The Special Meeting of the Fire Department Civil Service Meeting commenced on Thursday, June 23, 2022, at 3:1 1 p.m. soon after Commissioner Eaves arrived at Fire Station # 1. Commissioners Present Administrative Staff Present: Ronald Eaves, Vice Chair Thomas Edmonds, Commissioner William Ballard, Deputy Fire Chief Kevin Albertson, Deputy Fire Chief James Cherry, Deputy Fire Chief Paul Briones, Battalion Chief Christopher Bowles, Training Battalion Chief Coleen Blair, Fire Department Secretary Shayla Woods -Collins, Human Resources Manager Isabel Farmer, Human Resources Analyst Joshua H. Rudnick, Deputy City Attorney Present: Commissioners Ronald Eaves, and Thomas Edmonds. Commissioner Mike George was absent. 2. Public Statements A. Agenda Item Public Statements: Commissioner Edmonds congratulated Chief Ballard on his upcoming retirement on June 30'h. Commissioner Edmonds welcomed East Bakersfield High School student Gloria Mendoza Castro to the meeting. He recognized her as a summer intern for the BFD through the Kern Community Foundation Youth Jobs Program. B. Non -Agenda Item Public Statements: None. 3. Approval of the Minutes of the Regular Meeting of April 11, 2022, of the Bakersfield Fire Department Civil Service Board. Commissioner Edmonds noted an error in the last sentence of Item #5 Commissioner Statements. The sentence read, "Commissioners George and Edmonds agreed". The sentence should have read, "Commissioners George and Eaves agreed". Upon a motion by Commissioner Tom Edmonds, seconded by Ron Eaves to approve the corrected Minutes of the Regular Meeting of April 11, 2022, of the Fire Department Civil Service Board was APPROVED, ALL AYES. 4. New Business A. Certification of Fire Captain (Promotional) #01625 Eligibility List Isabel Farmer, Human Resources Analyst, presented the Certification of Fire Captain (Promotional) #01625 Eligibility List to the board. Upon a motion by Commissioner Tom Edmonds, seconded by Ron Eaves to approve the Certification of Fire Captain (Promotional) #01625 Eligibility List was APPROVED, ALL AYES. There were seven candidates certified. B. Nepotism Waiver Request for Fire Captain Candidate(s) The Nepotism Waiver Request for Fire Captain Candidates William R. Ballard and Jonathan Berry were reviewed and approved by Fire Chief John Frando. Upon a motion by Commissioner Tom Edmonds, seconded by Ron Eaves to approve the Nepotism Waiver Request for Fire Captain Candidate(s) was APPROVED, ALL AYES. C. Certification of Fire Engineer (Promotional) #01661 Eligibility List Isabel Farmer also presented the Certification of Fire Engineer (Promotional) #01661 Eligibility List to the board. Upon a motion by Commissioner Tom Edmonds, seconded by Ron Eaves to approve the Certification of Fire Engineer (Promotional) #01661 Eligibility List was APPROVED, ALL AYES. There were three candidates certified. D. Nepotism Waiver Request for Fire Engineer Candidate(s) The Nepotism Waiver Request for Fire Engineer Candidate Austin Brown was reviewed and approved by Fire Chief John Frando. Upon a motion by Commissioner Tom Edmonds, seconded by Ron Eaves to approve the Nepotism Waiver Request for Fire Engineer Candidate(s) was APPROVED, ALL AYES. 5. Commissioner Statements Commissioner Edmonds praised Human Resources and the Bakersfield Fire Department for all their hard work with recruitments and promotions. Commissioner Eaves gave all the new candidates his best wishes. 6. Adjournment There being no further business to come before the Board, Vice Chair Eaves adjourned the meeting at 3:21 p.m. CITY OF BAKERSFIELD CLASS SPECIFICATION: 21470/21475 UNIT: WHITE COLLAR EE04: TECHNICIANS CLASS TITLE: FIRE PREVENTION/ENVIRONMENTAL OFFICER 1/II CLASS SUMMARY: Under general supervision, as a prevention/environmental officer wearing a badge, performs routine and difficult work requiring specialized environmental skills to secure compliance with the California Fire Code, California Building Code, applicable sections of the Health and Safety Code, Bakersfield Municipal Code, including other codes, ordinances, and standards. Work involves resolving routine to difficult code enforcement issues within established policy and; performs other work as required. REPRESENTATIVE DUTIES: The following typical tasks and responsibilities are representative of this class. They are descriptive, not limiting. Essential Duties: • Reviews construction, industrial, commercial, and residential site plans, for fire protection system plans building plans for compliance with fire protection codes and standards, municipal code and department policies; • Reviews building plans and inspects new and existing structures to ensure conformance to fire protection codes and standards; • Provides technical assistance to contractors, vendors, city staff and other agencies in interpreting and complying with fire code and standards; • Reviews hazardous materials permits including permits for underground storage tanks, above ground storage tanks and other hazardous materials permits that fall under the review of assigned personnel; • Issues Notices of Violation, Stop Work Orders and correction notices; • Coordinates with other city departments and agencies to assist the public in obtaining solutions to code violations; • Manages a caseload of inspections and identifies solutions to violations or other technical and operational difficulties; • Prepares clear and comprehensive written reports and correspondence. DISTINGUISHING CHARACTERISTICS: The Fire Prevention/Environmental Officer I is an entry-level position assigned to conduct routine investigations under direct supervision and may issue citations upon recommendation and completed training. The Fire Prevention/Environmental Officer II is the skilled, journey -level position with citation authority handling the more difficult and complex cases. Incumbents will investigate long-term, potentially volatile or more involved cases. The Fire Prevention/Environmental Officer 1/II must be skilled at working with people to solve problems. CLASS TITLE: FIRE PREVENTION/ENVIRONMENTAL OFFICER 1/II 21470/21475 MINIMUM QUALIFICATIONS: Knowledge of: • Fire protection codes, laws, ordinances, regulations, standards, principles and practices; • Fire protection and suppression systems, fire detection and fire alarms; • Legal procedures and documents, correction notices, violation notices and citations; • Right -of -entry, due process, and procedures used to research ownership of properties being inspected; • State and local enactments governing building construction use and occupancy; • Modern practices of work origination and time management principles; • Personal computer applications related to work. Ability to: • Understand, interpret and enforce applicable laws, codes and regulations; • Read and understand blueprints, plans, specifications and property descriptions; • Work independently and prioritize workload; • Manage multiple priorities with timely follow-up and resolution; • Establish and maintain effective working relationships with staff, members of the public and others encountered in the course of work; • Respectfully address and resolve routine and volatile code enforcement cases; • Enforce codes, ordinances and regulations firmly, consistently, tactfully and impartially; • Effectively address confrontational situations; • Properly document inspection reports and cases; • Communicate clearly and concisely, both orally and in writing; • Prepare and present information in meetings and court proceedings; • Safely operate a vehicle in route to inspection locations; • Operate an office computer and software applications related to work. Training and Experience: Fire Prevention/Environmental Officer I: • Graduation from high school or attainment of a satisfactory score on a G.E.D. test; AND • Two (2) years of college level course work in Fire Technology, Hazardous Materials or Environmental Science; AND • Two (2) years related work experience in California Fire Code (CFC) or California Building Code (CBC) enforcement, hazardous materials or underground storage tank inspection; OR • An equivalent combination of education, training, certification and experience which provides the capabilities to perform the described duties. Fire Prevention/Environmental Officer II: • Training and experience equivalent to the Fire Prevention/Environmental Officer I; AND • Two (2) years additional experience performing responsible fire prevention or related inspection work is required; OR CLASS TITLE: FIRE PREVENTION/ENVIRONMENTAL OFFICER 1/11 21470/21475 • An equivalent combination of education, training, certification and experience which provides the capabilities to perform the described duties. Licenses Certificates and Special