RESOLUTION OF INTENTI9I17 TO IMPROVE
STREET DISTRICT'NO. S 79 IN THE
CITY OF BAKER SFIELD,� �C`A7_rIFORPTIA,
AND TO ISSUE BONDS IN PAYMENT THERE-
FOR.
BE IT RESOLVED BY THE COUNTCIL OF THE CITY OF BAKERSFIELD,
as follows:
That it is the intention of the City Council of the
City of Bakersfield to order the following work_ to be done and
improvement to be made in said City, to -wit-
SECTION 1.
That 18th Street between the easterly line of L Street
and the westerly line of Union Avenue, and East 18th Street between
the easterly line of Union Avenue and the westerly line of Sonora
Street, and Fremont Street between the easterly line of Sonora
Street and the westerly line of Baker Street, be improved by the
.construction and installation thereon of an ornamental electrolier
street lighting system with one hundred and sixteen (116) electrolier
standards and all necessary conduits and appurtenances,.including
electrolier standards of the Union I:4etal Manufacturing Company,
design No. 1891, built to obtain a light center of fifteen (15)
feet and ten (10) inches, complete as described, with catalogue
No. 280382; General Electric Form 12 Novalur. Unit, and Catalogue
No. 4X569 General Electric Type I.L. Transformer. All electroliers
to be set on Portland Cement concrete foundations.
Also, that conduit be installed to transformer locations
for connection to current supply lines.
All of said work and improvement is to be done in accord-
ance with the plans and specifications heretofore and on the ;�_UA
day of May, 1928, adopted by the Council of the City of Bakersfield,
said plans being entitled "PLAN FOR THE IinPROVEMENT OF STREET DISTRICT
NO. - 11 and said specifications being entitled "SPEC IFICATIOYS FOR
THE IMPROVEnEn?T OF STREET DISTRICT NO S�" and which said plans and
specifications are on file in the office of the City Clerk of the City
of Bakersfield, and are hereby referred to and by such reference made
a part and portion hereof.
Attention is called to the License Agreement of the Street
Lighting & Equipment Company of California, of date May ':�.-/ , 1928;
and on file in the office of the City Clerk.
And whereas, said contemplated work and improvement in the
opinion of the said City Council is of more than local or ordinary
public benefit, said Council hereby makes the costs and expenses of
said work and improvement chargeable upon a district, which district
said City Council hereby declares to be the district benefited by
said work and improvement and to be assessed to pay the costs and
expenses thereof, and which said district is bounded and described as
follows
Beginning at a point in the center line of L Street 132
feet northerly from the northerly line of 18th Street, running thence
easterly and parallel with the northerly line of 18th Street to the
easterly line of Union Avenue; thence continuing easterly along a
line 132 feet northerly from and parallel with the northerly line of
East 18th Street to its intersection with a line which is 180 feet
westerly from and parallel with the westerly line of Sonora Street;
thence northerly along a line 180 feet westerly from and parallel
with the westerly line of Sonora Street to its intersection with a
line which is 160 feet northerly from the extension westerly of the
northerly line of Fremont Street if said northerly line of Fremont
Street were so extended; thence easterly and parallel with the exten-
tion westerly of the northerly line of Fremont Street and the north-
erly line of Fremont Street to the center line of Baker Street; thence:
southerly
along the center line of Baker Street to a point 160 feet southerly
from the southerly line of Fremont Street; thence westerly and parallel
with the southerly line of Fremont Street and the =:esterly extention
of the southerly line of Fremont Street to a point 180 feet westerly
from the westerly line of Sonora Street; thence southerly and parallel
with the westerly line of Sonora Street to a point which is 132 feet
southerly, measured at right angles, from the southerly line of East

18th Street; thence westerly and parallel with the southerly line of
East 18th Street to the easterly line of Union Avenue; thence continu-
ing westerly along a line which is 132 feet southerly from and parallel
with the southerly line of 18th Street to the center .line of L Street;
thence northerly along the center line of L Street to the point of be-
ginning.
All in the City of Bakersfield, California, as shown on
I44aps thereof filed in the office of the County Recorder, as follows:

