HomeMy WebLinkAbout07/29/22CC/ GH OFFICE OF THE CITY MANAGER July 29, 2022 TO: Honorable Mayor and City Council FROM: Christian Clegg, City Manager SUBJECT: General Information Notable Items  The Ad-Hoc Committee on Homelessness held its monthly meeting at the Brundage Lane Navigation Center this week, taking the opportunity to see some of the progress of the $5 million 119-bed (and more) expansion project that is ongoing. Committee members and members of the local media got first-hand looks at the work being done, touring the site and learning more about the BLNC’s growth and programs administered by our partners at Mercy House.  The Bakersfield Fire Department continues to not only serve our community, but communities up and down the state, working the front lines of the largest wildfire in California so far this year. BFD recently received a request for resources to assist with the Oak Fire, burning in Mariposa County. Office of Emergency Services Engine 412, which is housed at BFD Station 4, filled the order. Capt. Drake, Engineer Villalovos and firefighters Trail and Horne are one of five engine companies assigned as Strike Team 5805B. The Strike Team has been prepping and protecting structures in the area. The Oak Fire has burned more than 19,000 acres, destroying nearly 80 homes and forcing more than 6,000 residents to evacuate. General Information July 29, 2022 Page 2  Development Services is working hard to get more feedback on the General Plan Update, a plan that will help shape how the City looks through 2045. This week the department announced a T-shirt design contest to help increase interest, engagement and participation as we move through the process. Artists have until August 26 to submit a design and could ultimately win a $50 Visa gift card and more! Anyone interested should head to the GPU’s special website, bakersfield2045.com.  The Americans with Disabilities Act of 1990 celebrated 32 years this week on Tuesday, July 26. Signed into law by President George H. W. Bush, the ADA has protected U.S. citizens with disabilities from discrimination and ensured that they also enjoy the same rights and opportunities as any other American. According to the latest U.S. Census data, 10.6% of residents in the City of Bakersfield have a disability. The City is committed to ensuring that anyone with a disability has access to City services, programs, activities, and facilities.  Construction has now started at Jastro Park, where the future World War II Veterans Memorial will sit. The Memorial will be located next to the Korean War Memorial. The Kern County WWII Veterans Memorial Committee anticipates the project to be completed by Veterans Day in November. The area will be closed off during construction.  Earlier this year the City, along with the Kern Community Foundation and California Volunteers, launched the inaugural Youth Jobs Internship Program. With National Intern Day falling on July 28, the City was able to interview some of our interns and spotlight them in a handful of vignettes that were shared on all of our social media platforms. In total, six videos were posted and, through the first 24 hours online, they had been viewed more than 2,600 times. General Information July 29, 2022 Page 3  The City Clerk’s Office is accepting applications to fill vacancies on the Bakersfield Youth Commission: • Ward 3: regular appointment • Ward 4: regular appointment • Ward 5: regular and alternate appointments • Ward 6: regular and alternate appointments All applicants must be City residents, high school students, and have as close to a 3.0 GPA as possible. Applicants can apply in either the Ward in which they live and/or the Ward where their high school is located.  Applications to fill a vacant seat on the Miscellaneous Civil Service Board are being accepted by the City Clerk’s Office. The term for the vacancy runs through Dec. 31, 2023. Eligible candidates must be a resident of the City throughout the term of their appointment by the City Council and may not have any connection to the City Government. Applications are available at the City Clerk's Office (1600 Truxtun Avenue) and online and must be returned to the Clerk's office by 5 p.m. Wednesday, August 3. Traffic Advisories  Nighttime closure of SB Hwy. 99 set for Aug. 1-5 A nighttime closure is scheduled for all lanes of the Southbound Highway 99 between California Ave. and Belle Terrace beginning Aug. 1. The closure will take place between 11 p.m. and 5 a.m. Aug. 1-5 and is needed for installation of temporary striping and falsework. The California Highway Patrol will be monitoring the construction zone. During the closure, drivers will be detoured to exit at Stockdale Highway, travel east to Wible Road, south on Wible Road to Ming Avenue, west on Ming Avenue and re-enter the Southbound 99 on-ramp.  Road reconstruction project to begin on S. Union Ave. on Aug. 1 A road construction project on S. Union Avenue is scheduled to begin Aug. 1 and is scheduled to run through late September. The stretch between Highway 58 and Belle Terrace will be reduced to one lane in each direction. During construction, the eastbound and westbound off-ramps on Hwy. 58 will be closed for 30 days. Detours will be in place. The project is scheduled to be completed by Sept. 26, 2022.  Stockdale Hwy. nighttime closure scheduled for Aug. 3-4 Stockdale Highway will be closed in both directions Aug. 3-4. The closure will take place from 9 p.m. to 5 a.m. between McDonald Way and N. Stine Road on Stockdale. The closure is needed to remove falsework. During the closure, residents can detour around the work zone by using McDonald Way or Real Road to enter or exit the neighborhood. All other traffic will be routed around the area using Oak Street and California Avenue. Officers and crew responded to vacant struc- tures around the city to clear them of any transients and trash, as well as securing any openings. Clean-Up on the river continues. This week, RRT focused on the Uplands of the river, near Sam Lynn Ballpark and Riverview Park. McMurtrey Aquatics Center (Perimeter Fence – Vandalism) • The RRT removed 3 damaged sections of wrought iron fence due to a motor vehicle accident. • Contractor San Joaquin Fence Co. secured the area with temporary fence panels until replacement fence is installed. 2. Mesa Marin (Old Concession Entry Door – Vandalism) • The RRT secured a vandalized entry door at the old concession building due to illegal forced entry. 3. The Park at Riverwalk (Mobile Restrooms) • The RRT delivered and assembled three mobile restroom units and the mobile ticket booth for an event scheduled at the amphitheater. 4. Patriots Park (Storage Room Door Replacement – Vandalism) • The RRT replaced the standard door hinges with the new security hinges. 5. Beach Park (Restroom Sink Replacement – Vandalism) • The RRT removed and replaced a vandalized sink in the women’s restroom. 6. BPD Training Facility (Obstacle Course Project) • The RRT installed four new obstacle fence panels in the turf area adjacent to the parking lot, as part of the training obstacle course project. 7. Uplands of the Kern River (Encampment Clean-Up) • The RRT assisted Code Enforcement with trash removal from homeless encampments set up throughout the various kiosks. • 4 loads were taken to Kern County Bena Landfill for disposal (total weight 19,660 lbs.). 8. Kaiser Permanente Sport Village (Storage Room Door Repair – Vandalism) • The RRT secured the metal lock cover due to vandalism. 9. Saunders Park Pavilion (Perimeter Fence Repair – Vandalism) • The RRT secured a hole cut in the fence on the north side due to vandalism. 10 Jefferson Park (Pool Fence Repair – Vandalism) • The RRT secured a hole cut in the fence on the north side due to vandalism. 11. Bike Trail @ Beach Park (Tumbleweed Removal) • The RRT removed the existing tumbleweeds and dry brush along the tree line adjacent to the bike trail, east of the skate park. 4. CSUB Parking Lot and Rest Stop (Tumbleweed Removal) • The RRT trimmed and raised tree limbs at the CSUB parking lot and rest stop. 5. Jastro Park (Security Light Pole Removal) • The RRT was assisted with the removal of an existing park security light standard at the south side of the park, as part of the new World War II Veterans Memorial project. 6. Beach Park (Storage Room Door Repair – Vandalism) • The RRT replaced the locking mechanism on the storage room door due to vandalism. 7.
