be able to get everyone
together for the festivities
as opposed to the virtual event held the last two years. Between the two of us, we
discussed how the City is improving in many areas and making progress to address
the community’s concerns including homelessness, increasing and improving services
to our residents and the positive impacts the Public Safety & Vital Services (PSVS)
Measure has already had. And as I have said before, we still have not yet seen the
full impact of the measure on our community, but we will very soon.
We saw terrific turnout for last weekend’s free pop-up large trash item drop-off events, with 337 vehicles coming through the two locations, dropping off nearly 28,000
pounds of trash. The event at Stockdale Highway – a location Solid Waste hadn’t used before – collected 16,980 pounds of trash from 217 vehicles. That vehicle total is the
most of any single location this year (the next closest was the Riverlakes Ranch Community Center in January). The airport location collected 10,700 pounds of trash
from 120 residents, and between the two locations, 74 mattresses were dropped off and 227 e-waste items were dumped. Nine open tops combined were filled, also a
2022 high. These events are part of Bakersfield’s Clean City Initiative and are only possible thanks to funding from the Public Safety & Vital Services (PSVS) Measure.
The Bakersfield Police Department’s Citizen Volunteer Unit Academy is underway.

There are currently 30 individuals
partaking in the eight-week academy, which started earlier this month (left
and below). The Citizen Volunteer Unit provides supplemental support to law
enforcement personnel by aiding in diverse capacities both inside the
police department, as well as in the community. Individuals meet once a
week, participating in a three-hour class.
Applications to fill a vacant seat on the Miscellaneous Civil Service Board are being accepted by the City Clerk’s
Office. The term for the vacancy runs through Dec. 31, 2023.
Eligible candidates must be a resident of the City throughout
the term of their appointment by the City Council and may not
have any connection to the City
Government. Applications are
available at the City Clerk's Office (1600 Truxtun Avenue) and online and must be
returned to the Clerk's office by 5 p.m. Wednesday, August 3.
In an effort to reduce the number of vacant building fires in the City, the Bakersfield
Fire Department is using new door hangers to let businesses and neighbors know who
to call if they see unsafe activity in buildings that should not be occupied. The door
hangers have a message in English on one side, and in Spanish on the reverse, as well
as the police non-emergency number.
The City Clerk’s Office is accepting applications to fill vacancies on the Bakersfield Youth Commission:
• Ward 3: regular appointment
• Ward 4: regular appointment
• Ward 5: regular and alternate appointments
• Ward 6: regular and alternate appointments
All applicants must be City residents, high school students, and have as close to a 3.0
GPA as possible. Applicants can apply in either the Ward in which they live and/or the Ward where their high school is located.

Traffic Advisories
Nighttime closure planned on Real Road
Real Road will be closed in both directions between Stockdale Highway and Elcia Drive
from July 24 through July 27. This closure is scheduled from 9 p.m. to 5 a.m. The closure is
needed for the removal of falsework.
Southbound traffic will be routed from Stockdale Highway to Wible Road and onto Belle
Terrace. Northbound traffic will be routed from Belle Terrace to Wible Road, and onto
Stockdale Highway.
Construction schedules may be changed without notice due to unforeseen
circumstances. The Thomas Roads Improvement Program apologizes for any
inconvenience this work may cause the traveling public.
Nighttime closure planned on Stockdale Highway
Stockdale Highway will be closed in both directions between McDonald Way and N. Stine Road on July 25 through July 27. The closure will take place from 9 p.m. to 5 a.m.
The closure is needed to remove falsework.
During the closure, residents can detour around the work zone by using McDonald Way
or Real Road to enter or exit the neighborhood. All other traffic will be routed around the area using Oak Street and California Avenue.