Notice is hereby given that serial bonds to represent unpaid
assessments, and bear interest at the rate of seven (7%) per cent per
annum will be issued hereunder in the manner provided by the Improve-
ment Bond Act of 1915, and all acts amendatory thereof, the last in-
stallment of which bonds shall mature nine years from the 2nd day of
July next succeeding ten months from their date.
Except as hereinabove otherwise provided for the issuance
of said serial bonds all of the herein proposed work shall be done in
purusance of an act of the Legislature of the State of California,
designated the "Improvement Act of 1911", approved April 7th, 1911,
and all acts amendatory thereof.(
Notice is hereby given that on Monday, the ay of June,
1928, at 8 otclock P. M. at a regular meeting of the said City Council
in the Council Chambers of said City Council in the City Hall of the
City of Bakersfield, any and all persons having any objections to the
proposed work or improvement may appear before said City Council and
show cause why said proposed improvement should not be carried out in:
accordance with said Resolution.
The City Clerk of said City of Bakersfield shall cause this
Resolution of Intention to be published twice in the The Daily Report,
a daily newspaper printed, published and circulated in said City of

Bakersfield, and hereby designated for that purpose by said City Council.
The Street Superintenderit.of said City of Bakersfield shall
cause to be conspicuously posted along the lines of said contemplated
work and improve,,ent and along all the open streets within said district,
notice of the passage of this Resolution of Intention in the manner
and form required by law, and in said notice he shall call attention
to the License Agreement of the Street Lighting & Equipment Company of
California, of date , / goon file in the office of the City
Clerk.

THE DENOMINATION OF SUCH BONDS AND OF

i?'HEREAS, the Council of the City of Bakersfield, did on
the 21st day of May, 1928, pass its Resolution of Intention Rio.
579 for the construction of an eleatrolier system on 18th Street,
East 18th Street, and Fremont Street, as described in Resolution of
Intention No. 579, under and pursuant to the provisions of the
"Improvement Act of 1911", and amendments thereto and to the resolu-
tions, notices and other proceedings of said Council, duly adopted
and taken, reference to said resolution of intention being hereby
expressly made for further particulars; and
?AdHEREAS, the contract for said work and improvetrent was
duly awarded and thereafter duly completed to the satisfaction of
the Street Superintendent, and City Engineer of said City, and this
:,ouncil, whereupon an assessment, diagram and warrant were made,
recorded and delivered to the contractor in time, form and manner
as required by said act, and the contractor having made due return
thereon and the same having been duly recorded; and
WHEREAS, on December 19th, 1928, the Street Superintendent
of said City made and filed with the Clerk of this City a complete
list of all assessments unpaid thereunder upon, the respective assess-
ment or diagram numbers thereon; whereupon said Clerk gave notice of
the filing of said list, and fixed in said notice, Monday, the 7th

SECTION 2.
Said bonds shall be issued in series, and the unpaid assess-
ments as shown on said list filed by the Superintendent of Streets
and determined by the Council together A141-th interest thereon, shall
remain and constitute a trust fund for the redemption and payment of
said bonds and of the interest which may be due thereon, which unpaid
assessments shall be pa-ab 1e in annual series corresponding in num-
ber to the number of series of bonds issued, and an even. annual pro-
portion of each assessment shall be payable in each year preceding the
elate of the maturity for each of the several series of bonds issued,
and such proportion of each assessment coming due in any year, together
with the annual interest thereon, shall in turn be payable in install-
ments as the general municipal taxes of said City on real property are
payable, and shall become delinquent at the sane times and in the same
proportionate amounts and bear the same proportionate penalties for
delinquency.
Said bonds shall be signed by the Treasurer of said City
and countersigned by the Clerk who shall affix thereto the official
seal of said City; the interest coupons affixed thereto shall be
signed by the Treasurer or bear his engraved, printed or lithographed
signature; and such signing and sealing of said bonds by said officers
and signing of said coupons by said Treasurer shall constitute and be
a sufficient and binding execution of each and every one of said bonds
and all of the coupons thereof respectively. Said bonds shall be
substantially in the form set forth in said Improvement Bond Act.
The interest coupons attached to each of said bonds and
evidencing the interest to accrue thereon shall be numbered consecu-

