are expected as a result of this work. Drivers are asked to use caution and plan for extra travel time if driving through the area, or to use alternate routes.
The work requiring these closures is expected to be completed on Friday, May 27.
These closures are part of the bridge rehabilitation project that started in May 2020.
The City thanks the public for its patience and understanding during the completion of
these improvements.
Please Note: Construction work may be postponed and rescheduled without notice due
to inclement weather or other unforeseen conditions.

April Summary Highlights:
April is always a fun and busy month for Recreation & Parks as we prepare for youth sports and summer activities. A few highlights are the completion of Quailwood and
Planz Park Playgrounds; with Patriots, River Oaks, Windermere soon to follow!
April also represented the beginning of our Public Engagement for the Recreation and
Parks Master Plan. On April 15th and 16th, MIG held two pop-up events at MLK and The
Park at River Walk. Both events were a big hit as we were able to engage with
hundreds of our park users to hear their vision for our Department for the next 10 years.
Staff Vacancies/Total Hours Lost:
• 16 Vacancies/30,112
Public Safety & Vital Services
• Assisted Code Enforcement with trash removal from homeless
encampment set up throughout various locations at MLK, Wayside, Weill
and Lowell Park.
• Repaired broken irrigation lines at the bike trail rest stop behind the
Truxtun Lakes
• Removed and replaced all the existing damaged/missing wooden
backboards from the horseshoe pit due to vandalism at Saunders Park
• Removed the old metal shelter adjacent to the restroom building due to vandalism

• Secured a damaged block wall due to a vehicular accident, also removed multiple damaged shrubs and a tree at Pacheco Rd &
Centaur St.
• Modified the existing irrigation adjacent to the 5-12 playground as part
of the playground renovation project at Planz Park.
• Secured the vandalized pipe gate located at the northeast corner of
the San Miguel Grove Parking Lot.
• Secured the old concession building due to vandalism and forced entry
at Mesa Marin Sports Complex.
• Replaced the slide bolt lock on the women’s restroom security gate due
to vandalism at Jefferson Park.
• Secured the storage room door and replaced the slide bolt lock due to
vandalism at MLK Park.
• Installed new access gates at the bike trail just south of the parking lot
entrance, in addition to painting them, to prevent unauthorized vehicle
access at San Miguel Grove.
• Fabricated and installed two new bollard posts at both east and west
sides of Chester Ave. bike trail access points to prevent unauthorized
vehicles at the bike trail.
• Repaired two bollard posts that were damaged at the north west driveway due to a vehicle accident at Planz Park.
• Repaired the damaged chain link fence gate and secured the metal access panel on the drinking fountain at Saunders Park pavilion due to
vandalism.
• Secured the aluminum paneling north side of the building due to
vandalism at Sumner Storage Facility.
• Removed a section of concrete located at the basketball court for
irrigation repairs to be completed at Patriots Park.
• Adjusted and re-set the metal tree grate west of the building entrance

• BLNC - staff cleared and sprayed weeds at sump area.
• CHN - staff trimmed shrubs around the perimeter.
• Chester Ave - Staff trimmed shrubs at streetscapes and medians from Truxtun to 23rd.
• Plantings - Contractors planted 1gal. Jasmine groundcover at H St. and Q St. underpass south of Truxtun Ave.
• R Street - Staff raised tree limbs in the parking lot.
• Aquatics Center - Staff pressure washed breeze way and trash cans.
• Jastro Park - Staff pressure washed restrooms and picnic areas.
• Softball Maintenance/Prep – Staff prepped field at Beach Park for
tournament on 4/23/22.

• The MLK Park irrigation pump was repaired and re-installed.
• Staff is working on audits and repairs in A2 & A3.
• 4G modems installed for park irrigation at Areas 3, 4, 5 & 6.
• Employee Information:
• Two new temp Laborers joined Area 2 on 4/26/22 as well as
one (1) permanent SMW, with two (2) vacant Facility Workers
positions available.
Area 3
o Council Referrals completed:
o On 4/5/22 thru 4/8/22, trimmed and cleanup on Wible Road
between Panama Ln and McKee Rd.
o On 4/12/22 thru 4/15/22, trimmed, cleanup, and tree replacement
on S H St. medians between Ming Ave and Pacheco Rd.
o On 4/19/22 thru 4/22/22, trimmed and cleaned up on Wible Rd between McKee Rd and Taft Hwy.
o On 4/19/22 thru 4/22/22, trimming and cleanup on E Panama Ln and Sparks St.
o Plantings – Kern Sprinkler planted two (2) Gingko and four (4) Chinese Pistache trees on the S H St. medians between Ming Ave and White Ln.
o Tree Maintenance – General Tree Contractor is currently working on streetscapes throughout Area 3.
o Aquatics:
o McMurtrey Aquatic Center – On 4/28/22, LDD Construction Inc.
replaced the damaged wrought iron fencing caused by a vehicular accident.
o MLK Spray Park - Staff has completed annual maintenance in preparation for spray parks opening with the exception of
replacement parts on order due to vandalism.
o Wayside Spray Park - Staff has completed annual maintenance in
preparation for spray parks opening with the exception of power loss
to the controller that has been forwarded to the Electrical
Department for repair.
o Vacant Positions - Aquatic Maintenance currently has 1 vacant
Facility Worker position.
o Aquatic Training:
o On 4/5/22-4/6/22, Certified Pool Operator Training was
offered with Nicolas Bailey and Cotberto Villa in attendance.
o Employee Information:
o New employees – 2 temporary Laborers, Mark Castillo & Alberto
Sanchez joined Area 2.
o Vacant Positions – Area 3 currently has one (1) vacant Facility Worker
position.

