HomeMy WebLinkAbout06/03/22CC OFFICE OF THE CITY MANAGER June 3, 2022 TO: Honorable Mayor and City Council FROM: Christian Clegg, City Manager SUBJECT: General Information New Assistant City Manager  I’m very pleased to announce that we have filled our second of two Assistant City Manager positions as Scott Andrews has accepted an offer to join the City of Bakersfield! Scott joins us after serving as the City Manager of Covington, Ga. and brings 19 years of experience in local government in Florida and Georgia. He is expected to start on Monday, June 27. I have no doubt that Scott’s varied experience in city management will be a valuable asset for the City as he joins our team. Notable Items  The Communication Office and the Media Team in Technology Services put together a great video showing off the City’s Graffiti Abatement Team in the General Services Division. The video shows the impressive work they do every day to keep Bakersfield looking clean and graffiti-free! The video has been posted on the City’s social media pages, the Graffiti Abatement webpage, and on our YouTube Channel. Check it out when you have a chance!  The Recreation & Parks Department’s Playground Rehabilitation Project is nearly complete. The more than $4 million project has completed work at eight parks so far and just recently work on the playground at Solera Gardens (right) got underway with demolition of the old equipment starting. The playground area will be off-limits to the General Information June 3, 2022 Page 2 public for about two months as a result. The City-wide Playground Rehabilitation Project includes updating equipment at a dozen parks in all seven City Wards. The Playground Rehab Project got underway at the end of October and upgrades are currently underway at three parks, including Solera Gardens. Only work on the playground at Dr. Martin Luther King, Jr. Park has yet to begin, which is not expected until after the MLK Park Revisioning process is completed. The playground rehab project is only possible thanks to funding from the Public Safety & Vital Services (PSVS) Measure, also known as Measure N. Without that funding, the City could not accomplish these either in scope or the timeline in which they're being completed.  The Bakersfield Police Department has put together a Public Service Announcement about the dangers of fentanyl as graduation season kicks off. The campaign includes information on the signs of an overdose as well.  The Recreation & Parks Department continues the process of updating its Parks Master Plan. The public is encouraged to provide feedback to the City by taking the Parks Master Plan survey. The deadline for the survey has been extended to July 10 to allow more time for residents to send us their thoughts for the future of our parks. Feel free to share out this link to the survey as well: bit.ly/MyWishForBakersfieldParks.  The deadline for the General Plan Update’s Housing Element Survey has been pushed back to July 7 to allow for more feedback from the public. The General Plan is an important piece of guidance for the City, and the survey will help us develop policies to address the local housing needs of our communities. The survey is available in both English and Spanish and we encourage everyone to not only take the survey, but also to share it with everyone they know as well. General Information June 3, 2022 Page 3 City staff and our contractor will also host an Online Visioning Workshop for the GPU on Tuesday, June 7 from 6 to 8 p.m. Spanish translation services will also be available and the meeting information is listed below: • Zoom Link • Webinar ID: 854 9852 4105 • Passcode: 181852  The Bakersfield Youth Commission is holding a supply drive for kindergarten through eighth grade students from 10 a.m. to 1 p.m. on Saturday, June 4. The collection event is the Youth Commission’s annual project. They hope to gather new clothing, toys and hygiene kits to be delivered by the Assistance League Bakersfield, which will also host the weekend event.  The City is asking for the public's input on potential new Transformative Climate Communities program projects. This program prioritizes California’s most disadvantaged neighborhoods. On Tuesday, June 6 from 6 to 7:30 p.m., the Economic & Community Development Department will host a meeting for the community to learn about these proposed projects. Spanish & Punjabi interpretation will be available at the meeting. Those who live, work, or own a business or property in the TCC area are encouraged to learn more about the projects and share their opinions. If someone can’t attend one of these events, projects can be viewed June 9 & 10 from 8 a.m. to 5 p.m. at the ECDD (third floor of City Hall North, 1600 Truxtun Avenue). Traffic Advisories  Intermittent closures planned on Kratzmeyer Road Kratzmeyer Road between Nord Avenue and Santa Fe Way will be closed intermittently from Saturday, June 4 through Thursday, June 9 for road repairs. From 6 a.m. to 7 p.m. on Saturday and Sunday there will be intermittent closures as City crews complete simultaneous road resurfacing and shoulder work. Drivers are advised to use alternate routes and detour plans will be in effect in the area. Eastbound traffic on Kratzmeyer Road will be detoured south down Nord Avenue to eastbound Hageman Road and on to Santa Fe Way. Traffic heading west from Santa Fe Way will be detoured to Hageman Road, then north onto Nord Avenue up to Kratzmeyer Road. General Information June 3, 2022 Page 4 From Monday, June 6 through Thursday, June 9 a traffic control will be in place from 6 a.m. to 5 p.m. as work is completed. Drivers