AREAS, the.. Council of the City of Bakersfield, did on
.the 21st day of May,.1928, pass its Resolution of Intention No.
579 for the construction of an electrolier system on 18th Street,
East 18th Street, and Fremont Street, as described in Resolution of
Intention No. 579, under and pursuant to the provisions of the
"Improvement Act of 1911", and amendments thereto and to the resolu-
tions, notices and other proceedings of said Council, duly adopted
and taken, reference to said resolution of intention being hereby
expressly made for further particulars; and
WHEREAS, the contract for said work and improvement was
duly awarded and thereafter duly completed to the satisfaction of
the Street Superintendent, and City Engineer of said City, and this
Council, whereupon an assessment, diagram and warrant were made.,
recorded and delivered to the contractor in time, for and manner
as required by said act, and the contractor having made due return
thereon and the same having been duly recorded; and
WHEREAS, on December.19th, 1928, .the Street Superintendent
of said City made and filed with the Clerk of this City 'a complete
list of all assessments unpaid thereunder upon the respective assess-
ment or diagram numbers thereon;, whereupon said Clerk gave notice of
the filing of said list, and fixed in said notice, Monday, the 7th
day of January, 1929, at the hour of 8 otelock P. M. as the time when

WHEREAS, the Council of the City of Bakersfield, under and pursuant to the
provisions of the "Improvement Act of 1911," as amended, and also the provisions of
the "Improvement Bond Act of 1915," as amended, did on the___ ?Z9t-________day

to order certain work to be done and improvement to be made in said City, and did
also in due course in relation thereto duly adopt other resolutions and cause subse-

AND WHEREAS, said Work and Improvement were duly done and made, and
the contract therefor fulfilled and completed to the satisfaction of the Superin-
tendent of Streets of said City, whereupon an Assessment and Diagram were made,
and filed with the City Clerk, and thereafter confirmed by the Council of said City

be assessed, notices of the passage of said Resolution headed "Notice of Improvement,"
a copy of said notice being annexed hereto and made a part hereof;
That he personally posted said notices by, fastening them with metal tacks to stakes,
poles, fences, walls or trees, at such an, elevation above the ground that they would
attract attention and be easily readable;

the work itself; or the. property owners of the assessment

California, as representatives -of the*General Electric Company
and the- Union Metal Manufacturing Company, hereby guarantees
to the successful contractor, or the City of Bakersfield, or to
the property owners of the assessment district; the -right to
use any or. all of the patents, .trademarks, or trade names
now' owned by the general Electric Company', or the Union I,Ietal
Manufacturing Company, applying to this material., insofar as
such use may -be necessary to the -installation and operation
of this street lighting system.
It is .understood that if by reason of fire, flood, or for
any other cause beyond the control of the Street Lighting and
Equipment.Company of California,, it is unable, after the
exercise of reasonable diligence to secure shipment .of
materials or procure the necessary labor for doing the work
that a length of time will be granted -.to the Street Lighting
and Equipment Company of California in wh.ich.to comply with
this offer corresponding to 'the length of .time during which
it was unable; for' -any of the above.causes., to proceed with its
undertaking.
The execution of the contract for said ,work on the said
streets by the successful bidder and the City of Bakersfield
shall be deemed by the Street Lighting and Equipment Company of
California to be an acceptance of the proposal. by the City
of Bakersfield and by the contractor and shall bind the undersigned
_Street_ Lighting and equipment Company of California to this
agreement.
The word "Contractor" as used herein shall be deemed to
include not only the successful bidder with ' whom such contract
may be made, and entered into; .but also property owners who may

