A RESOLUTION OF LOCAL SUPPORT FOR
ACTIVE TRANSPORTATION PROGRAM (ATP)
PROJECTS FOR FEDERAL FISCAL YEARS 2023/2024
WHEREAS, the State of California's Active Transportation Program (ATP)
consists of Federal and State monies used for alternative modes of transportation
projects; and
WHEREAS, it is estimated that $650 million will be allocated by the California
Department of Transportation (CalTrans) for the purpose of funding projects that
will increase the use of active modes of transportations, such as biking and
walking; and
WHEREAS, the list of eligible projects are consistent with the City of
Bakersfield's Bicycle Transportation Plan and the the City's General Plan
circulation element; and
WHEREAS, encouraging residents to bike or walk will improve air quality
while improving the health and quality of life for residents; and
WHEREAS, The City of Bakersfield (herein after "APPLICANT") is submitting
applications to CalTrans for $34,150,860 in ATP in potential funding from the ATP
for the following projects:
• Kern River north of 24th St - Bicyclist & Pedestrian Bridge
• Multi -Use Path along the Arvin -Edison Canal
• H St (SR-204 to Hwy 58) Corridor Improvement
• Monterey St (Alta Vista Dr to Brown St) - Bicycle & Pedestrian
Improvements
• California Ave (Oleander Ave to R St) - Bicycle & Pedestrian
Improvements
• California Ave (Marella Way to Planz Rd) - Bicycle & Pedestrian
Improvements
• Bakersfield Bicycle Facilities - 16.3 Miles of Class II & III Bicycle lanes/routes
• School Flashing Yellow Beacons - At Washington Middle School, Norris
Elementary, and Stiern Middle School
(Herein referred collectively as "PROJECTS"); and
WHEREAS, APPLICANT has the financial capacity to complete, operate and
maintain the PROJECTS; and

WHEREAS, APPLICANT will ensure that funds required from other sources will
be reasonably expected to be available in the time frame needed to carry out
the PROJECTS; and
WHEREAS, APPLICANT is authorized to execute and file an application for
funding the PROJECTS under the Federal Congestion Mitigation and Air Quality
Improvement Program (CMAQ Program).
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Bakersfield as follows:
1. The above recitals are true and correct and incorporated herein by
reference.
2. PROJECTS do not require local matching funds, and APPLICANT will
not be providing local matching funds.
3. APPLICANT understands that the ATP funding for the PROJECTS is fixed
at the approved programmed amount, and that any cost increases
must be funded by the APPLICANT from other funds, and that
APPLICANT does not expect any cost increases to be funded with
additional ATP funding.
4. APPLICANT understands the funding deadlines associated with these
funds and will comply with the program implementation procedures
described in Chapter 9 of the Caltrans Project Delivery Policies and
procedures manual.
5. PROJECTS will be implemented as described in the complete
application and in this resolution and, if approved, for the amount
programmed in the ATP.
6. APPLICANT and the PROJECTS will comply with the requirements as
set forth in the program.
7. APPLICANT authorizes its City Manager, or designee to execute and
file an application with Caltrans for ATP Funding for the PROJECTS as
referenced in this resolution.