Centennial Corridor Phase 3 – Bakersfield Freeway Connector
Contractor: Security Paving Company

Status: 84% complete; anticipated completion: Fall 2022
This phase of Centennial Corridor consists, in general, of improvements along westbound (WB) SR 58
and SB SR 99. The improvements include an additional auxiliary lane on WB SR 58, realigning the WB SR
58 to SB SR 99 connector loop ramp, constructing a branch connector for SR 58 to SR 99 and constructing
a collector distributor along SB SR 99 for the Ming Ave off ramps.
• Continued work on the SB Ming Avenue offramp
• Continued work on Retaining Wall 84 located at SB SR 99 beneath SR 58
• Completed Soundwall 58 located along SB SR 99 between Belle Terrace and Ming Avenue

Centennial Corridor Phase 4 – Mainline
Contractor: Security Paving Company
Project Manager: Ravi Pudipeddi
Status: 78% complete; anticipated completion: Summer 2023
This phase of Centennial Corridor extends SR 58 from the current terminus as a freeway at SR 99 westerly
to Westside Parkway freeway. At the SR 58/SR 99 interchange, the project adds a collector distributor
on NB SR 99 and new NB to WB connector. The project also includes realignments and new cul-de-sacs
at various local roads, widening and realignment of Chester Ave at SR 58, and construction of a traffic
signal at the WB SR 58 ramps/Brundage Lane intersection which is part of the SR 58/ Cottonwood
interchange.
• Released the framework beneath Frame 1 of the NB SR 99 to WB SR 58 Connector
• Poured the stem and soffit of Frame 2 of the NB 99 to WB 58 Connector
• Began the installation of falsework for Frame 3 of the NB 99 to WB 58 Connector. This portion
of the bridge spans both NB and SB 99
• Continued installation of falsework on the 4th and final bridge over Real Road
• Poured the WB deck for Stockdale Undercrossing. This is the last major pour for this bridge.
• Continued installation of screen walls and soundwalls
Rosedale Highway Widening Project
Contractor: Granite Construction Company
Project Manager: Ravi Pudipeddi
Status: 99% completed; anticipated completion: Summer 2022
This project widens Rosedale Highway from Calloway Drive to Verdugo Lane from 2 lanes to 3 lanes in
each direction. The project involves reconstructing the existing median to accommodate the
additional lane in each direction. It also includes construction of sidewalks in the east-bound and west-
bound directions and installation of curb and gutter where it does not exist in the westbound direction.
The project includes right turn pockets to Verdugo Lane and Calloway Drive. The project length is 0.50
miles long.
• Construction has been completed and is now 100% open to traffic. Contractor is working on
minor punch list items.

UPCOMING PROJECTS
Hosking Interchange Landscaping Improvements
Contractor: Griffith Company for Caltrans
Project Manager: Ravi Pudipeddi
Status: Caltrans negotiating with Contractor to incorporate this work to their project
Construction of the SR 99 / Hosking Avenue Interchange Project began in 2014. However, the
landscape portion of the project was removed due to prolonged drought conditions at the time of
construction and as necessary to abide with the mandatory reduction of water use required by the
state of California Governor’s office. In 2021, the City of Bakersfield reestablished a revised landscape
plan within the Hosking interchange footprint that incorporated drought tolerant plants, hardscape
and new irrigation systems. In coordination with Caltrans, this revised landscape plan will be
implemented in a change order to Caltrans’s Panama and White Lane Vertical Clearance Project. This
is the beginning of an effort to beautify Bakersfield within the freeway system.
• Caltrans is working with the Contractor to implement the revised landscaping concept as
a change order to their existing contract. Work is anticipated to start by Fall of 2022.
Westside Parkway Landscaping Phase 1
Contractor: Parsons Transportation Group
Project Manager: Ravi Pudipeddi
Status: Design 90% Complete
This project proposes drought tolerant plants, irrigation systems, and hardscape features along the
Westside Parkway from the Coffee Road interchange to Truxtun Avenue.
• Design in progress
• Project is anticipated to be out to bid during the summer of 2022.

