OFFICE OF THE CITY MANAGER
July 15, 2022 TO: Honorable Mayor and City Council FROM: Christian Clegg, City Manager SUBJECT: General Information
Notable Items
Bakersfield Firefighters Bret Moffatt, Keith Chatwood, Kevin Hinkle, and Larry Eichner
(below) were honored by the department this week for their selfless and brave actions
that led to the rescue of a man during an off-duty trip to Pismo Beach on June 12. The
quartet were with their families, camping in the area. When the group ventured down
to the water to play, the firefighters noticed someone floating and unresponsive in
the water.
Instinctively and without hesitation, they quickly worked to rescue the man, using a
nearby floating boogie board to pull him to shore and administer aid until local first
responders arrived at the scene. The man survived and the four firefighters were not
only each presented with an award for bravery, but also a Certificate of
General Information July 15, 2022 Page 2
Congressional Recognition from Congressman David Valadao.
We could not be prouder of these men’s actions and of how they represented
Bakersfield and the Bakersfield Fire Department.
The Bakersfield Fire Department worked together with the Kern County Fire Department to respond to more than 6,000 illegal fireworks calls over the
Independence Day weekend.
Through the joint illegal fireworks reporting app, the two departments received 6,300 reports, with 1,300 on July 3 and 4,500 on July 4. Two dozen citations were written on
July 4, and crews worked six structure fires, numerous outside fires, treated six burn injuries and responded to two people who suffered extreme injuries, a 12-year-old boy
and a 35-year-old man.
A project to upgrade the
fitness equipment at Silver Creek Park is now complete
and the area has been re-
opened for public use (right
and below right). The project
also included the installation
of a shade structure as well.
The $158,830 project was
made possible through
funding from the Public Safety
& Vital Services (PSVS)
Measure, also known as
Measure N.
The ever-popular pop-up large trash item drop-off events return this weekend,
with the City’s Solid Waste
Division hosting a pair of drive-through events on Saturday, July 16, from 8 a.m. to noon. The events will be held at
the parking lot of the Bakersfield Municipal Airport (2000 S. Union Avenue) and in the empty lot at 15050 Stockdale Highway (near the end of the Westside Parkway). These
events are part of Bakersfield’s Clean City Initiative and are only possible thanks to funding from the Public Safety & Vital Services (PSVS) Measure.
The Ignite Innovation Lab through Bitwise Industries is already showing signs of success!
The City, Kern County, B3K and Bitwise have partnered to give local entrepreneurs support as their businesses look to grow in our community. Eight local entrepreneurs
received coaching specific to their needs from industry professionals over six months as part of the Ignite Innovation Lab, helping them succeed and grow!
The City provided $640,000 for the Innovation Lab and another $50,000 in Economic

Opportunity Area-qualified building improvements. We expect this to only be the
beginning of this successful partnership.
And be sure to check out this great video from Bitwise (shared by the County) showing off some of the participating businesses!
The City’s communications team – Public Information Officer Joe Conroy and
Communications Coordinator Eric Galvan – as well as the Bakersfield Fire Department’s PIO were invited to meet with the newsroom staff at KBAK/KBFX
(Channels 29 and 58) this week. It was a good opportunity to build good working relationships with some of the journalists our community members follow.
Some exciting news for those of you who follow the City’s social media presence: The
official Bakersfield Twitter account (@Bakersfield_Cal) recently surpassed 2,000
followers! That’s a very exciting development for our communications team as it
means we can reach more of our constituents. Eric has been a great addition to our
team, helping grow our online activity and creating engaging and interesting content
across all of our social media pages.
The City Clerk’s Office is accepting applications to fill vacancies on the Bakersfield Youth Commission:

The Rapid Response Team worked on several major encampment projects this week which included:
Dr. Martin Luther King, Jr. Park, The Sump on District Boulevard, and Mill Creek Park.
RRT completed a 2-Day project at the Sump on District Boulevard. The team removed nine encampments that had
been in the area for 4+ months, seized 55 totes of property and 6 tons of trash. Officers worked with our local
Environmentalist closely as this sump has been identified as containing several Kit Fox dens.
RRT continues to be proactive in the parks around our city to keep our parks clean for our community to enjoy the
weekly Movies in the Park event. This week, RRT focused on sweeping Wilson park of any encampments or trash
sites.
RRT’s newly formed Night Shift Impact Unit has been assisting BPD with removing encampments and illegal dumping
between 1:30 pm and 11:30 pm. hours.