should use alternate routes, or plan for delays of up to 30 minutes due to the traffic control. Andrews has worked in local government for 19 years, most recently as the City Manager of Covington, Ga. He also previously served as the Assistant City Administrator for the City of Smyrna, Ga. and as the Economic Development Director in Sugar Hill, Ga. As you set out to celebrate your or your student’s accomplishments, the Bakersfield Police Department wants to remind you to stay safe, avoid unnecessary risk, and have a plan. Having a plan means knowing who you’re with, where you’re at, and what to do in an emergency. Fentanyl specifically continues to be of great concern and has a devastating impact on our youth, families, and community. Fentanyl has been found in non-prescription Vicodin, Xanax, Oxycodone, as well as other illicit drugs. As little as two milligrams of fentanyl can kill an average-sized adult. The Bakersfield Police Department urges those celebrating the accomplishments of graduation to be safe, refrain from consuming any unknown substance, and be prepared in the event of a fentanyl overdose. If someone does start to overdose, call 9-1-1. The sooner medical aide is administered to the victim, the higher their chance of survival. If you’re going to be at a gathering with controlled substances, consider keeping a dose of Narcan on hand in case someone starts to exhibit signs of an overdose. Symptoms of fentanyl overdose may include: • Slow breathing • Chest pain • Nausea or vomiting • Weak pulse • Seizures or tremors Do not let this season of celebrating academic success be ruined by fentanyl or another other controlled substance. RRT increased efforts at Dr. Martin Luther King Jr. Park in preparation for the Mothers Against Gang Violence Women’s March event on Saturday, May 28th, 2022. RRT continues to be proactive in cleaning up trash sites around the city in order to keep our community looking beautiful. RRT responded to three City Manager Referrals. Both UTVs are on the river working with a focus on San Miguel Grove and the Islands West of Stockdale Hwy. We have two trainees in the UTVs as passengers in preparation for future training with city staff. Public encounters with the UTV’s continue to be positive. Throughout the summer, RRT will be focusing our efforts on the parks around the city for the Movies in the Park events taking place every Friday to ensure the community has a clean and litter free place to enjoy the films. Beach Park (Vacant Lot Clean-Up) • The RRT removed weeds and debris from the vacant lot adjacent to the skate park. 2. Jastro Park (WWII Veterans Memorial Ground-Breaking Event) • The RRT graded and leveled out the dirt at the ground-breaking location and removed the temporary fencing. 3. Beach Park (Restroom Gate Repair – Vandalism) • The RRT repaired the security locking mechanism on the women’s restroom gate due to vandalism. 4. Windsor Park (Domestic Water Line Repair) • The RRT removed a section of concrete located south of the restroom building and made repairs to a 2” water line that was leaking under the concrete. The RRT also re-installed the concrete once repairs were completed. 5. Kern River (Encampment Clean-Up) • 5/25/2022 - 5/27/2022 The RRT assisted Code Enforcement with trash removal from homeless encampments set up along the riverbank, between Manor St. and Chester Ave. • 15 sites were addressed. • Four loads were taken to Kern County Bena Landfill for disposal (total weight 21,920 lbs.). The remaining trash was placed inside roll-off bins provided by Code Enforcement for disposal. 6. Q Street and 20th Street (Irrigation Line Repair) • The RRT removed a section of concrete sidewalk and repaired a broken 1” irrigation main line going to the median. The concrete will be re-installed by contractor Alfter Concrete. 7. Sumner Train Station @ Baker St. (Weed Removal) • The RRT removed weeds and debris located on the south side of the train station east of Baker St., per Real Property request. Miscellaneous: 1. Ming Avenue & Calle Salida (Block Wall Board-Up) • The RRT boarded up a damaged block wall and cleaned up debris due to a vehicular accident. 2. MLK Park (Restroom Repair – Vandalism) • 5/25/2022 – The RRT replaced a damaged toilet in the men’s restroom due to vandalism. • 5/27/2022 – The RRT repaired a damaged flushometer on the toilet in the men’s restroom due to vandalism. 3. Kern River Parkway @ Mohawk Street (Tree Limb Removal) • The RRT removed a large fallen tree limb on the north side of Truxtun Ave. west of Mohawk St. 4. Weill Park (Backflow Device Enclosure Repair – Vandalism) • The RRT repaired and secured the existing backflow device enclosure due to vandalism. 5. MLK Park (Event Set-Up) • The RRT assisted with set-up and removal the Mobile Stage, in addition to assisting City staff with the vendor setup for the scheduled event. 6. Lowell Shop (BPD Obstacle Fabrication) • The RRT continued working on fabricating the new fence panel obstacles for the BPD training course. 7. San Miguel Grove (Landscape Boulder Relocation – Vandalism) • The RRT relocated landscape boulders at the parking lot to prevent unauthorized vehicle access into remote areas. 8. Kern River Parkway (Irrigation Repair) • The RRT repaired a broken irrigation line caused by tree roots in the turf area east of Mohawk St. Ongoing Projects 1. Greystone Park (Trash Enclosure Modification) • The RRT will schedule fabrication and installation of a new cover on the existing trash enclosure. 2. BPD Training Facility (New Training Obstacles) • The RRT will continue with the new training course obstacles next week.