GET`TERAL PROVISIOIvS.
The work to be done under these specifications shall in-
clude the furnishing of all labor, material and equipment necessary
for or appurtenant to the construction and completion of the follow-
ing work; -
Installing one hundred and sixteen (116) electroliers on
Eighteenth Street between the easterly line of L Street and the west-
erly line of Baker Street.
Together with all the necessary conduits, wiring and ap-
purtenances as hereinafter specified.
The plans attached hereto are to be considered with and
are hereby made a part of these specifications, and shall be con-
formed to.
Samples of all materials used, or offered for use in con-
nection with the work, and information in regard thereto, must be
furnished to the authorized official in charge, if required by him,
and representati ves shall be given facilities for the inspection
of materials and processes used in connection with the work.
Materials delivered during the progress of the work shall
be equal to the samples furnished. Affidavits, regularly attested,
from the manufacturers of the various materials used in the work,
as to the quality and contents of the material or materials furnish-
ed by them, shall be furnished by the contractors upon the demand
of the official in charge. All rejected material shall be removed
immediately from the work, and all surplus materials shall be re-
moved from the street within five (5) days after the work is com-
pleted.
The contractor shall be held responsible for all injuries
to persons, and for all damages to all property, both public and
private, caused by or resulting from the negligence of himself or
his employees or agents, during the progress of, or connected with
the prosecution of the work.
He shall restore all injured property, both public and
private, to a condition as good as it was when he entered upon the
work.
The Contractor shall provide and maintain such fences,
barriers, red lights and watchmen as may be necessary to protect
the public against accidents.
go materials or other obstruction shall be placed with-
in fifteen (15) feet of fire hydrants, which must be at all times
readily accessible to the Fire Department.
Any overseer, superintendent, laborer or other person em-
ployed on the work by the contractor, who shall perform his work in
a manner contrary to these specifications, or who is disorderly or
incompetent, shall be discharged immediately, and such person shall
not again be employed on the work.
Bidders must examine and judge for themselves as to the
location of the proposed work, the nature of the excavation to be
made and the work_ to be done. The plans for the work_ will show con-
ditions as they are supposed or believed by the City Engineer to
exist; but it is not intended or to be inferred that the conditions
as shown thereon constitute a representation by the City or its
officers, that such conditions are actually existent, nor shall the
City or any of its officers be liable for any loss sustained by the
Contractor as a result of any variance between' conditions as shown
on the plans and the actual conditions revealed during progress of
the work or otherwise.
The Contractor shall give twenty-four (24) hours notice
when he will require the services of the City Engineer for laying
out any portion of the work.
The Contractor shall not disturb any monuments or stakes
found on the line of improvements without permission from the City
Engineer, and shall bear the expense of resetting any monuments or
stakes which may be disturbed b*,,-r him during the progress of the work,

without permission. The contractor shall reset all street name
signs or warning signs disturbed by him during the progress of the
work.
All loss or damage arising from any unforseen obstruc-
tion either natural. or artificial, or other difficulty which may be
encountered in the prosecution of the work., or from the action of
the elements prior to the final acceptance of the work, or for any
act or omission not authorized by these specifications on the part
of the contractor, or any agent or person employed by him, shall be
sustained by the contractor.
Any existing sewer -;which may be damaged in the progress
of this work shall immediately be replaced by the contractor and
left in first class working order.
The contractor shall prosecute work only in the presence
of an engineer or inspector appointed by the Superintendent of Streets.
The contractor shall furnish the Engineer and inspectors reasonable
facilities for obtaining full information regarding the progress and
manner of the work and the character of the materials.
In case it shall be necessary to remove any telephone,
telegraph or electric Dower transmission poles, electroliers, gas
pipes, water pipes, electrical conduits or underground structures
of any character, or any portion thereof, the owner or owners or
their agents or superintendents shall upon Groper application of the
contractor, be notified by the authorized official to remove the same
within a specified time, and the contractor shall not interfere with
said structure until the time specified in the said notice shall have
expired.
The right is reserved to the municipal corporation, and
also to water, gas, telephone, telegraph and electric power trans-
mission companies to enter upon the street for the purpose of making
repairs and changes that have become necessary by reason of the im-
provement thereof.

