RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
BAKERSFIELD AUTHORIZING THE APPLICATION AND
ACCEPTANCE OF GRANT FUNDS FOR THE
TRANSFORMATIVE CLIMATE COMMUNITIES PROGRAM
WHEREAS, the State of California, Strategic Growth Council who
administers the Transformative Climate Communities (TCC) Program in
partnership with the California Department of Conservation (DOC) has issued a
Notice of Funding Availability (Round 4) dated March 8, 2022, for its TCC
Implementation Grant; and
WHEREAS, the City of Bakersfield Economic & Community Development
Department desires to submit a grant application for the TCC Program
Implementation Grant to fund development and infrastructure projects that
achieve major environmental, health, and economic benefits within the most
disadvantaged communities; and
WHEREAS, the TCC Program is authorized to provide $105 million in funding
for three (3) awards of $35 million each under the TCC Implementation Grants
Program (round 4) established by Assembly Bill (AB) 1722 to "fund
neighborhood -level proposals that include multiple, coordinated projects that
reduce greenhouse gas emissions and achieve other community benefits"; and
NOW, THEREFORE, IT IS RESOLVED by the Council of the City of Bakersfield as
follows:
1. The above recitals are true and correct and incorporated herein.
2. This City Council finds that all the facts, findings, and conclusions set forth
in the recitals above in this Resolution are true and correct.
3. This City Council hereby approves the filing of an application for local
assistance for the above project(s) in an amount up to $35 million.
4. This City Council authorizes the acceptance of a TCC Implementation
Grant if application is selected for an award.
5. This City Council hereby appoints the Economic & Community
Development Director as agent to conduct all negotiations, execute and
submit all documents including, but not limited to applications,
agreements, partnership agreements/MOUs, payment requests and so on,

which may be necessary for the completion of the aforementioned
project(s).
6. The City Clerk shall certify to the passage and adoption of this Resolution
and shall cause the same to be published or posted according to law.