State Route 58/99 Corridor Enhancement Project
Contractor: Parsons Transportation Group
Project Manager: Ravi Pudipeddi
Status: 30% Design Anticipated Summer 2022
The Environmental Commitments for the Centennial Corridor requires landscape improvements upon
completion of the roadway construction. Centennial Corridor runs along a proposed State Route (SR)
58 from Interstate 5 to Cottonwood Road and is divided into 3 Segments. Segment 1 is the alignment
from Truxtun Avenue to Cottonwood Road and SR 99 from SR 58 to Ming Avenue. The State Route
58/99 Corridor Enhancement Project aesthetically improves the freeway system by implementing
hardscape, landscape, and irrigation elements at the SR99/SR58 Interchange and along SR 58 from Real
Road to H Street. This is part of a greater effort to beautify the City of Bakersfield within the freeway
system with drought tolerant planting.
• 30% design anticipated from Parsons by Summer 2022
Hageman Road Multi-Use Path
Contractor: Granite Construction
Project Manager: Ravi Pudipeddi
Status: Pending Grant Approval
This project consists of a new 0.40 mile long two directional 10-foot-wide Class I bike paths with 2-foot-
wide shoulders on each side. The bike path will begin at the east side of Standard Street cul-de-sac and
runs east along the south side of the SR 99 and SR 204 connector up until the east side of the SR 99.
The bike path continues east along the SR 204 off-ramp to Buck Owens Blvd and ends at Buck Owens
Blvd. The bike path will have an all-weather paved surface allowing for two-way bicycle and pedestrian
movement.
• Engineers estimate (Caltrans) came in at $9 million
• Granite Construction was the lowest bidder at $13 million
• Applied for Raise Grant
• Public Works is looking for funds to award the Project for Construction, while extending the
grants that have already been awarded.

June Summary Highlights:
June was a significant month for Recreation and Parks! The biggest news is we have made our first Ranger hire; Michael Dobbs, a Detention Lieutenant, from the Kern
County Sheriff's Office has accepted an offer to become a Bakersfield City’s Ranger
Supervisor. He has over 20 years of experience in law enforcement and clearly
understands the challenges and needs of the City. He will begin work on August 1st and
his first task will be to help onboard the eighteen (18) other Rangers.
Staff Vacancies/Total Hours Lost:

Public Safety & Vital Services
• Re-secured storage room door at Challenger Park due to vandalism.
• Secured the electrical panel at the tennis courts due to vandalism and
installed a pad lock on the door panel at Wayside Park.
• Replaced the existing storage room door locks and installed security
lock boxes, due to vandalism at Grissom Park.
• Prepped and re-painted park signs at Deer Peak Park, Quailwood Park,
and Grissom Park.
• Installed replacement security bollard posts on the East and West sides
of Chester Avenue bike trail access points that were stolen.
• Re-secured the existing bollard post at the parking lot entry gate due to
vandalism at San Miguel Grove.
• Re-secured the North side of the building due to vandalism and forced
entry at Sumner Street Storage Facility.

• Assisted Code Enforcement with trash removal from homeless encampments set up along the Riverbank from San Miguel Grove to
Golden State Hwy.
• Fabricated and installed a new security door for the control room at the
spray park due to vandalism at Saunders Park.

encampments set up on the North side of the park and pavilion at
Saunders Park.