The contractor shall be constantly on the work during the
progress, or shall be represented by a foreman, who is competent to
receive and carry out any instructions that may be given him by the
proper authorities, and said contractor shall be held liable for the
faithful observance of such instructions When delivered to hire or his
representatives on the work.
It shall be the duty of the contractor to see that the pro-
visions of these specifications are complied with in detail irrespec-
tive of inspection given the wort, during its progress by the author-
ized official or his representatives. Any failure on the part of the
contractor to observe the specifications will be sufficient cause for
the rejection of the work at any time before its acceptance.
The interpretation of the plans and specifications shall
be liberal, and anything omitted in either plans or specifications
reasonably required for the faithful performance of the work herein
required to be done, shall be done by the contractor without additional
expense, as though fully covered herein.
The contractor shall not, without the written permission of
the Engineer, sublet any portion of the work and he shall not, by rea-
son of such permission be relieved from his responsibility for any
part of the work that he may so sublet. The Contractor shall be held
responsible for the entire work until it is completed and accepted.
Bidders must submit their bids on the Proposal Form to be
furnished by the City Engineer. The proposal form must be made out
in full and not changed in any manner, other than by writing in the
proper spaces therein provided. Proposals must be enclosed in sealed
envelopes, and addressed to the Clerk of the City Council of the City
of Bakersfield, and endorsed "Proposal for an Electrolier System in
Bakersfield, California".
UNDERGROUND CONDUIT SYSTEM.

All con duit shall be standard hot dipped, galvanized iron

conduit, smoothly enameled on the inside and of full inside diameter
as per sizes shown on the plans.
Each length of.conduit shall bear the label of the inspec-
tion department of the National Board of Fire Underwriters and the
maker's name or initials stamped in the metal or attached thereto
in a satisfactory manner so that the Superintendent of Streets can
readily identify the conduit as that manufactured for this work.
Ends of all pipe shall be carefully reamed and all burrs
removed. All bends in pipe shall have not less than twelve (12)
inch radius. Conduit shall be installed underground to a depth of
not less than twenty four (24) inches below the surface in case of
street crossings, and not less than fourteen (14) inches below the
surface if laid in unpaved areas, and shall be laid within six (6)
inches of the inside face of the curb wherever possible. All conduits
crossing the streets shall be not less than twenty four (24) inches
below street grade. Conduit shall be continuous from lighting unit
to lighting unit, and from lighting unit to terminal installed for
connection to overhead supply system. No obstruction or foreign
material shall be allowed to remain in the conduit. Exposed conduit
ends shall be capped or plugged until the cable is drawn in to pre-
vent the entrance of foreign materials. Riser conduit shall be placed
on poles for connection to overhead supply lines and shall extend to
within a distance of two (2) feet below the primary arm and protected
to conform to G.O. #64 of the Railroad Commission of the State of
California and other State laws, and shall be equipped with a G iz W
5000 volt outdoor type pothead.
JOINTS
All joints or connections shall be made in a thoroughly
workmanlike manner and shall conform in all respects to the rules and
regulations of the National Board of Fire Under -writers governing such
types of construction.
All joints in the conduit system shall have clean cut threads,
reamed ends and shall be thoroughly painted with red lead and linseed