Area 4
• Employee Information – There are two (2) SMW vacancies and three (3)
Facility Worker vacancies available.
Area 5
• Employee Information:
• Vacant positions – Area 5 has three (3) Facility Worker
vacant positions available.
Area 6
• Staff continues to spray round-up and Pre-emergent on streetscapes and
easements in Area 6, as well as the bike path.
• Staff sprayed medians with speed zone this month.
• With assistance from the Water Department, weeds in the East Lake at TPRW
were removed.
• Amphitheatre stage and seating were cleaned in preparation for the
Midland Concert.
• Power was shut off for half of a day at TPRW so that the parking lot solar
project could be tied into the power grid.
• Tree staff fixed the Marque at Mechanics Bank Arena.
• Mobile stage was delivered to Yokuts park for the Great American Clean-up
event.
• Staff assisted Area 3 with a Council referral on H St. Several trees on the
medians were removed.
• New playground was completed at Quailwood Park. Trimming:
• Trees Trimmed: 106 Clearance: 57 Removals: 3 RECREATION
Total monthly attendance for all programs, reservations and volunteers combined for the
month of April totaled 44,219 as compared to last year’s total of 6,774.
Aquatics Programming & Overall Attendance: 4,838
o McMurtrey Aquatic Center
o McMurtrey’s total attendance for April was 3,738
o Lap Swimming - A total of 10 time slots are available Monday
through Saturday for the lap swim program. Evening lap swimming in the spring while the Kern High School District swim and dive
program uses City pools. Total Lap Swim Visits totaled 1,404.
o 2022 Lifeguard Academy - Two lifeguard academy classes were
held in the month of April. A total of 31 participants successfully completed the training and earned lifeguard certifications; 27 of
those participants chose to seek employment with the City of Bakersfield. We had hoped to recruit 55 to 60 new Lifeguards for

the 2022 summer season. Swim lesson class maximums and public swim operating hours and days will be adjusted to work with the
lower staffing levels.
o Kern High School District Rental - Bakersfield, Liberty, and North High
Schools utilized McMurtrey Aquatic Center for their swim team
programs. Swim meets and diving competitions took place
Thursday and Fridays in the month of April. All teams wrapped up
their practices at McMurtrey Aquatic Center on April 28, 2022. Total
High School Swim & Dive Attendance at McMurtrey for April was
2,086.
o Aquatic Water Safety Grants:
o Thanks to funding from American Red Cross, First 5 Kern, Kaiser
Permanente, and USA swimming hundreds of discounted swim
lesson opportunities will offered to eligible City residents. The regular
rate for a 2-week swim lesson session is $54; the grant programs will
discount the lesson to just $5 per participant. The online grant
application will be open on the Recreation and Parks webpage
the first week of May. Swimming lessons are key variable of the
department’s effort to prevent drowning and spread the
importance of water safety.
o Silver Creek Pool:
o South and West High swim teams utilized Silver Creek Pool for their swim practices and meets in April. The rental concluded on April
29th at this pool site. Total attendance was 493.
o Jefferson Pool:
o East High School is utilizing Jefferson Pool each afternoon and
designated mornings for their swim team program. Meets were
held on Friday afternoons in April. Total attendance was 607.
Athletics/Attendance: 20,516 Adult Softball
o Spring league is winding down and we are planning the summer session. Summer registration ended on April 6, 2022. Softball Tournaments
o The National Softball Association held a girls fastpitch softball
tournament on 4/23 - 4/24 at the Mesa Marin Sports Complex. The tournament hosted a total of 34 teams. League of Dreams
o A total of 18 teams have been playing on Sunday mornings with
approximately 162 players taking part in league play; which has been a very successful season. Pickleball
o Pickleball beginner’s clinics, league and free clinics were offered
throughout the month. Free clinics were offered at Jastro Park (4/2),
Campus Park South (4/9) and Haggin Oaks (4/10). League play
was held at Haggin Oaks Park South and Jastro Park throughout
the month.