o On 6/6/22, Nicolas Bailey conducted “Water
Chemistry & Pool Maintenance Training” for all Pool
Manager staff.
o On 6/30/22, Area Safety Meeting – Safety Topic was
“Heat Illness Prevention Program”. All Aquatic
Maintenance staff attended except for Cotberto Villa.
• Pools:
• McMurtrey Aquatic Center – On 6/4/22, Concrete deck
replacement project concluded. Included in this project was the replacement of 3,000 sq. ft. concrete deck, 16 deck
drains, one (1) storm drain frame and cover, and the installation of new diving board stand anchors.
• Silver Creek Pool:
o Aquatic Maintenance Staff applied a fresh coat of
paint to the facilities doors, trim, window frames, awning structure, and shade canopy structure located
in the turf area.
o On 6/20/22, Kern County Public Health conducted
their annual inspection of the facility. There were zero violations.
• Spray Parks:
• Mesa Marin Spray Park – On 6/24/22, Kern County Public
Health conducted their annual inspection of the facility. There were zero violations.
• Maxi-Com
• Staff has been responding to alarms daily to maintain the
operation of each location that is linked to the system.
• Staff adjusted and or updated programs per individual
request or received schedules.
• Yokuts Park - the modem was failing to link up to the system.
Staff discovered it had water damage caused by the
adjacent irrigation boost pump/tank system. Staff replaced
the modem with the unit allocated for Weill Park and installed
it inside an enclosure.
• Mesa Marin Sports Complex - The controllers are currently on
stand-alone and not linked to the Maxi-Com system. This is
due to a bank of relays malfunctioning causing the overhead

lights on one field to shut off when another turns on. Parts have been ordered and will be installed upon arrival. Area 2
• Sister Cities Gardens - staff trimmed, raised tree limbs, and pressure washed.
• Tyner Ranch - staff cleaned streetscapes north and south of Brundage Ln.
from Virginia Ave. to Redbank, between Oswell and Sterling Rd.
• Mill Creek - staff cleaned, trimmed, the walkway north of California Ave. The
Water Department lowered the canal water level for maintenance.
Electricians worked to restore power to the Otterbine Fountains. Electricians
did maintenance to the electrical cabinets outside of the canal.
Maintenance will be done to the fountains in December when the water
level is completely drained.
• 24th St. Corridor - Contractors replaced dead trees and performed
maintenance clearing weeds/litter and trimming back shrubs.
• Aquatics Center - Staff pressure washed breeze way and trash cans.
• Jastro Park - Staff pressure washed restrooms and picnic areas; Trees
transplanted, and picnic tables removed in preparation for the WWII
Memorial.
• Downtown - Staff continues to water newly planted trees using a truck
mounted water tank.
• Events - Beale Band Concerts were held thru-out the month of June. Staff
ensured the area was pressure washed and the homeless were cleared. Staff
also assisted with being on-site during the evening of the concerts.
• Softball Maintenance/Prep – Staff prepped fields at Patriots and Beach Parks
and assisted Recreation Staff at Mesa Marin. Area 3
• On 6/23/22, two replacement trees were planted at South H Street Median,
South of Ming Ave.
• On 6/30/22, Area 3 Staff performed clean up on Pacheco Rd. Between
Gasoline Alley Dr. and Corrine St. (Freeway 99 underpass)
• Plantings:
• On 6/23/22, two Gingko species trees were planted on South H Street medians South of Ming Ave. Area 4
• Nathan Munson Flag Football was in the KPSV Stadium on 6/4/22.
• Plantings:
• Two (2) trees were planted on the west side of Spring Creek
Loop north of Harris.

• The Water Department assisted Parks by spraying algae in the East Lake at TPRW.
• Staff raised all trees at River Oaks Park.
• Staff repaired all irrigation on Rosedale Highway Medians, water pressure
seems to be a main issue for dry spots.
• Staff delivered the Mobile stage to Yokuts Park for Juneteenth event.
• Staff assisted Area 2 with the trimming project at Sister Cities.
• New playground was completed at River Oaks Park.