oil, and made water tight. The ends of all conduit shall butt when
the couplings are securely screwed up. All joints shall be screw
joints, no running thread joints will be permitted.
All conduits terminating in the electrolier bases shall
be bonded by copper ground strap which shall be securely attached
to one of the anchor rods in the concrete base.
GROUATDING OF CONDUITS.
Conduits shall be grounded every 300 feet, on each side
of the street to the service pipe at a water meter. The ground connec-
tion to the water pipe shall be made on the street side of the meter,
with a copper ground strap equal to a number six (6) Brown and Sharpe
gauge copper .,sire: both the water pipe and the conduit being thor-
oughly cleaned and scraped and provided with lead sleeve under the
strap, which must be thoroughly secured by means of brass bolts. Such
grounds shall be made at the time of installing the conduit and be
properly marked on curb.
In the absence of water pipes or meters the ground may be
made by driving a one (1) inch galvanized pipe to a depth of five (5)
feet and bonding as above.
All conduit runs shall be so installed that the cables may
be drawn .in without injury to cable.
ELECTRICAL EQUIPRIEFT OF RLE.CTROLIERS
Standard factory conduit L's equipped with conduit bushings
shall be used in the concrete base of the electrolier and shall ex-
tend at least six (6). inches above the surface of the base and shall
be inclined at an angle of 450 towards the door in the base of the
standard.
One G.E. type I.L. transformer Cataloge No. 4X569 shall b e
installed in each electrolier base connected for operating a 400 C.P.
15 Amp. lamp.
The I.L. Transformer shall be installed, connected and
taped as hereinafter specified, and passed by the inspector before
the electrolier is erected. -6-
CABLE AND WIRE.
All conductor between transformers shall be No. 8 B & S
gauge solid single conductor cable with varnished cambric insulation
for 3000 volts of not less than 4/32" thickness. Cable shall be
covered with lead sheath of not less than 1/16" in thickness.
All cables shall be fitted with lead protecting sleeves
completely surrounding the cable at all points where the cables leave
the conduits. The sleeves shall extend two (2) inches below and
above the conduit bushings. The top half of the sleeve shall be
used for affixing a ground clamp which shall bond the lead sheath
on both cables.
All cables dhall be installed in the conduit in a loop
system from standard to standard and without the use of any
lubricant other than powdered soap stone or gra}3hite, and connected
so as to form comrlete series circuit, as shown on the plans.
The cable shall not be kinked or otherwise injured before
or while drawing it into the conduit or at any other time before the
completion of the work. Cable shall be drawn into conduit direct
from the original spool or reel.
No splices shall be drawn into the conduit.
All cable splices and connections to transformer primaries
shall be soldered and wrapped with empire tape to a thickness of the
existing varnished cambric. Two layers of rubber tape, followed by
two layers of P & B tape shall be applied and the latter thoroughly
sealed by a blow torch after being applied. A coat of the best
quality air drying varnish shall then be applied.
The secondaries of the series transformers shall be con-
nected to the lamp socket by two (2) No. .12 B & S S.B.R.C. wires.
Twleve (12) inches of slack shall be provided in the secondary wires
and a positive drip loop former where splice is made to the transformer
secondary. The secondary splice at the transformer shall be soldered,
taped with two layers of rubber, and two layers of P & B tape, the

latter to be thoroughly sealed by a blow torch. The third dire of
the second shall be taped with two layers of rubber and P & B tape
and then sealed. After the tape is applied on the secondaries of
the I.L. Transformer, the secondary wiping sleeve shall be equipped
with a G. E. ##1471 capped elbow securely screwed on and filled with
asphaltum compound, poured hot.
The serving of tapes as above specified on the I.L. trans-
former primaries shall extend to cover two (2) inches on the lead
sheath of the cable and shall extend continuously to cover three (3)
inches on the transformer wiping sleeves, and capped elbow, making
all joints, transformer. sleeves and ends of the lead sheath of the
cable moisture ,roof.
DISTRIBUTIOE SYST Mli-
The distribution system shall be a series system with single
conductor lead covered cable as hereinbefore specified. All standards
shall be connected into circuits as shown on plan.
ERECTION Or ELECTROLIERS.
One hundred and sixteen (116) electroliers shall be erected
at locations shown on the plans, the exact position to be indicated by
a mark set by the City Engineer. They shall be rigidly anchored in
concrete footings in the manner shown on the plans in a true, verti-
cal position. The concrete footings shall be of the sizes indicated
on the plans and of the composition elsewhere herein specified.
JUNCTION BOXES.
Where indicated on the plans the Contractor shall install
in each circuit a cast iron Junction Box to house a test coil as here-
inafter specified.
The Junction Box shall be at least 12" x 8" x 6�" and shall
be equipped with a gasket and cast iron cover securely attached to the
box by screws in a manner to make the junction box watertight.
Conduit entering the junction box shall be equipped with
locknuts both inside and outside. The ends of the conduit to be

