THE UNDERSIGNED, The Atchison, Topeka and Santa Fe
Railway Company, desires hereby respectfully to call to
your attention the serious situation respecting railroad
operating conditions across..that`portion_of ItD" -Street
hereinafter described..
"DO Street, as you know, extends across the throat
of the -Atchison Company's yard and thereby seriously inter-
fers with the make®u]� of trains. and with general switching
operation._;.and silso creates a very hazardous situation
both to the public, to railroad employes and to railroad
passengers; furthermore, on account of the operation of
18-car passenger trains and lengthy military trains, it is
Impossible to avoid obstructing and blocking the street to
vehicular ands other- highway traffic a considerable portion
of the time.J A great deal of blocking also occurs in con-
nection with the movement of equipment to and from the
repair and cleaning tracks and of engines to and from the
roundhouse, all'of which very seriously impairs the Com-
pany's ability to more promptly handle agar traffi and,
military trains, thus hindering the War effort.
OF" Street and several other streets to the east are
readily available for the use of the public in crossing
the railroad, and 1!Dt4 Street serves practically but one
:industry,.,the interests of which would not be impaired to
any appreciable extent since "F" Street is available from
the east and there is a separated grade.crossin,g at Oak
Street on the west o
The undersigned is now preparing plans for an extensive
enlargement of its yard but is reluetant-to carry out such
plans unless and until the conditions her�einabove mentioned
are removed.
Therefore, based on the facts and conditions herein
above set forth, the undersigned hereby respectfully requests
that such proceeding may be had as may be required to effect
a vacation and abandonment of .all that portion of said I'D"

Street described as follows, to wit:
All that portion of I'D" Street in the City of
Bakersfield., County of Kern, State of California, lying
between a line drawn across said street at a point 132
feet south of and parallel to the south line of 16th
Street and a line drawn across said "D" Street from
a point on the west line of I'D" Street 510 feet south
of the south line of said 16th Street to a point in
the east line of I'D4" Street 478.5 feet south of said
south line of 16th-Street, which point is the northwest
corner of hot 111, Block 359 of Bakersfields
and as shown outlined in red on.print hereto attached, hereby
referred to and made a part hereof.
It may be added that the undersigned proposes to decrease
delays to highway traffic east of "F" Street that now occur
from time to time when westbound trains are required to stop
for signal to enter the yard.
We trust that such slight inconvenience as may result to
the public from the proposed abandonment and closing may not be
permitted to outweigh the great and urgent need of overcoming
or reducing to a minimum a condition that now so seriously
impedes the handling of War and other essential traffic.

Regular meeting of the City Flanning Commission held in
the Council Chamber of the City Fail at 7:30 F. LT., June g, 1943.
Present: Kamprath, Schultz, Smith, Holfel.der, I;cCarthy,
Hamlin, Hubbard.
Absent: Cullimore, Davis,
The matter of the application of the A. T. & S. F. Railway
Company proposing the closing of the D Street railway crossing was
brought up for discussion at this time. This application to the City
Council and referred to the Commission for their consideration was dis-
cussed at the special meeting held Liay 14, 1r43,
The Santa re was represented by E, D, Hebert, Division
Superintendent, 'l. G. Bain, Agent and J. 04 Reavis, Attorney, Mr. L,L.
Agnetti, owner of the San Joaquin Grain Co., and his attorney, H. Ef
Schmidt, ivere present, also Theron L, MIcCuen, Business Manager of the
K6 C. U. H. S. District,
Chairman Famprath invited all interested persons at this
time to present any information Which would aid the Commission in
reaching a decision on the proposed closing.. Messrs, Hebert, Rain and
Reavis spoke at length in favor of closing the crossing and the benefits
to be derived therefrom, both by the public and the Santa re, Hr. Schmidt
protested against the proposed closing and stated it would be very
detrimental to the business of %r, Agnetti. Ur, McCuen stated that the
High School District hadno objections to closing the crossing.
After a general discussion of the proposition, Ir. Smith
presented the following motion which was seconded by %r, Hamlin:
That D Street be closed between the southerly line of 16th
Street and the northerly line of 14th Street providing the following
recommendations are approved;
That the Santa Fe Railroad at the earliest possible date
will move their trackage and sidings west as far as possible, thus
relieving the F Street crossing. That a district be formed to assess
the benefits and damages to abutting property due to the closing of
the D Street Crossing, the district boundaries to be as follows;
Beginning at a point in the southerly line of loth Street,
30;.25"westerly from the westerly line of F Street; thence southerly on
a line parallel to the westerly line of F Street to the northerly line
of 14th Street; thence 4vesterly along the northerly line of 14th Street
to a point 305).2j4 westerly from the westerly line of D Street; thence
northerly on a line parallel to the westerly line of D ".Street to the
southerly line of 16th Street; thence easterly aloe the southerly line
of 16th Street to the point of beginning.
That the Santa Fe Railroad enter into a written agreement
frith the City Council to participate in the cost of a grade separation
in the amount of 33 1/35 of the total expense involved in the construction.
The location of the proposed underpass to be designated by the City
Council at one of the street inter see t ions and the main line of the
Santa Zee Railroad, somewhere east of F Street and Crest of K Street.
Construction on the underpass to be instituted as soon as possible after the
present war emergency has terminated,o

the gra_zti.ng of a use permit for the 1121stallation of a pumping plant
and °cell on Lots 13 and 14, Block 473C .1.br- tern Division,, was approved
upon motion by Schultz, seconded by Smith.
