A RESOLUTION DETERMINING THAT THE
INSTALLATION OF RADIO EQUIPMENT ON BPD
MOTORCYCLES CANNOT BE REASONABLY
OBTAINED THROUGH USUAL BIDDING
PROCEDURES AND AUTHORIZING THE
FINANCE DIRECTOR TO DISPENSE WITH
BIDDING THEREFOR, NOT TO EXCEED $60,000.
WHEREAS, the City may enter into cooperative procurement contracts for
work, supplies, equipment or materials without competitive bidding pursuant to
Bakersfield Municipal Code Section 3.20.060(D)(2); and
WHEREAS, the City needs to install radio equipment onto Bakersfield Police
Department motorcycles; and
WHEREAS, the City has used Applied Technology Group Incorporated in the
past and to allow for continuations of a system that is already in place; and
WHEREAS, Bakersfield Municipal Code Section 3.20.060(D) (2) allows the City
to dispense with bidding procedures when it is determined that work, supplies,
equipment or materials are available from a local vendor for the successfully
integration of such work, supplies, equipment or materials into an existing city
system; and
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield
as follows:
1. The above recitals are true and correct and are incorporated herein
by reference.
2. The Council finds that work, supplies, equipment, or materials are
available from a local vendor that has successfully installed equipment or
materials into an existing city system, and that it is in the best interests of the city,
and to the city's economic advantage to purchase such work, supplies,
equipment, or materials from that vendor at the lowest possible cost for the quality
needed.
3. The Finance Director or his designee is authorized to dispense with
bidding in accordance with section 3.20.060(D)(2) of the Bakersfield Municipal

4. The Finance Director or his designee is authorized to install radio
equipment onto Bakersfield Police Department motorcycles through a local
vendor, Applied Technology Group, Inc. and to negotiate the purchase of some,
not to exceed $60,000.
5. That the Finance Director or designee is authorized to negotiate and
execute any documents that may be necessary to register with, and purchase
work, supplies, equipment, or materials from, the vendors herein.