equipped with conduit bushings and plugged with Oakum and Asphaltum
Compound after the cable is drawn in.
TEST COILS.
';Vhere the cable is installed, a test coil as hereinafter spec-
ified shall be installed in each junction box and inserted in the 6.6
ampere distributing circuit. The test coil connections shall be
soldered and taped as specified for primary connections and in addi-
tion the joint and tape shall be covered with a plumbers wiped joint
securely bonding the lead sheath on the cable and coil.
A test coil shall consist of five (5) turns approximately
four (4) inches in diameter of 3000 volt cable as specified for the
underground distribution system.
After being coiled each turn shall be individually lap
retrapped i°iith varnished cambric tape, and the entire coil thoroughly
painted with air drying varnish.
GLOBES AND DtRPS.
The Contractor shall furnish and place on each electrolier
one (1) G. E. Form 12 Novalux unit, Catalog No. 280382 and a 400 C.P.
15 amp Mazda Series lamp, installed erect.
The refractor shall be installed so that it does not touch
the lamp and shall be adjusted to bring the bottom, of the refractor
five eighths (5/8ths) of 1 inch below the filament of the lamp to
give the maximum refraction of light fifteen (15) degrees below the
horizontal.
ELECTR OI, TER S .
All electroliers shall be Union 14etal 'Manufacturing Companyls
Design No. 1891 one light standard, built to obtain a light center of
fifteen (15) feet, ten (10) inches measured from the sidewalk line, when
used ?.irith Povalux top described in this specification under "Globes and
Lamps", and shall conform to the accompanying drawings.
Bases to be twenty (20) inches in diameter at the bottom,
column shall be seven and one half (71ff) inches in diameter at the
bottom, and five (5) inches in.diameter at the top; all cast iron
portions to be made from the best grade of gray iron. The fluted
column shall be tiro ply non -oxidizing pressed steel lock seamed,
fluted and firmly pressed together, no solder or rivets to be used
in the construction; standard to be firmly held together with three
(3) one-half (L) inch steel tie rods and anchored to the concrete foot-
ing ,with three (3) five -eighths (5/8) inch anchor bolts.
GALV YTZIITG, PRIMING AND PAINTING.
The fluted column of each standard shall be hot dipped
galvanized and the entire standard given one (1) coat of Sherwin
rilliams No. 12 oil primer and sealer before leaving the factory.
A complete coat of primer must cover all exposed metal
Darts of the standard before any finish coats are applied, and all
scratches, marks or places where the priming coat has been removed
shall be covered after erection with the primer hereinbefore specified.
Prior to the installation of standards, all metal parts of
Novalux tops shall be given one (1)coat of primer hereinbefore specified.
The primer shall be used undiluted and applied with a spray
gun. Twenty-four (24) hours shall be allowed for primer to dry and
harden before any finish coats are applied.
FINISH COATS.
rlhen the primer is thoroughly dry, the contractor shall apply
two (2) even coats of Sherwin Williams Opex Automotive Lacquer, of color
to be sleeted by the Superintendent of Streets, thoroughly covering all
exposed metal parts of the standard and top. One (1) hour shall be
allowed for each coat to dry and harden before applying the following
coat:
The Contractor shall apply the above specified lacquer with
a standard mare of spray gun having a capacity of not less than two
and one half (22) cubic feet of air per minute with a gauge pressure
of not less than forty (40) pounds per square inch, which shall be
the minimum pressure at all times when lacquer is being applied.
All lacquer enamel shall be prepared for use in the spray