RECREATION

month of June totaled 61,157 as compared to last year’s total of 24,348.
Aquatics Programming & Overall Attendance: 22,939 Aquatics is pleased to provide another summer full of programming at all four City
pools. Pools officially opened for the season on June 7th. Programs offered in summer
2022 include: youth swim team, swimming lessons for all ages, public recreation swim,
Junior Lifeguarding classes, and lap swimming.
o McMurtrey Aquatic Center:
o Monthly attendance at the McMurtrey Aquatic Center was 13,046.
o Public Recreation Swim- Recreation open swim total attendance was
5,619. Due to low staffing levels, public recreation swim will be offered
4 days a week, days of operation include: Tuesdays, Thursdays,
Saturdays, and Sundays at McMurtrey Aquatic Center. The program will
run June 7th through August 14th from 1 to 3:30 p.m. on weekdays and 1
to 4:30 p.m. on weekends.
o Swim Lessons- There were 4,261 daily visitors at McMurtrey for swim
lessons.
o Swim Team- The summer recreational swim team was brought back for
the summer. The 7-week program features practice 2 days a week, 3
Friday evenings meets, and an all-City pool championship meet on July
23rd.
o Family Fun Night- The first Family Fun Night of the summer took place on
June 24th from 6 to 9 p.m. at McMurtrey Aquatic Center. Around 521 participants attended the evening event that included swimming,
waterslides, carnival themed games, a water safety and healthy beverage booth and raffle prizes.
o Lap Swimming- The City of Bakersfield lap swimming program continues to be in high demand. Total Lap Swim Visits for June was 1,490.

o Silver Creek Pool:
o Silver Creek Pool attendance for the month of June was 6,205.
o Swim Lessons- The first session of swim lessons began on June 7th.
Morning, afternoon, and evening lessons are offered Monday through
Thursday at Silver Creek for all ages.
o Recreation Swim- This program is held each Monday and Wednesday
from 12 to 2:30 p.m., June 8th-August 10th.
o Dr. Martin Luther King Jr. Pool:
o MLK Pool attendance for the month of June was 1,529
o Recreational swim attendance for MLK Pool was 509. The program will
be held Mondays and Wednesdays from 1 to 3:30 p.m., June 8th
through August 10th.
o Swim Lessons- 752 daily visits were attributed swim lessons in the month
of June.
o Jefferson Pool:
o Jefferson Pool attendance for June was 2,159
o Participants are enjoying swim lessons, youth swim team and Junior
Lifeguarding courses which began the week of June 6th.
o Recreation swim is be held at Jefferson Pool on Mondays and
Wednesdays, June 8th through August 10th from 1 to 3:30 p.m.
o 2022 Summer Aquatic Grants:
o Grant partners providing discounted, $5 swim lessons in summer 2022:
- American Red Cross
- First 5 Kern
- Kaiser Permanente
o Age-eligible (First 5 Kern) and income eligible (American Red Cross and
Kaiser Permanente) participants can receive one discounted lesson
during summer 2022. The regular price for a swim lesson session is $54
and $64 for non-residents. The grant will also provide water safety
education and resources at swim lessons and other department events.
o Discounted Junior Lifeguarding classes are being offered at $5 to
participants who meet the income guidelines of the free or reduced meal program. Scholarship opportunities are provided by American
Red Cross and Kaiser Permanente.
o Over 150 Kaiser Permanente Operation Splash Passes were provided to
income eligible grant recipients. The pass allows family members free admission to public recreation swim at all 4 City pools during the
summer 2022 season. Athletics/Attendance: 17,220 Adult Softball
o League play is taking place every weeknight. Umpire recruitment is ongoing, and we have added two additional umpires this month. Softball Tournaments - Rentals
o Mesa Marin hosted an NSA youth girls fastpitch tournament on 6/18
and 6/19. The tournament benefitted from unseasonably cooler
temperatures and had a total of 46 teams participating.

