HomeMy WebLinkAbout08/05/2022CC OFFICE OF THE CITY MANAGER Aug. 5, 2022 TO: Honorable Mayor and City Council FROM: Christian Clegg, City Manager SUBJECT: General Information Notable Items  The Recreation & Parks Department is making significant progress in ramping up its new Park Ranger program, which the Council approved in March to help keep our parks and investments in the parks safe. Director Rick Anthony is pleased to announce that Michael Dobbs has been hired as the program’s first Ranger Supervisor and he will help select the new Rangers moving forward. He has 24 years of law enforcement experience, serving at the Lerdo Jail facilities with the Kern County Sheriff's Office before retiring as a Detention Lieutenant. “My ultimate goal as a professional is to work alongside a team who desire to excellently serve the people of our community,” Michael said. “Life is an adventure and living each day to the fullest is important to me. I plan to bring my passion for life and people to work each day and influence others to do the same.” Michael (top left) came by City Hall North on Wednesday, August 3, along with one of the new Ranger trucks, complete with striping and branding. They will certainly General Information Aug. 5, 2022 Page 2 stand out in the community while on patrol!  With more than 200 available positions, the City’s Human Resources Department is hosting its first job fair later this month, offering prospective candidates the opportunity to learn more about the jobs as well as apply and talk directly with representatives from all City departments. The job fair will be held on Friday, August 26 from 9 a.m. to 1 p.m. at the Bakersfield Community House at Mill Creek Park (2020 R Street).  The City’s Solid Waste Division will host a pair of pop-up bulky item drive-thru events on Saturday, August 13 from 8 a.m. to noon. The events will be held at Kaiser Permanente Sports Village (9001 Ashe Road) and at 4200 Panorama Drive. The July events collected nearly 28,000 pounds of trash. These events are part of Bakersfield’s Clean City Initiative and are funded by the Public Safety & Vital Services (PSVS) Measure, also known as Measure N.  With the new school year right around the corner, Public Works is busy making sure streets are smooth for parents dropping off their children and for pedestrians and bike riders. A repaving project is currently underway (above and right) to improve streets in front of schools or on the route to schools. Seven schools in six City Wards are part of the project: • Prosperity Elementary (Ward 1) • Owens Intermediate (Ward 2) • Roosevelt Elementary (Ward 2) • Thorner Elementary (Ward 3) • Patriot Elementary (Ward 4) • McAuliffe Elementary (Ward 5) • and Actis Junior High (Ward 6) General Information Aug. 5, 2022 Page 3 Along with the repaving of streets, curbs, gutters and ramps are being upgraded to meet ADA compliance. Public Works is also implementing traffic calming measures to reduce speeds by restriping roads with slightly narrower vehicle lanes, adding marked bicycle areas, enhanced crosswalks and flashing signs informing drivers they are speeding and to slow down. The project, which is paid for through state SB 1 funds, is expected to be complete by August 12, ahead of when most schools are back in session.  Looking to find forever homes for dogs and cats, along with easing current capacity, the Bakersfield Animal Care Center is teaming up with KGET for its annual Clear the Shelters event. Clear the Shelters is a nationwide event, coordinated by NBC. It’s scheduled to take place from 8 a.m. to 1 p.m., Saturday, August 27 at the BACC (201 S. Mount Vernon Avenue). A handful of promos for the event have already been airing on KGET. More information on the event can be found at KGET’s website.  On Friday, August 5, the City of Bakersfield’s 14 interns were recognized for completing their internships, the first group to do so as part of the inaugural Youth Jobs Internship Program. The group received certificates of completion from Mayor Karen Goh and City staff (right and below) as their proud families looked on in the Council Chambers. This summer the City – in partnership with the Kern Community Foundation and funded by the Governor’s California Volunteers program – launched the program to give local students experience working with City government and to help create a pipeline of future government employees. When the program opened, we received nearly 200 applications. The Park at River Walk (Mobile Restrooms) • The RRT disassembled and transported the mobile restrooms, that were used for the concert event, from TPRW to the Corp. Yard. 2. Jefferson Park (Pool Perimeter Fence Repair – Vandalism) • The RRT secured the pool perimeter fence that was cut open due to vandalism. 3. Jastro Park (WWII Veterans Memorial) • The RRT relocated an electrical line due to the construction of the new World War II Veterans Memorial Project. In addition, the RRT trenched and installed new electrical conduit and pull boxes with concrete apron. 4. Beale Park (Drinking Fountain Replacement) • The RRT installed a new concrete foundation north of the restroom building, for the new drinking fountain that will be installed. 5. Beach Park (Restroom Sink Replacement – Vandalism) • The RRT removed and replaced the sink in the men’s restroom due to vandalism. 6. Union Avenue & 9th ST (Encampment Clean-Up) • The RRT assisted Code Enforcement with trash removal from homeless encampments set up in the alley between 9th St. & 11th St. • Trash was disposed of by Code Enforcement. 7. Bike Trail @ China Grade Loop (Bollard Post Installation – Vandalism) • The RRT fabricated and installed a new safety bollard post due to vandalism. Miscellaneous: 1. Truxtun Avenue (Weed Removal) • The RRT removed weeds and dry brush on the south side east of Quail Ridge Dr. 2. Jastro Park (WWII Veterans Memorial) • The RRT removed a large tree stump and large concrete debris that were discovered during the excavation process of the new monument project. 3.