Requirements: • Possession of a valid California Class "C" Driver's License. • Possession of an Underground Storage Tank (UST) Inspector certification will be required prior to promotion to a Fire Prevention/Environmental Officer II. • Fire Inspector 1 A, 1 B, 1 C if preferred. Physical Conditions or Special Working Conditions: • Incumbents will be required to make on -site inspections and investigations in the field, including emergency response outside normal work hours. • Must be able to work outdoors in all weather conditions. • Construction sites may require inspections at above and below grade access. • This position entails working in hazardous situations, and under conditions that may expose the incumbent to hazardous materials. • Successful completion of a background check. Promotion to Fire Prevention/Environmental Officer II: Promotion to Fire Prevention/Environmental Officer II is made on a merit basis without examination subject to recommendation by the Department Head, with approval of Human Resources. Under normal conditions, an employee may be considered for promotion after completion of a minimum of two years as a Fire Prevention/Environmental Officer I. Approved by Fire Civil Service Board: September 8, 2014 Approved by City Council: September 24, 2014 Approved by Fire Civil Service Board: Approved by City Council: CITY OF BAKERSFIELD CLASS SPECIFICATION: 21465 UNIT: BLUE COLLAR EE04: SKILLED CRAFT WORKERS CLASS TITLE: FIRE EQUIPMENT TECHNICIAN CLASS SUMMARY: Under general supervision, performs inspections, service repairs and inventory tracking for required safety and suppression related equipment and supplies; provides administrative and technical work for assigned programs; conducts routine repairs to facilities; facilitates assigned safety programs; and performs other work as required. REPRESENTATIVE DUTIES: The followina typical tasks and responsibilities are representative of those positions in this class. They are descriptive, not limiting. Essential Duties: • Repairs a variety of firefighting equipment including fire hoses, hose couplings and nozzles, ladders, brackets, and numerous hand tools used in firefighting; • Repairs, tests, and services firefighting safety equipment including Mine Safety Appliance (MSA) masks and self-contained breathing apparatus; • Maintains stock and control of supply inventory including first aid and life support equipment, and station supplies; • Performs inspections on firefighting gear and fit annual testing of firefighters using their SCBA and medical mask; • Calibrates and repairs monitors; • Performs minor repairs and installations on fire houses and assigned equipment; • Provides logistical support for Bakersfield Fire Department incidents, including operation of vehicles on scene; • Attends training sessions to further knowledge of fire department equipment and operations; • Orders, receives, stores, and issues a variety of parts, equipment, materials, and supplies; • Contacts vendors to obtain items not in stock and makes purchases of parts, equipment, materials, and supplies with supervisor approval; • Contacts vendors to obtain items not in stock and makes purchases of parts, equipment, materials, and supplies with supervisor approval; • Utilizes and maintains inventory tracking program to monitor equipment and PPE. MINIMUM QUALIFICATIONS: Knowledge of: • Operation, repair and maintenance of fire equipment and apparatus; • Proper procedures for safe operation and maintenance of equipment; • Principles and procedures of record keeping and reporting; • Modern office equipment and procedures including use of a variety of software applications; • Principles and practices of customer service and public relations; • English usage, spelling, grammar and punctuation; CLASS TITLE: FIRE EQUIPMENT TECHNICIAN 21465 • General computer software applications, including word processing and Excel spreadsheets. Licenses or Certificates: • Possession of a valid Class "C" California driver's license is required. • Firefighter endorsement ("F") must be obtained within the six-month probationary period. CLASS TITLE: FIRE EQUIPMENT TECHNICIAN Physical Conditions or Special Working Conditions: • Must possess sufficient strength and stamina equipment. • Must be willing to work outdoors in all weath confined areas and from heights and with potentially hazardous conditions.