Pickleball
o Pickleball beginner’s clinics, league and free clinics were offered
throughout the month. Free clinics were offered at Haggin Oaks
Park (6/4), Jastro Park (6/11) and Campus Park south (6/12).
League play was held at Jastro Park and a two-day clinic was also
held at Campus Park south. Community House
o Total attendance for the month was 316. The month of June is
looking busy with multiple in house and outside agency rentals
scheduled. Bakersfield Youth Jobs Program
o June 16 marked the first day our intern Jaqueline Barranco started
with us. She is an extremely motivated and smart person and is
being exposed to our daily tasks. She has learned much about the
department as a whole and has been a pleasure to work with. She
will learn a lot about operations over the next 8 weeks.
Dr. Martin Luther King, Jr. Community Center/Attendance: 5,011
o There was a total of 5,011 in attendance during the month of June
an increase of 1,552.
o Superintendent of Schools Free Meal Program:
o 2,215 Grab N Go and sit-down meals were distributed to children
ages 2-18, Monday through Friday from 2:00 pm to 4:30 pm.
o Facility Usage
o The Weight/Fitness/Gym were all open for free play
M-F from 2:30-4:45pm (adults only). The gym and
weight room were closed during the morning hours
for Camp King. Total attendance for the weight
room/gym/fitness rooms was 497 in total, an increase
of 80.
o The game room was active this month with 178 in
attendance. Silver Creek/Saunders Recreational Facility Attendance: 3,983
• Silver Creek Community Center/Attendance: 3,936
o There were four (4) rentals for the month of June.
o The center is accepting park reservations and program registrations from 11am-4pm.
• Saunders Recreational Facility/Attendance: 47
o Saunders Facility has league on Tuesday from 7:00 – 9:00 pm and
Drop-in on Thursday from 7:30-9:00pm.

The Rapid Response Team worked on several encampment projects this week which included:
Beale Park, the vacant lot on Blue Mountain Way, and the CVS on Stockdale Highway.
RRT continues to prioritize the parks around the city in an effort to keep them beautiful and litter-free
for the Movies in the Park events. This week, the team focused on Silver Creek Park in order to
prepare for their Friday showing of Luca.
The newly formed Night Shift Impact Unit continues to assist our Police Department in clearing
encampments and trash sites between the 1:30 pm and 11:30 pm. hours

1. Saunders Park Pavilion (Drinking Fountain Replacement – Vandalism)
• The RRT removed and replaced the existing vandalized drinking fountain inside
the Pavilion.
2. Jefferson Park (Pool Perimeter Fence Repair – Vandalism)
• The RRT secured the perimeter fence that was vandalized and cut open for
illegal entry into the pool.
3. Patriots Park (Storage Room Door Replacement – Vandalism)
• The RRT removed and replaced the existing damaged double-doors at the
storage room due to vandalism. In addition new security hinges, cane bolts, and
locks were also installed.
4. Saunders Park (Restroom Security Gate Repair – Vandalism)
• The RRT repaired and secured the men’s restroom security gate, due to
vandalism.
5. Jefferson Park (Pool Restroom Security Gate Repair – Vandalism)
• The RRT repaired and both the men’s and women's restroom security gates, due
to vandalism. New locks were also installed.
6.. Stiern Park (Sewer Line)
• The RRT located and exposed the existing 4” sewer lateral lines stubbed out at
the south side of the park along Kyner Ave. as part of the new restroom building
installation project.
7. San Miguel Grove (Parking Lot Barrier)
• The RRT secured the nuts and bolts on the new parking lot rails, to prevent theft
and from being removed.

1. Beale Park (Park Security Light Anchor Removal)
• The RRT removed existing anchors from a missing security light pole base south of
the restroom building.
2. Bike Trail @ Manor Street (Tumbleweed/Dry Brush Removal)
• The RRT removed tumbleweeds and dry brush adjacent to the bike trail east of
Manor St.
3. Kern River Parkway (Tumbleweed/Dry Brush Removal)
• The RRT removed tumbleweeds and dry brush adjacent to the bike trail east of
Mohawk St.
4. Centennial Park (Bollard Post Chain Replacement – Vandalism)
• The RRT replaced the missing bollard post chain at the north west driveway
entrance to the park and secured the other existing bollard post chains.
5. Jefferson Park (Bollard Post Chain Replacement – Vandalism)
• The RRT replaced the missing bollard post chain, at the north west driveway.
6. City Corporation Yard (Green Waste Removal)
• The RRT assisted with taking loads of green waste to the City’s recycling facility.