gun by adding to it an equal amount by volume of Opex No. 10 thinner,
and shall be thoroughly mixed before use.
CONCRETE BASES FOR ELECTROLIERS.
All concrete bases for electroliers shall be constructed to
conform to the accompanying drawings. All exposed surfaces of concrete
bases to be plastered with one quarter (1) inch plaster coat of cement
mortar of the same mixture as specified for finish coat on sidei:ralks,
troweled to a smooth, level and uniform surface. The plaster coat shall
be applied as soon as the concrete in the base has taken its initial
set. Outside forms shall be used for at least six (6) inches below the
surface of the base. Each base shall be equipped with a drainage groove
installed as shown on the plans.
CONCRETE MATERIALS.
CEMENT -
All cement for concrete shall be kortland Cement and shall
meet requirements of the standard specifications for Portland Cement
adopted by the American Society of Testing materials, September 1st,
1916, with subsequent amendments and additions thereto, adopted by
said Society and by the American Concrete Institute prior to the date
of these specifications.
FIPEAGGR.EGAT E (SAPID)
Fine aggregate (sand) must be free from oil and organic
matter, and shall contain not more than five per cent (5%) by volume
of clay or soil.
COARSE AGGREGATE.
The coarse aggregate shall consist of durable, clean, water
worn pebbles, crushed rock or boulders, or both, free from loam, clay,
stone dust or organic matter, and shall range in size from one -quarter (�)
inch minimu.,m to one and one quarter (1f) inch maximum in the greatest
dimensions.
+:VATER.
'!rater shall be clean, free from oil, acid, alkali, or vege-
table matter.

MEASURING
For machine mixing, the fine aggregate and the coarse shall
be measured in boxes or wheelbarrows which when struck with a straight
edge resting on the sides, shall have a capacity necessary to maintain
the proper proportions hereinafter specified.
All materials shall be accurate h= measured loose without
shaking or compacting.
Cement in sacks shall be dumped directly into the mixer.
iv MIM CONCRETE
A mechanical mixer shall be used, in which the materials,
including the water, can be precisely and regularly proportioned, and
thoroughly mixed. After all materials for each batch are in the
mixer, the maximum speed of the drum shall be sixteen (16) revolutions
per minute, and the minimum continual mixing time one minute.

Retempering of mortar or concrete ,rfhich has partly set, that
is, remixing with or iiithout additional materials, or water, shall not
be permitted.

CEMENT CONCRETE FOR SUINDARD FOUNDATIOiv AMID SIDF'IALK REPAIRS.
Shall consist of: -
(One (1) sack Portland Cement (ninety four (94( pounds not
shall be considered one (1) foot.)
1hree (3) cubic feet fine aggregate (sand)
Five (5) cubic feet coarse aggregate.
Should there not be enough mortar to completely fill the
voids in the concrete, the deficiency shall be remedied by reducing
the portion of the coarse aggregate and not by adding a greater portion
of fine aggregate.
CEMENT MORTAR.
The mortar shall consist of one (1) sack of Portland Cement
to one and one half (11) cubic feet of sand, previously screened to

remove all particles retained on a one -quarter () screen. Sufficient
lamp black shall be added for coloring in the ?proportions of one-fourth
(?) pound to each sack of cement.
+4I7 II�TG.
The mortar shall be mixed in a concrete m.i.xer, in the manner
specified for concrete, or in a ;water tight mixing box. The proper
-proportion of material shall be dry mixed by turning at least three (3)
times with a mortar hoe.
The mortar must be used immediately after mixing and no re -
tempering ;+rill be permitted.
REPLACING SIDMVALK, DRBS, GUTTERS, PAVF_UEFTS.
The contractor shall replace all sidewalk, curb, gutter and
pavement disturbed in the course of construction of the street light-
ing system, in accordance ;with the standard specifications, plans and
details on file for this particular class of work, and in accordance
with all City Ordinances regulating same.