Community House
o Staff is currently working out of the facility with lots of movement.
The police department moved in a high impact unit to the
southwestern part of the building. The unit is reporting and working
out of the building 7 days per week. A partnership with a local
Bridge group began and the facility is used by them multiple days
per week. A police department training also took place in the
month of April.
Dr. Martin Luther King, Jr. Community Center/Attendance: 5,527
• There was a total of 5,527 in attendance during the month of April an increase of 2,358 participants.
• The center was very active this month with the gym and other rooms being utilized for special events and rentals. Facility and Park and
Recreation information continues to be disseminated through the schools in the community, our Southeast Neighborhood Partnership
network as well as the Recreation and Parks webpages, Facebook, and signage around the facility.
• Superintendent of Schools Free Meal Program:
• 835 Grab N Go and sit-down meals were distributed to
children ages 2-18, Monday through Friday from 2:00 pm to 4:30 pm.
• Facility Usage
o The Weight/Fitness/Gym were all open for free play M-F from
8am-12:30pm (adults only), M-W-F from 2:30-4:45 (adults
/youth) and is used on Tuesday/Thursday for Afterschool
Program scheduling.
o Total participant numbers for the weight room/gym/fitness
rooms were (417) an increase of (22) participants over the
previous month’s total of (395). The total includes morning
and afternoon sessions.
o The game room was active this month with total participant
numbers of (362) a decrease of (6) over last month’s total of
(368). Silver Creek/Saunders Recreational Facility Attendance: 304
• Silver Creek Community Center/Attendance: 245
o There were four (4) rentals for the month of April.
o The center is accepting park reservations and program
registrations from 11am-4pm.
• Saunders Recreational Facility/Attendance: 59
o Saunders Facility has league on Tuesday from 7:00 – 9:00 pm and Drop-in on Thursday from 7:30-9:00pm.

Code Enforcement executed 3 abatement warrants with no incidents. In addition to the
warrants serviced, 3 other properties were abated by abatement contractors and a total
of 167 cases were abated by voluntary compliance. All properties were cleaned and brought
to Municipal Code Standards.

Better Community Awareness
Code Enforcement officers attended the Community Day in the Park held on Saturday, May 7, 2022. The Rapid Response team displayed equipment including the new Utility Vehicles. The vehicles were a hit with the public and provided photo opportunities to dozens of kids and adults.
Officers assigned to the Rapid Response Team attended an 8-hour class for the safe operations of the vehicle which included closed course slow speed maneuvers and an outland training along the Kern River Corridor. The Utility Vehicles were deployed on the river Wednesday, May 11th, and were met with positive public interaction along the corridor of the river.

Projects Completed by RRT
1. The Park at Riverwalk (Mobile Restrooms)
• The RRT disassembled the portable restrooms that were used for the Mother’s Day
event and transported them back to storage.
2. MLK Pool (Pump Room Gate Replacement – Vandalism)
• 5/10/2022 - The RRT removed the vandalized pump room maintenance gate and
started the installation of the new metal gate frame and door.
• 5/11/2022 - The RRT continued with the pool pump room gate project.
• 5/12/2022 - The RRT continued with the pool pump room gate project.
• The RRT will continue work next week.
3. Weill Park (Encampment Clean-Up)
• The RRT assisted Code Enforcement with trash removal from homeless
encampments set up at various locations throughout the park.
• 3 sites were addressed.
• One load was taken to Kern County Bena Landfill for disposal (total weight 4,980
lbs.).
4. Bike Trail Parking Lot @ Enos Lane (Weed Removal)
• The RRT completed landscape maintenance, trimmed trees and removed
tumbleweeds/dry brush and trash around the parking lot.
• 2 loads were taken to Kern County Landfill for disposal (total weight 13,860 lbs.).
5. Kaiser Permanente Sports Village (Drain Line Repair)
• The RRT made repairs to a 10” drain line that was damaged again during the
construction of the McKee Rd. extension project.
6. S. Allen Road & Hawksmoor Street (Vacant Park Site Lot Clean-Up)
• The RRT removed illegal dumping, debris, and tumbleweeds along the perimeter
of the future City park site.
Miscellaneous:
1. CSUB Parking Lot (Irrigation Repairs)
• The RRT made repairs to several broken irrigation lateral lines.
Ongoing Projects
1. Greystone Park (Trash Enclosure Modification)
• The RRT will schedule fabrication and installation of a new cover on the existing
trash enclosure.
2. Kaiser Permanente Sports Village (Drain Line Repair)
• The RRT will continue repair work on the damaged drainpipe, located on the
Northwest side of the new asphalt road construction site at Sports Village.
3. MLK Pool (Pump Room Gate Replacement Project)
• The RRT will continue work on the MLK Park pool pump room project on the work
week of 5/15/2022.
